The City of Surrey invites submissions for pre-qualification of businesses for the supply and
installation of 17 streamflow stations throughout the City. Since 1996 the City of Surrey has been
operating 17 streamflow stations throughout the City. Many of these sites have been operating for
over 10 years, and are starting to show signs of wear and intermittent data loss. This is due to old
loggers and/or sensors that require replacement. In order to maintain consistent collection of
accurate and reliable data, the City has developed an improvement plan for all of its existing
streamflow stations. The improvement plan consists of physical site work and equipment
upgrades for all streamflow stations throughout the City. Physical works consist of minor repairs
to kiosks. Many haps, locks, and tamper guards need to be fabricated and replaced. Equipment
upgrades consist of the supply and installation of pressure transducers, stilling wells, and data
loggers.
Pre-qualified businesses will be invited to submit a quotation for this project, which is anticipated
for August 2009. The approximate schedule for the works may run from September through
November of 2009. These works will be bid as one project.
Interested firms must demonstrate their ability to achieve a high standard of quality in the supply
and installation of projects of similar nature, size, and complexity.
All business pre-qualification statements marked “Statement of Qualifications – City
Streamflow/Water Level Station Upgrades Reference No. 1220-50-02-09”, Confidential – Do Not
Open, will be received at City of Surrey, Purchasing Department, Attention: Manager, Purchasing
& Payments, 6645 – 148th Street, Surrey, B.C. V3S 3C7, not later than 4:00 p.m. (local time), on
Wednesday, August 26, 2009.

Submissions will be evaluated based on the Respondents’ (and their subcontractors)
qualifications and track record, recent experience with similar City Streamflow/Water Level
Station Upgrades, Hydrometric Station Upgrades, demonstrated ability to complete the project
within the proposed schedule, as well as any other any factors the City deems to be relevant to the
project success. The City of Surrey reserves the right to reject any or all statement of
qualifications, and to waive informalities in any or all submissions.

STATEMENT OF QUALIFICATIONS – GENERAL REQUIREMENTS
1.
INTRODUCTION
1.1
Purpose
You are invited by the City of Surrey to submit an expression of interest for prequalification of businesses for the supply and installation of streamflow stations in the City
of Surrey. The scope of works is outlined in Schedule A, for each streamflow station.
Please refer to the attached map for the locations of each station.
2.
INSTRUCTIONS TO RESPONDENTS
2.1

2.2
Inquiries
All inquiries related to this SOQ should be directed in writing to the person named below
(the "City Representative"). Information obtained from any person or source other than
the City Representative may not be relied upon.

Inquiries should be made no later than seven (7) days before Closing Time. The City
reserves the right not to respond to inquiries made within seven (7) days of the Closing
Time. Inquiries and responses will be recorded and may be distributed to all respondents
at the discretion of the City.

3.
STATEMENT OF QUALIFICATIONS FORM AND CONTENTS
3.1
Package
Statement of Qualifications should be in a sealed package, marked on the outside with the
respondent's name, title of the Project and reference number.
3.2
Form of Statement of Qualifications
Each Business submission must complete the “City of Surrey Qualification Statement”
form and resumes of the senior personnel for the company who are proposed to manage
this project.
All submissions received in accordance with the foregoing will be reviewed, and the prequalification of businesses shall be solely at the discretion of the City of Surrey.
Businesses with unsettled legal disputes with the City will not be considered. The
companies submitting for pre-qualification will be notified if they have qualified for the
tendering phase of this project.
The “Qualification Statement” may be supplemented by additional information as the
business sees fit. The submission shall confirm the financial, staff, and equipment supply
capabilities of the Business. Adequate bonding and insurance will be required for this
project. The submission shall outline demonstrated expertise and experience in the areas
described in the scope of work complete with current and past project locations and
complete references for those projects. The City reserves the right to review similar works
completed by your business that may or may not appear in your references.
3.3
Signature
The legal name of the person or firm submitting the statement of qualifications should be
inserted in qualification statement form. The statement of qualifications should be signed
by a person authorized to sign on behalf of the respondent and include the following:

If the respondent is a corporation then the full name of the corporation should be
included, together with the names of authorized signatories. The statement of
qualifications should be executed by all of the authorized signatories or by one or
more of them provided that a copy of the corporate resolution authorizing those
persons to execute the statement of qualifications on behalf of the corporation is
submitted;
If the respondent is a partnership or joint venture then the name of the
partnership or joint venture and the name of each partner or joint venturer should
be included, and each partner or joint venturer should sign personally (or, if one or
more person(s) have signing authority for the partnership or joint venture, the
partnership or joint venture should provide evidence to the satisfaction of the City
that the person(s) signing have signing authority for the partnership or joint
venture). If a partner or joint venturer is a corporation then such corporation
should sign as indicated in subsection (a) above; or
If the respondent is an individual, including a sole proprietorship, the name of the
individual should be included.

4.
GENERAL CONDITIONS
4.1
No City Obligation
This SOQ is not a tender and does not commit the City in any way to select a preferred
respondent(s), or to proceed to negotiations for an agreement, or to award any agreement.
The City reserves the complete right to, at any time, reject all statement of qualifications,
and to terminate this SOQ process.
4.2
Respondent's Expenses
Respondent’s are solely responsible for their own expenses in preparing and submitting a
statement of qualifications, and for any meetings, negotiations or discussions with the
City or its representatives and consultants, relating to or arising from this SOQ. The City
and its representatives, agents, consultants and advisors will not be liable to any
respondent for any claims, whether for costs, expenses, losses or damages, or loss of
anticipated profits, or for any other matter whatsoever, incurred by the respondent in
preparing and submitting a statement of qualifications, or participating in negotiations for
an agreement, or other activity related to or arising out of this SOQ.
4.3
No Agreement
By submitting a statement of qualifications and participating in the process as outlined in
this SOQ, respondents expressly agree that no agreement of any kind is formed under, or
arises from this SOQ prior to the signing of a formal written agreement.
4.4
Conflict of Interest
A respondent shall disclose in its statement of qualifications any actual or potential
conflicts of interest and existing business relationships it may have with the City, its
elected or appointed officials or employees. The City may rely on such disclosure.
4.5
Solicitation of Council Members and City Staff
Respondents and their agents will not contact any member of the City Council or City staff
with respect to this SOQ, other than the City Representative, at any time prior to the
award of an agreement or the cancellation of this SOQ.
4.6
Confidentiality
All submissions become the property of the City and will not be returned to the
respondent. All submissions will be held in confidence by the City unless otherwise
required by law. Respondents should be aware the City is a "public body" defined by and
subject to the Freedom of Information and Protection of Privacy Act of British Columbia.
