SWC FULL PROPOSAL GUIDELINES INTRODUCTION PAGE
Please Note: Full Proposals are INVITED based on competitive peer review of preproposal submissions.
Full Proposals are due by Monday, May 4, 2009.
The Southwest Consortium on Plant Genetics and Water Resources announces the FY '2009 series of mini-grant
awards designed to bring together multidisciplinary scientific teams to develop innovative advances in plant
biotechnology, plant physiology, and related disciplines to bear on agriculture and water use in arid and semiarid regions. The Southwest Consortium (SWC) is funded by a USDA/CSREES special grant.
This USDA/CSREES granting program is open to researchers at the participating Southwest Consortium institutions.
New proposals are invited based on competitive peer review of preproposal submissions.
To accomplish the Consortium's goals, research should address at least one of the following three objectives
1. Determine and evaluate plant genetic, developmental, biochemical, or physiological RESPONSES that
affect the growth and yield of crop species under arid and semi-arid environmental stresses.
2. Determine the IMPACT OF THESE STRESSES on susceptibility of plants to pests and pathogens, as
well as on the activities of symbionts and beneficial organisms.
3. Determine and evaluate GENETIC MODIFICATIONS of crop plants that improve agronomic value
through better adaptability to arid/semi-arid land agriculture conditions including the efficient use of
water resources.
The mini-grants are designed to provide seed money for projects that meet the objectives listed above, with
particular emphasis on innovative AND interdisciplinary research. It is a goal of this program that the minigrants will provide enough support for investigators to establish baseline data that can be used in proposals to
other funding agencies, so that this seed money can be leveraged toward the continuation of the research
project.
The Consortium mini-grants will provide up to a maximum of $50,000 per year for two years. Goals and
objectives of submitted research projects should be presented to reflect this two-year limit.
PROPOSALS ARE DUE BY Monday, May 4, 2009.
Please send a copy of your proposal, preferably in MS word format, electronically to phavstad@nmsu.edu by
the due date, May 4, 2009. Proposals that are selected for funding, following internal and external peer reviews,
will be announced in June/July 2009. Awarded funds will be available to researchers when the Administrative
Office for the Southwest Consortium (Agricultural Experiment Station, New Mexico State University) has
received the funds from the USDA, and Agreements with the PI's institutions have been fully executed. This
typically occurs anytime in August - Oct. dependent upon various requirements and regulations of the federal
funding agency (USDA/CSREES).
Proposals submitted to the Southwest Consortium (SWC) must be concerned with basic research, and have at
least two principal investigators who bring a different expertise or discipline to the project. Collaborations from
PIs at the different Consortium institutions are encouraged.

Starting in 2007 all federal grant applications were transitioned to a global on-line, electronic submission format
(SF-424 at grants.gov). The new application forms are not available for the Southwest Consortium on Plant
Genetics and Water Resources (SWC) individual PIs.
As such, we are requesting that PIs follow the instructions and submit the forms in the attached SWC
Proposal Application Guidelines for FY ‘09. Please Complete highlighted fields
You will be sending your completed proposal application package as an email attachment directly to the
Southwest Consortium Program Coordinator at phavtad@nmsu.edu.
The instructions for writing the SWC mini-grant proposal text (narrative) is basically the same as in the past.
The forms included in this packet are ‘grants.gov’ forms which have been modified and converted to MS word
format for the SWC. At this time, we are not requesting a hard copy with original signatures, but we may have
to go back and request this from you at a later date.
New Application Forms: SF-424 Research and Related (R&R)
The SF-424 Research and Related (R&R) is the new government-wide form adopted by all Federal research and related (e.g.,
education and extension) grant-making agencies. The SF-424 R&R replaces numerous agency forms and provides common
application requirements across the federal government.
The SF-424 R&R was developed into an application forms package by Grants.gov for electronic submission. Applicants
applying to CSREES programs electronically will use these new SF-424 R&R forms and the related CSREES-specific forms.

Participant costs are the costs associated with conference, workshop, or symposium attendees who are not employees of the applicant or
sub-awardees. Trainee costs are the costs associated with educational projects that support trainees (pre-college, college, graduate, and

the conference/training, dates, and places and justify costs).

Project Summary Abstract
Please provide a Project Summary in the space below. This page is a combined request of grants.gov and the
CSREES. The summary should be a self-contained description of the activity to be undertaken, and should focus
on: overall project goals(s) and supporting objectives; plans to accomplish the project goal(s) (e.g. methods); and
relevance of the project to the Goals and Objectives of the Southwest Consortium on Plant Genetics and
Water Resources. It should be informative to other persons working in the same or related fields and, insofar as
possible, understandable to a scientifically or technically literate lay reader. It is important that the Project
Summary/Abstract be concise and informative. The project summary should be approximately 250 words.

Project Narrative
Please follow the Instructions below to prepare a Project Narrative/Description for your proposed SWC project.
These instructions are based on Southwest Consortium, CSREES and grant.gov requirements.
Limit the actual narrative to ten pages (this excludes the Title Page, Table of Contents, References, and
Personnel sections).
Use a font size of 12 and maintain margins of at least .7 inch on all sides. Use a Times
Courier, or other common font type.
New Roman,
Number pages, and include in the footer the name of the primary PI on each page starting with the Table
of Contents and ending with the last page of your proposal.
You may include extra supporting preliminary data or documentation as an attachment (Section F in the
Project Narrative). This should be composed of tables/figures, letters of support, etc. and limited
explanatory text. Please try to keep to 2-3 pages at the most, and use a format for graphs or charts that is
easily transmitted electronically.

Biographical Sketch (CV)
Attach a short a biographical sketch (CV) for each senior/key person.


The vitae should be limited to two pages each in length and should include a presentation of
academic and research credentials, as applicable; e.g. earned degrees, teaching experience,
employment history, professional activities, honors and awards, and grants received, and a
chronological list of all publications in refereed journals during the past two-four years, including
those in press.
List only those non-refereed technical publications that have relevance to the proposed project.
Authors should be listed in the same order as they appear on each paper cited, along the article and
journal title, books title, volume number, page numbers, and year of publication.

Facilities and Other Resources
In the space below, provide a brief (no more than one page) description of Facilities and Other Resources which
