JOB TITLE: City Engineer PW/2 DEPARTMENT: Public Works, City of Hendersonville JOB SUMMARY: This position directs the operations of Engineering Division of the Public Works Department. MAJOR DUTIES: o Assigns, directs, supervises, evaluates, and disciplines personnel; coordinates daily work activities. o Interprets and applies city ordinances, regulations, and policies pertaining to subdivisions, zoning, drainage systems, and other applicable areas. o Provides staff support to Planning Commission; provides assistance in planning, coordinating, and conducting meetings. o Oversees, organizes, and coordinates operations and activities of the division; develops and implements long and short term plans; implements and monitor approved budget. o Recommends capital improvement projects; assigns and reviews capital improvement projects. o Makes decisions on design, construction, and adequacy of the City’s infrastructure; determines compliance of construction work; identifies needs and options for improvements. o Oversees technical review of site plans, plats, and blueprints; oversees inspections of subdivisions. o Coordinates planning, surveying, design, and construction of roadways, and drainage systems, grading and erosion control plans. o Provides engineering management and guidance for construction work; performs engineering land surveys; resolves problems involving easement plats and narratives. o Provides information and technical assistance to developers, contractors, engineers, architects, and the general public. o Oversees the collection and analysis of civil engineering data; prepares studies and reports; prepares legal documents; writes legal deeds. o Performs other related duties as assigned. City Engineer, Public Works Page 2 KNOWLEDGE REQUIRED BY THE POSITION: o Knowledge of public works administration. o Knowledge of the techniques, equipment, and supplies used in engineering and street construction and maintenance. o Knowledge of budgeting principles and practices. o Knowledge of department and safety policies and procedures. o Knowledge of federal, state, and local laws relevant to department operations. o Knowledge of the geography of the city, including road and street names and locations. o Knowledge of town and department policies and procedures. o Knowledge of municipal accounting principles and practices. o Skill in organizing and prioritizing work. o Skill in analyzing and interpreting data. o Skill in budgeting. o Skill in management and supervision. o Skill in developing and interpreting plans and specifications. o Skill in reading and interpreting blueprints. o Skill in operating a computer and calculator. o Skill in oral and written communication. SUPERVISORY CONTROLS: The Director assigns work in terms of division goals and objectives. The work is reviewed through conferences, reports, and observation of division operations. GUIDELINES: Guidelines include relevant state and federal laws, city ordinances, department policies and procedures, and state Department of Transportation specifications. These guidelines require judgment, selection, and interpretation in application. City Engineer, Public Works Page 3 COMPLEXITY: The work consists of varied engineering, administrative, and supervisory duties. Multiple projects and changing priorities contribute to the complexity of the work. SCOPE AND EFFECT: The purpose of this position is to manage the overall operation of the division. Successful performance helps ensure the effective and efficient operation of the division and affects the public image of the city government. PERSONAL CONTACTS: Contacts are typically with co-workers, other department heads and city employees, elected officials, state agency personnel, other local government personnel, contractors, and the general public. PURPOSE OF CONTACTS: Contacts are typically to give or exchange information, provide services, resolve problems, motivate personnel, and justify, defend, and negotiate matters. PHYSICAL DEMANDS: The work is typically performed while sitting at a desk or table. WORK ENVIRONMENT: The work is typically performed in an office and outdoors, where the employee is exposed to noise, dust, dirt, grease, machinery with moving parts, irritating chemicals, and occasional inclement weather. The work may require the use of protective devices such as masks, goggles, or gloves. SUPERVISORY AND MANAGEMENT RESPONSIBILITY: This position has direct supervision over Assistant City Engineer (1), Design Engineer (1), and Storm water Construction Inspector (1). MINIMUM QUALIFICATIONS: o Bachelor’s degree required in a course of study related to the occupational field. o Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require three to five years of related experience. o Possession of or ability to readily obtain a valid driver’s license issued by the State of Tennessee for the type of vehicle or equipment operated. o Certification as a Professional Engineer or Engineer in Training.
