INTRODUCTION

This document is a basic reference for those involved in the design and construction of new buildings, the modification of existing structures and systems, and the renovation of existing spaces at Carnegie Mellon University. A companion to the University’s Project

Management Manual, this manual was developed as a resource for Design Consultants,

Contractors, and Suppliers who provide services to the University. The manual is also intended to provide guidance for University project managers, administration, and support staff.

Each division of the manual contains guidelines that establish the quality of materials and work appropriate for University projects. Divisions 0 through 16 are to be incorporated into the Contract documents. However, these guidelines are not intended to limit or exclude input from Design Consultants. To the contrary, Design Consultants are encouraged to offer alternative solutions and/or manufacturers when there are quality, cost, or time benefits that do not compromise the integrity of the work to be performed.

We also recognize that there are inevitable design considerations that require special treatment. Moreover, we intend that this manual be evolutionary, changing as technologies change.

Design Consultants should present alternative recommendations to the University Project

Manager during the document preparation phase of the work.

For most University construction and renovation projects, the appropriate interfaces of the different responsible parties are shown on the following chart.

All University construction and renovation projects are managed through Facilities

Management Services (FMS). The Carnegie Mellon University Project Manager reports directly to FMS. During the project, the Design Consultant, Contractor, and any Suppliers report to the University Project Manager. University Project Managers, Contract

Managers, and FMS Shop Supervisors fulfill the requirements of Project Managers. The

University Architect and the University Design Review Committee provide input as appropriate.

The key project positions and their roles are as follows:

Project Manager— The University representative responsible for the end-to-end management of all University construction and renovation projects. Tasks and duties include management of: Design Consultant and A/E selection, programming, cost estimating, site analysis, preparation of construction documents, document review, budget and schedule, construction administration, and close-out.

Customer Representative— The appointed agent of the Customer (University

Department) who actively represents the Customer during all phases of a project. The

Customer Representative provides a direct communication link between FMS and the

Customer with regard to progress or decisions crucial to the project. The Customer

Representative and Project Manager function as a team to facilitate timely and effective interaction between FMS and the Customer.

Design Consultant

—The external professional individual or organization that performs the design and prepares plans and specifications depicting the work to be done. The

Design Consultant can be an architect, an engineer, or an organization that combines these professional services.

Contractor

—The person or organization that undertakes responsibility for the performance of the construction work, in accordance with plans, specifications, and

Contract documents. The Contractor provides the labor, material, and equipment to accomplish the work.

Subcontractor

—A person or entity that has a direct contract with the Contractor to perform a particular part of the work at the site.

Supplier

—A person or entity that supplies materials or equipment for the work, including that fabricated to a special design, but who does not perform labor at the site.

This manual is meant to be a resource, not a strict set of rules. The University does not assume responsibility or liability for the information contained in this manual. Rather, we depend solely on the judgment of the Design Consultant to accept, or reject, these standards as appropriate to the project.
