Approval of Agenda: Mel moved to add approval of minuets and New
Business E. for Shared Governance Resolution. With out objection Aidan moved and seconded by Jennie

V.
Campus Reports
A. Baraboo –Blood drive last week 50 useable units were collected. VP resigned elected a new Vice President and President will be resigning this week so we need to elect a new VP this week. Working on a Diversity center to entertain
B. Barron –Tabled for AB 95 ran a take affirmative action campaign. 12 people attending women’s leadership.
Fond du Lac starting a mentoring program with Lake Shore. Play going on right now. Any suggestions for communicating more effectively with students please send them our way. Blood drive coming up.
C. Fox Valley- Blood drive, Food Drive and Coats for Kids(going well.) Had a student forum parking lots. They are forming elections committee. Fund Raising committee for SAFE so that Executive board will not have to deal with it. Passed bill on
Constitutional amendments. Hopefully new Constitution this year by December 5 th
.
Speaker of the senate and Speaker pro temp in place of VP.
D. Marinette Completed UC Referendum 40% turn out. Blood drive just completed exceeded goals. Campus wide network is getting going. Divisional assessment- pre assessment and post assessment students on both committees now.
Passed the MRF increase within Senate.

E. Marshfield- Made sure we could have cookies at every meeting. As the
Student hypnotist was pretty good not as well as the picnic. Collegium is working on smoking issues possibly going to a smoke free campus, many students are mad. Passed
DOMA through senate.
F. Richland-Blood drive 35 units. Held burlap Olympics went well. Adopted a family through Salvation Army for $150. Planning a food drive. Senator Steve Shultz will be coming to the campus. Started new clubs including Campus Crusade and GSA.
Play brought issues of Rape and Sexual assault (PLAY)
G. Rock had the Laramie Project. Sprung up the Alliance club. Advisor of SGA
Resigned, the executive board is picking up their duties. Chancellor will be on Campus
Tuesday. 8 Students will be at Women’s Leadership Conference. You can get a hold of us at rcgstugv@uwc.edu, regarding the December GA. Food Drive is not going to well so suggestions are greatly appreciated. Performing arts is trying to get more students to attend.
H. Sheboygan –pizza information day regarding financial aid and guaranteed transfer. They are trying to get ideas to get more students to check their email. Faculty and students to decorate a tree for festival of trees
I. Washington-fund raiser and hypnotist, the Dean got hit in the face with a pie because we raised over $400. Senate is helping local elementary schools with student government. Food drive was so successful because we gave a parking space in the faculty lot.
J. Waukesha- Laramie project ending this weekend there was minimal community opposition with just a few flyers on cars. Winter festival that is made up of most of the clubs coming together to do a different part will be the first week of
December. Support the troops drive was approved and will happen in February.
United Council was on campus on Thursday and Chancellor was on campus on
Tuesday.

Old Business
A.
Budget Committee Amendment Mel reserved her right and called the question. Jennie seconded moved to approve seconded by Aidan.
Wisconsin 2001 Act 25 regarding Segregated Fees Resolution UW-
Colleges Wide Segregated Fees
AN AMENDMENT to add Article III Section 3.1 (k), to remove Article III Section 3.4
(c), and to amend Bylaws Article II Section 2.
In order to create a legitimate governmental committee with the powers and rights to explore and possibly impose a UW-Colleges wide segregated fee, for the purpose of creating a stable SGC that is independent of the Chancellor’s budget and to fund Colleges wide student interests, it is necessary to amend our constitution in the following manner.
SECTION 1: Article III Section 3.1 (k) of the SGC constitution is created to read:
Art. III Sec. 3.1 (k) To serve as chair of the SGC Budget Committee.
SECTION 2: Article III Section 3.4 (c) is removed.
SECTION 3: Article II Section 2 of the SGC Bylaws is amended to read:
Art. II Sec. 2 Budget Committee (BC)- Shall be chaired by the SGC President, who shall never vote, if there is a tie, the motion fails.

There shall be one voting member from each campus, who must be selected by a vote of his/her campus student government.
The SGC Budget Senator, the SGC Advisor, the Chief Student Affairs Officer and the
UW-Colleges Budget Director or his/her representative shall be a non-voting ex officio members.
The committee shall have full authority to implement UW-Colleges wide segregated fees on student tuition, in consultation with the chancellor and subject to the final confirmation of the board of regents.
The Budget Committee shall create the annual SGC budget through meeting twice a week via teleconference beginning in November, until it submits a report and budget at the December SGC meeting.
Any Segregated fees imposed through the committee must be submitted to the
Chancellor immediately after the December SGC meeting or before January 1 st .
All motions concerning the alteration of segregated fees must supported by at least nine votes in order to be adopted.
The committee is charged with providing all funds for the SGC budget.
Section 3. Duties of the Officers
3.1 President : the duties and powers of the president shall be: a.
To be the official representative of SGC. b.
To preside over meetings of SGC. c.
To prepare an agenda for all SGC meetings d.
To be the official student representative to the Chancellor’s Office. e.
To appoint ad hoc committee members. f.
To inform SGC of pertinent information. g.
To maintain and/or enhance existing networks through consistent dialogue and or
UW College campus visits. h.
To serve on Senate Steering and to be a senator on University of Wisconsin
Colleges Senate. i.
To provide a written report after each UW-Colleges Steering Committee to all
Campus Student Governments, SGC Executive Board, and to give an oral report at each SGC meeting. j.
To write an end of the year report, and submit it to the Executive Director for permanent storage. k.
To serve as chair of the SGC Budget Committee.

Budget Senator : The duties and powers to the Budget Senator shall be: a.
To serve on the UW-Colleges Senate Budget Committee b.
To provide written reports after each Colleges Budget Committee meeting to all
Student Governing Body Presidents, SGC officers, and to give an oral report at the SGC meetings. c.
To serve as chair of the SGC Budget Committee. d.
Submit a budget Proposal to the full body of the SGC by the last meeting of the first semester for approval. e.
Submit a budget Proposal to the full body of the SGC by the last meeting of the first semester for approval.

To assist the President in presenting the SGC budget to the Chancellor and Chief financial officers for colleges central. g.
To write an end of the year report, and submit it to the President who will forward it on to the Executive Director for permanent storage.
Article II: Standing Committee
Section 2. Budget Committee (BC) shall be chaired by the Budget Senator and consist of the Budget Senator, the President shall serve as an ex-officio non-voting member, and three voting members from three different college campuses selected by the full SGC body. VII.
New Business
A.
Constitution Committee Creation Mel had two names brought to her attention Chris from Marinette and Bryan from Barron. Jeremiah from
Baraboo. Emily from Waukesha. The term would be the rest of the school year. This committee will need to meet until the December meeting. Before we vote each person will have one minute to speak on their behalf. Chris- this would be the second constitutional committee. I was the sounding board for Tom last year. I have plenty of time.
Bryan has written two constitutions and is in process of re writing has been active for two years. Jeremiah helped review constitution in high school. He is very interested in helping with this.
Emily is on academic and career advising task force. This is my second meeting.
Hidden ballot was voted and Chris, Brian and Jeremiah.
B.
Budget Committee Creation
Campuses will elect a member to this committee. Select one out of your senate and email this to the Executive Board.
C. Wisconsin 2001 Act 25 Regarding Segregated Fees Resolution
Whereas, Wisconsin Act 25 authorizes the state of Wisconsin to levy a 20% tax on
“membership dues for any state or national organization…”, and
Whereas, this Act currently encompasses those student segregated fees allocated for membership dues, and
Whereas, it is not in the spirit of the University of Wisconsin System segregated fee policy to allow such unauthorized seizures of property clearly under the control of students, therefore,
Be it resolved, that the Student Governance Council opposes any unauthorized taxation of student segregated fees, and
Be it finally resolved that the Student Governance Council urges the Wisconsin state legislature to amend Wisconsin Act 25 to immunize student segregated fees from any further state seizures.
Wisconsin 2001 Act 25 regarding Segregated Fees Resolution Two years ago the
Legislature voted to tax fees Jennie seconded. Discussion was held. Waukesha- Urges is not strong enough. Jennie reserved her right to act procedurally. Should not take any more money and she called the question. The question passed with opposition. Hand count taken 15/4/4 motion passed.
Jennie made a motion to suspend the rules to amend the agenda E for D seconded by Mel. Acclimation was called with out opposition.

D.
Shared Governance Resolution Mel introduced and read the resolution as follows. Seconded by Jennie. Waukesha- why are we restating our mission? Michael- In the Preamble of the constitution it eludes to this.
Jennie- this defines the governance of this organization. Individual campuses have the right to send voting members. I have been part of the problems. Erik E. what is meant by the 5 th clause? Mel explained that each campus would need to comply. Baraboo- asked to have the Preamble read. This is elaborating on our preamble-Michael. Fox- suspend rules for caucus. Seconded by Waukesha. Motion passed.
Whereas; the UW Colleges are viewed as a singular institution by the UW System,
Whereas; The Student Governance Council (SGC) is the governing body of this institution,
Whereas; the SGC is responsible for writing, implementing, and governing legislation, policies and resolutions on an institutional level,
Whereas; members of SGC are elected representatives of each individual campus within the 2 year college system,
Therefore be it resolved that SGC shall implement the decisions of the council at the college level to be executed at campuses in regards to their own constitutions, which there are measures already in place to ensure all campuses comply with the SGC constitution and by-laws,
Finally be it resolved each campus will elect Senators for the representation of their school for the SGC for the purpose of Shared Governance, maintaining autonomy of the individual campus SA’s on CAMPUS specific issues. Fox called question Jennie seconded the question passed with a hand count of 14/6/4 Motion failed 2/20/2
E. Spring SGC meetings and locations Anna listed February 14, 28 March 13 th
April 10 the day before Easter. Aidan moved for the 28 th

E. moved to hold the meeting in Sheboygan pending their approval Sheboygan seconded.
Hand vote was taken 15/3/5 motion passed. Point of Inquiry- Barron- can Barron put in for a hotel room now? Anna Agreed and noted this.

A. Jenny- Closing night of Laramie project at Waukesha.
B. Fond du Lac- play starts Master Herald and The Boys is tonight your attendance would be appreciated.
C. Erik. E Thanked Fond du Lac for hosting.
D. Aidan- thanked everyone for coming.
E. Anna- reminded everyone that there is one car per campus and travel expenses should be turned in to the Business office. If you get in contact with any other campuses encourage their attendance.
F. Michael- reminded Exec and Constitution committee to stay after for a short meeting.
