RECOMMENDATIONS:
The Lead Member for Customer and Support Services is recommended to:1) Approve the awarding of a Supporting People contract to the value of £86k per
annum for the Retail Trust to provide Housing related support services at
Shelmerdine Gardens, an extra care housing scheme for older people.

EXECUTIVE SUMMARY:
The Retail Trust are in the process of spending £9 million to develop an extra care
housing scheme for older people with links to the retail trade at Sheltering Gardens in
Claremont, which is due to open in December 2009.
Residents at the scheme will be offered housing related support services to assist
them in living independently. A steering group made up of representatives from the
City Council and the Retail Trust have recommended that this service be integrated
with overall management of the scheme and is delivered by the Retail Trust. The
Supporting People Commissioning Body agreed this on 30th June 2008.
Approval is required to allow Council Standing Orders to be by-passed, and to offer
the Retail Trust a contract for the delivery of housing related support services for
three years at a value of £86k p.a. This contract will be monitored continuously,
through the Supporting People contract monitoring process.

ASSESSMENT OF RISK:
Medium – failure to allow the Retail Trust to manage Shelmerdine Gardens and
deliver the housing related support may result in additional pressure on Community
Health & Social Care funding.

LEGAL IMPLICATIONS:
Advice has been obtained from the Assistant Director of Procurement, who has
confirmed that offering a contract direct to the Retail Trust would be positive practice.

Cost of delivering the support service will be met from within existing Supporting
People grant.

COMMUNICATION IMPLICATIONS:
Marketing of the extra care scheme of Shelmerdine Gardens will be undertaken by
the Retail Trust and published within the Supporting People service directory.
VALUE FOR MONEY IMPLICATIONS:
The contract offered to the Retail Trust has been judged to offer value for money and
will be regularly monitored against cost and quality criteria, as described within
Supporting People contracting processes.
CLIENT IMPLICATIONS:

Shelmerdine Gardens is being re-developed by the Retail Trust, who will take
responsibility for all repairing obligations at the properties.

DETAILS:
1.
Background
1.1. Shelmerdine Gardens is an extra care housing scheme being developed by the
Retail Trust on Cholmondeley Road, Salford.
1.2. The Retail Trust is a charitable organisation, whose aim is to provide support to
people who have worked in the retail trade. They currently provide extra care
accommodation in a number of locations within England including Derby and
London.
1.3. Over the past twelve months they have invested £9 million into developing
Shelmerdine Gardens into an extra care housing scheme for older people who
have links to the retail trade. The development of the scheme meets key
priorities contained within the Supporting People Strategy and the Well Being
Strategy for Older People and will complement existing extra care provision
within the city.
1.4. The Retail Trust operate a model of directly providing management of their
extra care housing schemes and delivering housing related support, whilst care
to residents is delivered by a third party across their extra care schemes.
1.5. To adopt this model at Shelmerdine Gardens will require a Supporting People
contract of £86k p.a. to be granted to the Retail Trust, which the Lead Member
of Customer and Support Services is asked to approve.

Detail
2.1
In November 2007, the Supporting People Commissioning Body approved the
funding for housing related support services at Shelmerdine Gardens, an extra
care housing scheme due to open in December 2008 by the Retail Trust.
Estimated funding at the time was £78k per year and approval was given on the
understanding that detailed discussions should take place with the Retail Trust
on how the project would be managed. These discussions have taken place
through a steering group made up of staff from the Retail Trust and Salford City
Council representatives from Supporting People, Housing Connections
Partnership and Community Health and Social Care.
2.2
One of the tasks of the steering group was to develop the model for managing
the service and providing care and support to residents of the scheme.
2.3
The Retail Trust recommended a model whereby they would provide
management and housing related support within the project and a separate
provider be commissioned to provide care. This being a model they adopt in all
their extra care schemes.
2.4
The Steering Group visited a number of schemes managed by the Retail Trust
and are satisfied that this is a positive model and one which should be adopted
at Shelmerdine Gardens.
2.5
As a result of this, reports were presented to the Supporting People Core
Strategy Group and Commissioning Body on 30th June 2008, who approved
this course of action.

2.6
Procurement advice was sought from the Assistant Director of Procurement
who agreed it would be appropriate to bypass Supporting People and council
standing orders on procurement and offer the Supporting People contract direct
to the Retail Trust for the following reasons: The Retail Trust has invested £9 million in developing Shelmerdine Gardens
and it is appropriate for them to wish to manage the scheme.
 The model of support has been approved as being best practice by the
steering group.
 There is a risk that the Retail Trust would not work in partnership with the
City Council if they could not deliver integrated management and support at
Shelmerdine Gardens.
 As the full re-development of Shelmerdine Gardens will be phased in over
two years, there is the ability to pilot this model of service delivery during
this time period.
2.7
Negotiations with the Retail Trust have shown the Supporting People contract
value will be £86k p.a. commending in December 2008, with an initial contract
length to be for three years.
2.8
Monitoring of the contract against quality and value for money will be
undertaken by the Supporting People team.

CONCLUSION
3.1
Lead Member of Customer and Support Services is asked to approve the
awarding of a Supporting People contract for the delivery of housing related
support services at Shelmerdine Gardens, to the Retail Trust, without the need
for tendering.
