TITLE: Improvements within Clifton Country Park

RECOMMENDATIONS:

Under Part 4: Section 7 of Contractual Standing Orders 2.1 Exceptions to
Contractual Standing Orders may be authorised: where there is a sole
supplier of patented or proprietary articles, or materials or services exclusively
provided by a statutory undertaker or other bodies.
That £69,939 related to the S106 commuted sum associated with planning ref: 05/50070/OUT for the
implementation of specialist play equipment and fencing, safety surfacing and enhancement work on the
Wet Earth Trail in Clifton Country Park is accepted.

DETAILS:
Further to the receipt of a commuted sums of £69,939, via the Section 106 agreement associated with
planning ref: 05/50070/OUT it is proposed to carry out the following enhancement work at Clifton Country
Park.
The project consists of the following:



Installation of an individual piece of play equipment and railings.
Installation of safety surface around existing pieces of play equipment.
Enhancement scheme on the Wet Earth Trail.
Consultation has been carried out with the park rangers and users of the park to determine the type of
equipment to be installed.
From a selection of six pieces of play equipment the preferred choice was a double space net, enclosed
with fencing to prevent dogs entering the area, giving older children a greater range of challenging
equipment.
The installation of the wet pour safety surface will make the existing play equipment more accessible and
provide play facilities for the younger children all year round.
To conserve the industrial heritage of Wet Earth Colliery and enhance visitors experience and the
educational value of the site. This will be achieved by:
 interpret the activities of the former colliery through the installation of 3 pieces of sculpture,
 creation of way marked trail and production of a interpretive material around the site’s
features incorporating historical photographs and images.
This work will be carried out working closely with local school children, volunteers and local history groups.
The maintenance of the area will be achieved using existing revenue budgets associated with previous
S106 legal agreements.
The following scheme does not require planning permission.
