DETAILS:
Further to the receipt of a commuted sum of £ 126,000, via the Section 106 agreement associated with
planning ref: 36927 – former Bridgewater Mill, Carlisle Street and the expenditure of £23,228 by Urban
Vision Highways to “make up Little Moss Lane/Devon St to adoptable standard,” the City Council has
approved a budget for Open Space improvements at Rosehill, Swinton.
This project is to develop a poor quality area of open space into a useable area of open space for the local
neighbourhood. The proposed improvements have been agreed with the Wyndham Residents Association
and Swinton Neighbourhood Mgt Team. The site is a previous budget-cut site that has become extensively
overgrown. As a result it is intimidating and is now used for fly-tipping, anti-social behaviour and as a shortcut by quad-bikes to the “Moss”.
The proposals are to
 prune back the overgrown trees, hedges and vegetation and install 2 new streetlights
 erect a high quality knee-rail fence, railings and motorcycle barriers
 install 2 new footpaths
 maintain and manage the site as a valuable area of open space
In accordance with Paragraph 20.1(b) of Section 7, Part 4 of Contractual Standing Orders and Rethinking
Construction (the approved method of procuring construction works) the Council has received quotations to
the total of £ 55,577.50 from Urban Vision with regard to the undertaking of fencing, access and lighting
improvement works. Although a budget cut site Rosehill remains within the existing contract for Grounds
Maintenance and therefore a price of £ 6,498 has been obtained from Env. Services Grounds Maintenance
DSO for soft landscaping works.
Upon completion of the capital works it is proposed that the remaining balance of the S106 commuted sum
is used to provide a maintenance budget for the next 10 years. A price of £ 29,823.27 has been obtained
from Env. Services Grounds Maintenance and a price of £ 2000 from Urban Vision Streetlighting.
It is anticipated that these works will assist the Council in seeking a long term solution to the incidents of
environmental crime and anti-social behaviour experienced by the local residents whilst bringing about an
improvement to a neglected area of open space.
