The Lead Member for Planning (a) noted that , at his Briefing on 20th
April , 2009, the Lead Member for Customer and Support Services had
made an exception to Contractual Standing Orders in accordance with
the provisions of paragraph 2.1(a) of Part 4 : Section 7 of the Council
Constitution, to enable the Lead Member for Planning to accept a
tender which was not the lowest price received but was the most
advantageous to the City Council and (b) approved the appointment of
URBED to develop a masterplan for the Patricroft Bridge area as it was
considered to be the most advantageous to the City Council, although
not the lowest in price, of the tenders received.
