TITLE: CHAPEL STREET REGENERATION STRATEGY

IMPLEMENTATION OF THE CHAPEL STREET WALKING PLAN 2005/2006

RECOMMENDATIONS :

It is recommended that Lead Member : i) Notes the proposal to update the Chapel Street Walking Plan. ii) Notes the list of schemes already undertaken. iii) Notes the programme of improvement schemes as a part of the Chapel Street Walking

Plan in 2005/2006;

EXECUTIVE SUMMARY:

The Chapel Street Walking Plan was developed to improve access to facilities and services in the area, to help improve the health of local residents and to provide a safe link between the

University of Salford and Manchester City Centre. It has been successfully developed over the last five years linking in with the major regeneration schemes being implemented in the area.

The Walking Plan is now about four years old and, with the emerging proposals for Chapel

Street in the Central Salford Vision Framework, it is now timely to review the Walking Plan.

Following discussions with local residents, the Police and other interested partners, a list of proposed improvements required to existing pedestrian areas and the agreed route between the University and the City Centre has been prepared – these include road crossings, footpath improvements, dropped crossings, removal of overgrown landscaping and new lighting.

DETAILS:

1.0 BACKGROUND

1.1 The Walking Plan Working Group was originally set up in 1999 to explore the feasibility of developing a town trail within the Chapel Street area. It aimed to establish a ‘safe pedestrian route with historic interest and promoting exercise’ and was identified as a particular p roject within the regeneration strategy’s Annual Delivery Plan 1999/2000.

1.2 Since then, the Walking Plan has developed into a more general initiative to improve access around the Chapel Street area for pedestrians and cyclists, reduce reliance on the motor vehicle as a means of local transport and improve the health and fitness of those who live and work in the Chapel Street area. Various representatives from the City

Council, the Chapel Street Project Team, the Primary Care Trust, the Police and the community have regularly contributed to the evolving plan. A defined walking route has now been established from the City Centre at New Bailey Street, through Trinity and across the River Irwell to the Peel Park Campus of the University of Salford (the Trinity

Link), which is 1.4 kilometres long. (see attached plan)

In 2001, a draft SPG for Chapel Street ‘Walking Plan – the Strategy’ was produced. It aimed to promote walking in the area, whilst listing objectives to make it more enjoyable, safe and convenient. Due to the changes that have taken place both in Government

Policy and the Regeneration Strategy area as a whole, as well as the emerging Central

Salford Vision Framework, it is intended to update the Walking Plan in 2005.

1.4 A list of improvements for 2005/2006 has been drawn up which will seek to identify funding from various sources to implement them. These are improvement schemes both for the Trinity Link and for other existing pedestrian areas.

0 DELIVERING THE WALKING PLAN - SCHEMES UNDERTAKEN 2004/2005

2.1 A number of improvement proposals have been carried out over the past twelve months; some as part of the Block 3 Transport Capital Programme 2004/2005 whilst others are stand alone projects jointly financed by Section 106 money and the City Council.

Schemes include:

A pedestrian crossing point at Bloom Street/Chapel Street

 A pedestrian crossing point at Adelphi Street

 A path in St Stephen Street gardens, linking both entrances

A series of dropped crossing points at St Stephen Street/Lamb Lane, Cleminson

Street/Melville Street, North George Street/Cannon Street/Peru Street, Hyde Park

Corner

 Resurfacing of footways and/or highways at Cleminson Street/Adelphi Street, George

Street/Silk Street, Adelphi Street/Silk Street

 Improvements to Trinity Park including lighting

3.0 DELIVERING THE WALKING PLAN - 2005/2006 PROGRAMME OF SCHEMES

3.1 Identified along the Trinity Link are a number of further improvements, which are required to both the defined route and those footways that feed into it. These schemes are mainly located within the housing areas and on the north side of Chapel Street. The land along the route is in both City Council and private ownership. It is intended that the following works to improve conditions for pedestrians be completed within the next twelve months.

 Riverside Walkway between Linen Court and Broughton Bridge (refurbishment)

 St John’s Square, Trinity (refurbishment)

Bexley Square, Trinity (refurbishment)

 Islington Park, Islington (refurbishment)

 Land at East Ordsall Lane (new public realm)

Public art/signage for Trinity Link

These schemes include the repair and refurbishment of existing pedestrian routes and open spaces.

3.2 Once the schedule of works and costs are prepared, funding sources will be confirmed and a further report brought to Lead Member for scheme approval.

3.3 For information, other Walking Plan projects being progressed this year include:

 CCTV – implementation of phases 1 and 2 in Chapel Street

 Chapel Street pedestrian priority scheme (New Bailey Street to Blackfriars Road)

Spinningfields footbridge (Manchester City Council)

 Health Walks Programme

4.0 FINANCIAL IMPLICATIONS

4.1 At present, the HMR Streetscape Scenes Budget 2005/2006 includes £40,000 for the riverside walkway (Linen Court to Broug hton Bridge) and £40,000 for St John’s Square.

The Chapel Street Capital Budget has a provisional allocation for implementing the

Walking Plan proposals including Bexley Square and signage to Trinity Link (£50,000).

4.2 Other sources available include S106 money.

5.0 RECOMMENDATIONS

5.1 That Lead Member notes the proposed updating of the Chapel Street Walking Plan.

5.2 That Lead Member notes the list of scheme already undertaken in 2004/2005 as part of the Chapel Street Walking Plan.

5.3 That Lead Member approves the programme of improvement schemes as a part of the

Chapel Street Walking Plan in 2005/2006.
