Purpose of Report
To seek Cabinet approval to the incorporation of the Arms Length Company.
2.
Recommendations
That cabinet authorises:
1.
The incorporation of the Arms Length Company to be known as New
Prospect Housing Limited.
2.
The Head of Law and Administration (The Solicitor for the Council) to execute

Detail
Cabinet, have agreed:

The establishment of the Arms Length Housing Management Company (New
Prospect Housing Limited).

Organisational separation of functions between the Arms Length Company, and
the Residual Housing Organisation.

Interim arrangements.
Work is progressing on a detailed delivery plan, the management agreement, a
protocol between the City Council and the Arms Length Company. A draft copy of
these documents has been submitted to the office of the Deputy Prime Minister. It is
necessary for Cabinet to authorise the incorporation of the Arms Length Company
and for the Head of Law and Administration to execute the company formation
documents. This will enable organisational arrangements to progress alongside
consideration of the documentation submitted to the ODPM.
