MINUTES OF PROCEEDINGS

RESOLVED: THAT the minutes of the meeting of the Community Committee, held on
17th November 2005, be approved as a correct record, subject to Minute 44 (Information
Exchange/Good News) being amended to indicate that (a) the performance by the
children’s drama group on 19th November 2005 had taken place at the Community Hall
in Hollins Green, and (b) Nancy Heap had received a commendation at the Community
and Social Care Awards for the outstanding service that she had provided to the
community.
49.
MATTERS ARISING
(a)
Minute 33 – Millennium Walkway (Locklands Lane to Farnham Drive)
Claire Edwards reported that officers from Housing Services, by whom the walkway was
owned, were in the process of investigating the issues that had been raised in relation
to its condition.
RESOLVED: THAT an update be provided at the next meeting.
(b)
Minute 34(c) – Feedback from Tour of Liverpool Road
RESOLVED: THAT it be noted that a report regarding this matter was to be submitted
to the next meeting of the Community Committee.
(c)
Minute 34(e) – Highway Repairs/Highways Investment Programme
RESOLVED: THAT it be noted that, once available, details of the above programme
would be made available to the Community Committee.
(d)
Minute 34(g) – Message in a Bottle Scheme
Christine Barwood reported that the Healthy Communities Collaborative had been
successful in obtaining funding to purchase 1000 of the canisters that were required for
the above scheme.
RESOLVED: THAT anybody wishing to participate in the above scheme contact
Christine Barwood on telephone number 212 4951.
(e)
Minute 34(j) – Off-road motorbikes – painting of barriers
Steve Taylor indicated that he would inform the appropriate department of the
Community Committee’s request for the barriers that had been erected at various
places around the area to be painted white, in order that they would be more visible in
the dark.
RESOLVED: THAT an update be provided at the next meeting.
(f)
Minute 34(n) – Proposal for a Tyre Incinerator, Partington
RESOLVED: THAT information be sought from Trafford MBC regarding the current
situation in relation to the above matter.
(g)
Minute 34(p) – Expenses incurred by the Chairs and Deputy Chairs of
Community Committees

RESOLVED: THAT it be noted that this matter had been resolved.
(h)
Minute 34(q) – Potholes in front of Irlam Library/Higher Irlam Post Office
Claire Edwards reported that an Area Engineer had visited the above site, on which
occasion he had not considered that the areas warranted a visit from the Rapid
Response Team. A works order had therefore been issued for remedial works to be
undertaken, which would be carried out as soon as possible.
RESOLVED: THAT Trupti Patel be informed of the Community Committee’s view that,
should arrangements not be in place for the repairs to be undertaken in the near future,
a visit was required from the Rapid Response Team.
(i)
Minute 34(t) – Significant Planning Applications
RESOLVED: THAT information regarding contaminated sites be provided at a future
meeting of the Community Committee.
(j)
Minute 37(b) – Juvenile Nuisance – Hayes Road area
Claire Edwards referred to a spreadsheet that had been provided by Greater
Manchester Fire Service regarding the number of waste/rubbish fires in containers,
skips, etc., that had taken place between 1st January 2005 and 13th January 2006 in
Irlam and Cadishead, together with their locations. The spreadsheet indicated that
Hayes Road was located within the busiest area for such incidents, with approximately
one such fire occurring per month. Greater Manchester Fire Service had indicated that
(i) fire officers and crews would visit business owners in the area concerned in order to
provide them with information and advice, and (ii) the local police would be made aware
of the situation.
RESOLVED: THAT the information be noted.
(k)
Minute 37(c) – Road Safety Concerns
Claire Edwards reported that information submitted by Trupti Patel indicated that, in the
past 12 months, there had been one accident resulting in serious injury in the vicinity of
Clydebank Garange, and two accidents resulting in slight injuries. The information
indicated that all three accidents had been caused by vehicles overtaking, and not by
the road layout.
RESOLVED: THAT the information be noted.
(l)
Minute 37(e) – Traffic Congestion into/out of the area during rush hour
RESOLVED: THAT Trupti Patel be requested to provide information at the next meeting
as to whether it would be possible for there to be a dual carriageway to Peel Green
roundabout in the future.
50.
COMMUNITY ACTION PLAN
The Chairman informed the Committee that a Special Meeting of the Community
Committee was to be held on Thursday 16th February 2006, at Irlam Council Offices,

commencing at 6.00 p.m., which would involved nominated members of the Community
Committee, in order for discussion to take place with regard to the three targets that had
been set at the last meeting of the Community Committee:- (a) to improve the
distribution system for the newsletter, (b) to recruit three more groups to the Community
Committee membership, and (c) to engage with young people.
RESOLVED: THAT the information be noted.
51.
BUDGET APPLICATIONS CONSIDERED AT THE MEETING OF THE COMMUNITY
INITIATIVES BUDGET PANEL HELD ON 4TH JANUARY 2006
The Neighbourhood Manager submitted (a) the recommendations arising from the
above meeting, and (b) the financial position statement in relation to the devolved
budget, as at 12th December 2005.
RESOLVED: (1) THAT the recommendations arising from the above meeting with
regard to the applications from (i) Helping Hands Minor Repair Service, (ii) Irlam
Mitchell Shackleton, (iii) New Prospect Housing, (iv) Friends of Irlam Station, (v)
Creative Medium, (vi) St. John’s Centre, (vii) Salford Community Leisure, (viii) Irlam and
Cadishead Campaign Digging for the Future and (ix) Cadishead Youth and Community
Association, be endorsed.
(2) THAT the financial position statement be noted.
52.
FLY TIPPING
Reference was made to a number of fly tipping hotspots that existed in the area.
Steve Taylor reported that (a) the City Council had recently appointed a Law
Enforcement Officer who investigated incidents of fly tipping, where evidence existed as
to where the items had come from, (b) incidents of fly tipping should be reported to the
City Council on telephone number 909 6500, and (c) it would be possible for a list of fly
tipping hotspots in the area to be made available to a future meeting of the Community
Committee.
RESOLVED: (1) THAT the information be noted.
(2) THAT information regarding fly tipping hotspots in the area be
circulated at the next meeting of the Community Committee.
(3) THAT Steve Taylor be thanked for his attendance at the meeting.
53.
YOUTHS CONGREGATING OUTSIDE IRLAM LIBRARY
The Neighbourhood Manager referred to the Dispersal Order that was currently being
implemented in the area and the problems that existed with regard to young people
congregating outside Irlam Library in the evenings, particularly on Friday and Saturday
nights. She reported that the police had suggested that (a) the shrubs that were
present outside the library be removed and replaced with lower bushes, in order to
improve the visibility of the young people, and (b) the bench that was currently located
outside the library be removed, in an attempt to discourage the young people from
congregating in the area.

The Committee expressed concerns regarding the above proposal, particularly as the
bench was often used by elderly people during the day.
Steve Taylor agreed to develop, in consultation with the police, some suggested
measures that could be implemented in the above area, for discussion at the next
meeting of the Community Committee.
RESOLVED: (1) THAT it be noted that Committee Members voted in favour of the
above bench being retained.
(2) THAT suggestions regarding possible measures that could be
implemented to address the problems that were being caused by young people
congregating in the above area be discussed at the next meeting of the Community
Committee.
(3) THAT information regarding any measures that are put into place be
included in the following edition of the newsletter.
54.
MENTAL HEALTH SERVICES IN SALFORD
David Entwistle gave a presentation on mental health services in Salford, with specific
reference to the following:




What is mental health?
History of mental health services.
What services are available?
How many people experience mental health problems?
How can people have a say about mental health services?
A discussion took place during which reference was made to the geographical isolation
of Irlam and Cadishead and it was reported that work was being undertaken regarding
the formation of a network of support groups in outlying areas of the city.
RESOLVED: (1) THAT Davide Entwistle be thanked for an interesting and informative
presentation, the content of which be noted.
(2) THAT contact details in respect of the mental health services in Salford
be circulated with the minutes of the meeting.
55.
OPEN FORUM
(a)
Off-road Motorbikes
A discussion took place regarding the possibility of a site being identified in the area for
use by off-road motorbikes.
RESOLVED: THAT the Neighbourhood Manager be informed of any possible sites
following the meeting.
(b)
Homestart Salford
Christine Sabinsky provided information regarding Home-Start Salford, a voluntary
organisation which had recently begun to operate in Irlam and Cadishead. Volunteers

provided support to families facing a variety of difficulties, which included loneliness,
isolation, post-natal illness, disabilities, ill health, relationship difficulties, multiple births
and bereavement.
RESOLVED: THAT anybody interested in becoming a volunteer, or receiving support,
contact Home-Start Salford on telephone number 703 7577.
(c)
Derelict Sub Station – Beechfield House Site, Cutnook Lane
Concern was expressed in relation to the poor condition of the derelict sub station,
located at the Beechfield House site on Cutnook Lane, and information was requested
with regard to future plans for the building.
RESOLVED: THAT information regarding future plans for the building be provided at
the next meeting of the Community Committee.
(d)
Ferryhill Road – poor condition of road surface
Concern was expressed with regard to the poor condition of the road surface on
Ferryhill Road.
RESOLVED: THAT information be provided at the next meeting of the Community
Committee as to whether there were any plans for this matter to be addressed.
(e)
Walkway at Raspberry Lane
It was reported that the above walkway was partially blocked by the flat back of a
wagon that was located there.
RESOLVED: THAT a request be made for the above matter to be addressed in order to
enable pedestrians to pass by.
(f)
Traffic Signals at Fairhills Road
Reference was made to the scheme that was planned to improve the above crossing
and information was requested as to (a) whether the proposed design for the scheme
had been completed, and (b) when the scheme was likely to be undertaken.
RESOLVED: THAT information be provided at the next meeting of the Community
Committee.
56.
FAIRTRADE
Councillor King gave a presentation which (a) described how the purchase of Fair Trade
products ensured a better deal for growers in developing countries by guaranteeing fair
prices and an additional social premium, (b) indicated that, as a result of actions taken
to promote the purchase of such goods, Manchester and Salford had been awarded
joint “Fair Trade Town” status and (c) outlined ways in which individuals could
participate by purchasing Fair Trade goods, and by encouraging their employers or any
groups with which they were involved to do so.
Reference was made to the possibility of a Fairtrade stall being included in the
Community Festival.

RESOLVED: (1) THAT Councillor King be thanked for an interesting and informative
presentation, the content of which was noted.
(2) THAT it be noted that the Community Committee congratulated the
Fair Trade Steering Group on the achievements that had been made so far, and wished
the group continued success for the future.
57.
FALLS PREVENTION WORK WITH OLDER PEOPLE
Christine Barwood informed the Committee of work that was being undertaken with
older people in the area in order to reduce incidents of them falling, which included
providing them with the opportunity to purchase safety slippers at cost price.
RESOLVED: (1) THAT Christine Barwood be thanked for her attendance at the
meeting.
(2) THAT anybody requiring any further information with regard to the

58.
COMMUNITY FESTIVAL
Richard Abernethy indicated that during the last 2-3 years, the Community Festival had
fallen between two stools – (a) a small local festival, and (b) a larger event with major
acts and ambitious community arts projects – and it was necessary for a choice to be
made between the two.
He informed the Committee that it was proposed that the festival be expanded to
become a bigger, more ambitious event, which would continue to include a strong
community element, and would attract support from groups and organisations such as
the City Council, the Arts Council, grant-giving bodies, local businesses, etc.
RESOLVED: THAT the Leader of the City Council be informed of the Community
Committee’s full support in respect of the Community Festival.
59.
INFORMATION EXCHANGE/GOOD NEWS

It was reported that Irlam and Cadishead Community High School had recently
been identified as one of the most improved high schools in the country.

It was reported that the Making It Better for Children, Young People, Parents and
Babies Consultation was currently underway regarding proposals to improve
paediatric, neonatal and maternity care in Greater Manchester. It was noted that
only one of the four options for change included the retention of the maternity
unit and neonatal intensive care unit at Hope Hospital, and that this was not the
preferred option. The Committee expressed strong concerns regarding the
possibility of the above services being removed from Hope Hospital. Members
were urged to (a) respond to the above consultation, prior to 13 th April 2006, by
completing the response forms that were available at the meeting, and (b) attend
a public meeting that was to be held on Wednesday 8th March 2006 at St.
Michael’s Social Club, 684 Liverpool Road, Peel Green, commencing at 5.30
p.m. It was noted that further information could be obtained by accessing the

website www.bestforhealth.nhs.uk., and that copies of the consultation document
could be obtained by telephoning 0800 587 2901.
RESOLVED: (1) THAT the information be noted.
(2) THAT it be noted that the Community Committee congratulated the
pupils and teachers at Irlam and Cadishead Community High School on the above
achievement.
