RESOLVED: THAT a letter be sent from this Community Committee
to Councillor Merry, the Leader of the Council, (a) expressing
concern regarding the lack of consultation undertaken by the Council
regarding this matter and (b) placing on record the concerns of this
Community Committee on the proposed use of the site and the
impact it may potentially have on (i) the local environment and (ii) the
environment of Buile Hill Park.
Apologies for absence were submitted on behalf of Councillors
Cooke and Heywood and L. Crowder, M. Kirk, C. Pilsworth and P.
White.
RESOLVED: THAT the recommendations of the Budget SubCommittee be approved and that the application for funding from
Homestart be referred back to Budget Group for further
consideration

Matters Arising
(a) Neighbourhood Planning
Process
The minutes of the meeting held on 11th July, 2006, were approved
as a correct record.
It was reported that there was a need to appoint four community
representatives to join the Neighbourhood Planning Steering Group.

RESOLVED: (1) THAT the appointments of Claire Pilsworth and
Lynn Crowder to the Neighbourhood Planning Steering Group be
noted.
(2) THAT arrangements be made to fill the two
remaining vacancies on the Neighbourhood Planning Steering Group
at meeting of this Committee to be held on 10th October, 2006.
(3) THAT the redevelopment of Hope Village be V. Joseph
included as a priority in the Neighbourhood Planning process; and
that the Strategic Director of Housing and Planning be requested to
develop a strategy to facilitate this redevelopment in order that it
compliments other related regeneration issues
(4) THAT the possibility of employing consultants to
assist in the work detailed in (3) above, be examined.
(b) Footpaths at Buile Hill
Park (Weaste Lane
entrance)
RESOLVED: THAT M. Walbank liaise with Urban Vision regarding
the renewing of the footpath at the Weaste Lane entrance of Buile
Hill Park.

and other Education
Issues (continued)
Highways Sub Committee
It was reported that local Councillors were making necessary
arrangements to use the “Call-In” process regarding the sale of the
site of the former Oakwood High School.
RESOLVED: (1) THAT a letter be sent to Councillor Warmisham,
Lead Member for Children’s Services, and to Councillor Merry,
Leader of the Council, requesting that this Community Committee be
fully consulted on the content of future planning briefs in respect of
the site of the former Oakwood High School.

(2) THAT a letter be sent to Councillor Warmisham,
Lead Member for Children’s Services and J. Baker, Strategic
Director of Children’s Services expressing the concerns of this
Committee that a press release relating to the future of Hope High
School had been issued without consultation with the members of
this Community Committee.
RESOLVED: (1) THAT it be noted that the following schemes had
been approved by Highways Sub-Group–

(i) 2006/07 Community
Action Plan
(2)THAT a letter be sent to B. Taylor, Managing
Director of Urban Vision providing details of (a) the concerns of this
Committee regarding the poor highway maintenance in the
Claremont / Weaste Neighbourhood Management Area, (b) the
increased number of “pot holes” and a perceived lack of action in
carrying out necessary repairs in accordance with Council policy.
(3) THAT a letter be sent to B. Jassi, Strategic Director V. Joseph
of Environment (a) expressing concern at the perceived increase in
litter levels particularly in the Height area, and (b) the lack of litter
bins in the Height area.
RESOLVED: THAT the draft 2006/07 update of the plan be approved M. Walbank
subject to inclusion of actions re:

resolving the issue of the Lightoaks Park squeeze gates;
ensuring the sustainability of local shopping at Bolton Road
and Hope Village

of the Neighbourhood Planning programme that took in to
account the current use and the potential development of
open space.

Reports from Localities
(a) Parks Walkabout
RESOLVED: THAT a letter be sent to Councillor Mrs. Lea, Lead
Member for Environment expressing (a) concern at the Council’s
performance regarding the ongoing maintenance of Light Oaks Park
and the potential effect on grant funding which had been received
from Greening Greater Manchester and (b) the overall poor
appearance of all the parks in relation to the limited amount of
flowers and unsightly grass cutting.

RESOLVED: THAT a letter be sent to Urban Vision informing them
of the Community Committee’s support of the Council’s Green
Transport Policy but outlining the objections to the siting of the
proposed cycle stand at Gilda Brook Post Office on the grounds of
highway safety and obstruction.

(c) Hope Hospital Planning
Application
RESOLVED: (1) THAT a letter be sent to the Chairman of the
Planning and Transportation Regulatory Panel indicating that this
Committee strongly objects to the proposed planning application by
Hope Hospital on the grounds that (a) the development will create
additional traffic levels on Eccles Old Road, and be detrimental to
highway safety due to the road being used as access and egress for
delivery vehicles, and therefore, (b) the planning application will
result in the loss of parking provision in the Hope Village area and
increase overall congestion in the vicinity.

RESOLVED: THAT a full report be submitted at the next meeting of
this Committee.
(e) Tree Removal in
Claremont
It was reported that applications for the removal of nine trees in the
Claremont Area had been submitted over the summer.

RESOLVED: THAT the report be noted.
RESOLVED: THAT J. Lees and D. Lees (ROC) be this Community
Committee’s nominees for Road Safety training.
V. Ivison invited all Members and residents present to join the Bolton
Salford and Trafford Mental Health NHS Trust to ensure that they
were kept informed of issues.

V. Ivision provided details of the Worktown Project which was
currently being exhibited at the Lowry.
