Update from Neighbourhood Manager.
1. Local Partnership Delivery Group
The Local Partnership Delivery Group is the multi-agency forum for helping to address crime and anti-social behaviour in the Eccles
Service Delivery area.
 Moore, Pearson and Tooley Houses on Barton Lane.
Action Plan has now been implemented. A security fob audit has been completed and issues addressed. There have been a small
number of calls to the are over the last month, most of which have been domestic incidents. There is some work being carried out
regarding looking at the overall security of the area and the public footpaths.
 Brookhouse
This area remains on the LPDG as a standing item as sometimes issues can flare quite quickly. Recently there have been a
number of problems on Boddington Rd. Partnership action is in place and there are action plans for a number of local individuals.
There has been one recent eviction, and another possession hearing due at Court on 11 th November. Further tenancy action is
also in progress on the estate.
The CCTV cameras are now live in the area, although some remedial action is required to 3 of them. This work has been ordered
and is in hand.
 Atherton Way.
The Dispersal Order has been running in Winton since mid September and is currently proving successful. There have been 3
arrests across the whole ward and general feedback from local people would indicate that there is a perception of reduced antisocial behaviour. A number of tenancy actions are in place in this area, and one private landlord is being supported in taking
possession proceedings.

Partnership activity in relation to crime and disorder.
At present there are 29 individuals under discussion by partners. These individuals are receiving input from a range of support
from agencies, including Youth Offending Service, Children’s Services and ASSFAM. In addition enforcement actions are either
being taken or are being planned for a number of these individuals.
Of the current number, 17 are from the Winton Ward, 2 are from the Eccles Ward and 10 are from the Barton Ward.
In terms of actions being taken with current cases, the following have been put in place over the last 2 months.











One possession granted in respect of a tenancy on Brookhouse
One court hearing arranged for possession of a tenancy on Brookhouse
One Notice of Seeking Possession served
2 CRASBOs prepared.
3 ASBO warnings carried out.
1 ASBO warning agreed
2 Acceptable Behaviour Agreements in process
2 Referrals made to the Parenting Worker
1 case with full agency support and MARAC intervention
ASSFAM are involved fully with 2 cases.
Other tenancy actions including warnings and injunctions.

3. Feedback from Eccles Task Groups.

Environment and Transport.
The Group met on 8th October at Eccles Town Hall




Winter In Bloom Planting schemes have been ordered and will be in place shortly
Christmas lights for Liverpool Road have been ordered whilst Eccles Town Centre have purchased additional lights and had
all current lights tested and repaired if necessary
The health walk Pack is due to be printed shortly
A Road Safety Training event has been arranged that will consist of a site visit to Lansdowne Road, Monton to consider
the request for traffic calming.
A scheme has been designed to improve the roundabout at Stafford Road, this will now be shared with residents in the area

To seek their views
Youth Task Group
The Task Group has not met since the last Political Executive. The next meeting was due to be held on Thursday 6 th November
however it was cancelled, in it’s place a meeting took place attended by representatives from Community Committee, The Youth
Service and Neighbourhood Management Team to discuss the format/agenda of the next meeting, that will involve young people,
and how the Youth Forum will fit into the existing Community Committee/task group structure.
Eccles Senior Task Group.
The Senior Task Group met on 3rd November 2008. Discussion included the following:
-There is an intergenerational theatre trip planned to The Royal Exchange on 5 th December in partnership with the Youth
Service and the Senior Task Group to watch “A Taste of Honey” . This is hoped to be the first in a number of different
types of intergenerational events to be held.
-Feedback was given on the tea dances that have been held throughout the year and the positive feedback being received.
There is an aspiration to continue arranging these on a regular basis and the planning of a programme of dances for 2009
Is currently underway
-The steering group for Eccles Cenotaph and Naysmith Steam hammer needs to meet with the conservation officer and other
Key officers to plan how to implement improvements to enhance these sites
- Discussion took place with the Community Development Worker at the YCA regarding the older BME community living in the
Neighbourhood and ways to increase opportunities of engagement. It was agreed that the next Senior Task Group meeting be
held at the YCA as a starting point for this discussion.

Cohesion Task Group.
The Task Group met on Tuesday, 4th November. Discussion included the following:




Feedback on the Eid event which was organised by the Multi Cultural Womens’ Association held on Friday 10 th October
2008 at ‘Heartstart’ on Shakespeare Crescent. The event was a great success with 200+ women and children taking part in
the festivities.
Lowry on Walkabout - Details were given about Walkabout in Winton and Barton.
Interfaith Event - The group plan to organise an event to take place in December explaining the significance of Christmas in
relation to the Christian Faith. This is will be a reciprocal event to the one organised by the Multi-Cultural Womens
Association.
Next meeting 17th December.
Community Safety Task Group
This group met on 18th September 2008 at Eccles Town Hall. Next meeting is on 20th November.



Updates were given on the latest crime statistics for the area.
Updates were also given by the Fire Service.
The Neighbourhood Manager outlined issues that were discussed at the August LPDG.
Other issues.
Eccles Town Centre Festival was held on Saturday 11th October and was a great success. Feedback was very positive from
traders and visitors to the town centre. Footfall counters that have recently been installed in Eccles Precinct counted an extra 1200
people visiting the town centre than on a normal Saturday.
A Halloween Walk was held around Eccles Town Centre on Friday 31 st October. This was the second year this has been held and
it was a great success with around 100 people attending.

Eccles Christmas Continental Market and Lights Switch On event will be held over three days from Friday 21 st November to Sunday
23rd November, with the Christmas lights being switched on by a Mystery Guest at 6pm on Friday 21 st November. Many of the
shops will stay open till 7pm on the 21st November and there will be entertainment from Father Christmas and Fun Fair rides.


Next meeting 19th November.

Patricroft Rec – The City Treasurer has agreed to underwrite the project. Environmental services have submitted a report to
the Lead Member for approval. Once approval is obtained Urban Vision will draw up detailed plans and confirm the project
can be delivered to budget.

Lowry on Walkabout - 2 Steering Group meetings have taken place. Potential activities/projects/locations include the
following:
o Patricroft Bridge– possibly involving lighting , photography and / or sculpture with the aim of brightening up the area
o A Project working with young people, making them and others feel safe, and encouraging young people to take
ownership over a space in order to ensure it is looked after.
o Graffiti wall work.
o A project with the allotments, maybe looking at growing produce.
o Intergenerational project.
o Metal art - linking to a Barton’s industrial past.

Safer Stronger Communities Fund
Brookhouse Drop-In Centre is currently being used by a number of agencies/groups including, Youth Services who are working
with young people from the area on specific targeted issues. User Group meetings take place on a regular basis to discuss building
management issues and requirements of users. In discussions held so far it has been agreed that GMP will be the main lease
holder for the facility – lease being progressed.
The Youth Centre on Brookhouse is due to open on Monday 10th November 2008 with Salford Reds offering ‘Street Light Urban
Rugby’ sessions for 11-16 year olds. Salford Youth Services will also be supporting the sessions and working with volunteers in the
area to provide activities. The official opening will take place later in the year.

The SSCF Small Grants Budget Group has allocated £3,050 of the £6,000 revenue funding to 6 small community projects. A further
funding round will take place end of November/early December to allocate the remaining funds.
The Lowry on Walkabout worker is continuing to meet with local representatives to plan a project which will focus on the changes to
the area over the years, culminating in a video showing at the Lowry – date to be confirmed.
At a recent meeting of the SSCF Board a project was granted funding which will address the needs of individuals and families
suffering from domestic abuse in the Winton ward. The project will be managed and delivered by Relate in a local venue, whilst
maintaining the confidentiality of the clients.

Community Action Plan
The CAP has been completed and is attached for consideration. Initial discussions are currently taking place regarding a revised
format of the CAP however the content will remain the same. The revised format will be distributed to elected members once
finalised prior to going to Community Committee.
