1. CURRENT ACTIVITIES
New arrangements are now in place for dealing with anti-social behaviour in the Eccles, Winton and Barton Areas. The Community Sector
Team has been replaced by the Local Partnership Delivery Group. Meetings are held monthly and consist of 2 parts. Part A is open to elected
members and this arrangement formalises the way in which issues in hotspot areas are managed. Senior Offices from partner organisations
attend to discuss Part A business and agree actions for the following month. Part B of the LPDG mirrors the work done by the CST as was and
is the focal point for discussion on enforcement and intervention work done with individuals and families.
The work of the LPDG is fed into the citywide Partnership Delivery Group with more strategic support being given from that group if required.
LPDG Part A
Brookhouse.
Action Plan in place which is being reported back to citywide PDG.
Actions arising from work done by partners at LPDD:









Confidential telephone hotline to housing and police officers operated on an out of hours basis to encourage reporting from residents.
Flytipping hotspots identified and work being done with Environmental Officers.
Intensive estate management work being done in certain areas, including garden inspections etc.
Tenancy enforcement action being progressed in appropriate cases.
Other civil enforcement actions in process with individual perpetrators of anti-social behaviour.
Communication between the Youth Service and Brookhouse Youth Group.
Winton detached youth team in place and working on Brookhouse on several evenings per week.
Friday night football sessions for young men and women organised by Sports Development.
Detailed work on to identify vulnerable localities on Brookhouse which will be circulated for further partnership support.

Ellesmere St.
Issues relate to nuisance being caused by residents of one block on Ellesmere St.




Tenancy enforcement action being taken.
Process for actions against individuals commenced.
New Prospect investigating physical elements to prevent further nuisance.
CCTV being used to monitor situation.
Moore, Pearson and Tooley Houses.
Forms part of a wider plan for the Barton area which will be reported to citywide PBG.




Tenancy and other enforcement actions in progess.
Estate inspections completed.
Repair and environmental works ordered.
Fire safety visits to take place at each address.
Lime St/Station Rd.
Noise and neighbour nuisance in the area.



Information currently being shared between Irwell Valley Housing Association and GMP.
Estate inspections carried out and environmental actions to follow.
Processes in place to take enforcement action with individuals as appropriate.
Other Crime and Disorder Issues.
Barton


Issues around Higson Ave appear to be largely resolved now. Block 2-8 is completely empty and under repair with a plan in place to
sensitively let these properties in the future.
There have been complaints of nuisance and drinking in Eccles Recreation Ground. PCSOs will be deployed to this area.

Eccles

The Gardens area of Ellesmere Park is becoming a hotspot for nuisance. Information is currently being collated and the area will be
discussed at the next meeting of the LPDG on 19th July
Winton

The Maple Avenue area has experience some problems recently. Enforcement action is being taken as swiftly as possible.
The following table outlines actions taken within Community Committee Areas to tackle perpetrators of anti-social behaviour. The table shows
a yearly breakdown of key actions taken and notified to the Crime & Disorder Legal Team, from 1ST JANUARY 2007 up to and including 25th
May 2007 has been led by Neighbourhood Managers, Sector Sergeants, Anti-Social Behaviour Team, and the Crime and Disorder Solicitor,
working in Partnership with other public agencies

There are currently 25 individuals being action planned by the Community Sector Team. 15 of these are from the Winton Ward, 10 from Barton
and 2 from the Eccles Ward. Individual may well be involved in anti-social behaviour in Wards other than they live.
In the past two months, the Local Partnership Delivery Group has made 4 referrals to the Youth Inclusion Support Panel, carried out 12 ASBO
warning interviews and requested 2 ASBO case conferences.

Feedback from Eccles Task Groups.
Environment and Transport.
The Task Group had a meeting on 14th January 2007.




A meeting is to be arranged between the Neighbourhood Team, Environmental Services and Bereavement Services to look at
developing a Service Level Agreement for maintenance of Eccles Church grounds.
The Eccles Rec stakeholder group is meeting regularly regarding the proposed master planning for Eccles Rec.
There was an update from FRECCLES – AGM to take place on 26th march 2007 at Eccles Liberal Club
Other updates were given.
Youth Task Group
The Task Group met on 10th May 2007.
There were various items discussed by the Group






Holiday Provision from both the Youth Service and Salford Community Leisure
A flyer promoting SCL and the Youth Service is now up and running and being given out in schools, at Youth Clubs and by PCSOs etc
to inform as many young people as possible about things being run in the area.
Eccles Youth Centre is being refurbished. Structural work starts on 21/5/07. The Centre will be closed for approx. 4 weeks.
The Youth Centre has several new user groups - teaching dance, theatre, drama and film.
Membership of the young parents group has increased - at least 20 young parents attended a day trip to Chester Zoo.
Detached workers attended a residential weekend at Cleddr Hall with young people. More of these weekends are planned.

Eccles Senior Task Group.
The group met on 14th May 2007.






The group were pleased with the cleaning of Eccles Cross in preparation for the Narbonne Twinning Session.
Feedback was given on the recent event that had been organised to provide some training in the Alexander technique for older ladies.
Members of the Task Group will be attending the Eccles Heath Partnership Meetings in the future.
Minutes of the Older People’s Forum will be shared by task group members and distributed by the Neighbourhood Team.
Information was distributed about the Integrated Women’s Health event to be held at Brookhouse Academy on Saturday 4th August
between 11am and 3pm.
Information regarding the Rotary Clubs Christmas Lunch scheme was passed out to members.
Cohestion Task Group.
The Group met on 7th June 2007.
This group is meeting regularly and is planning an event for Sept/Oct time to follow on from the successful cultural celebration event held at the
end of March.
Other items under discussion:






All members were invited to the launch of Salford’s BME forum.
Members were asked to promote the integrated women’s health event to be held in August.
The Group were advised that the Health Improvement Team were running healthy cooking classes for young Asian men.
Churches Together discussed the annual Walk of Witness.
A variety of ideas were discussed for the next event and it was agreed to have a smaller focus group to look at this.
Some ideas around inter faith work were discussed.
Community Safety Task Group
The group met on 10th May 2007 at Eccles Town Hall.

There was a police report on local issues. It was reported that crime in all the main areas had reduced although there was slight
increase in burglaries for the month of May to day.

Information relating to PCSO powers was requested and will be reported back to the next meeting.
The Community Justice Initiative were represented and reported that the initiative was resulting in less repeat offending, increased
completion of community payback sentences and more support for offenders.
The Fire Service reported that 619 fire risk assessments had been carried out in Eccles to date. Other figures relating to vehicle fires
were reported. The Station Commander was pleased to report that there have not been any attacks on Fire Fighters in this area year to
date.
Resident Representatives at the meeting had the opportunity to report/ask questions.
Other issues.

Barton Fairshare.
The Fair Share Trust panel has allocated funds to seven schemes to date:

Security lighting/CCTV on Ellesmere St.
Various costs for The Yemeni Community Centre – rent, staffing costs, equipment etc.
Monitoring costs for 3 years for the cameras that the City Council is providing along Liverpool Rd.
Community Garden scheme for residents at Darwell Ave.
Fencing for Enfield House.
Tindall St Allotment group.
A project that will be undertaken by Looking Glass Films in the Barton area.
Park Residents have forwarded their application to the Community Foundation and this is undergoing technical assessment at their end.

Safer Stronger Communities Fund
This fund is for 3 Super output areas within the Winton Ward – Brookhouse, New Lane and Westwood Park.
The Board has now finally agreed the main thrust of schemes for this year (07/08)
1. Support for Brookhouse Youth Club to be provided by CVS.
2. A detached youth team (1 full time and 2 part time workers) for the Winton Ward to be locally directed by the Youth Work Manager for
the area (Danny Mulvihill). This is additional provision for the area. .

3. A Rugby League Development Officer employed by Salford Reds. This Officer has been working with local schools and groups in
Winton successfully over recent months.
4. A Neighbourhood Development Officer to be based within the Neighbourhood Management Team to manage and monitor the SSCF
programme along with increasing community involvement in the SO areas. Andrea Parker is currently working in this role.
5. CCTV for Brookhouse and Westwood Park. These schemes have gone through the tendering process and contracts have been
awarded.
6. Some landscaping for the Brookhouse estate.
7. Fencing and security works for Westwood Park and Brookhouse estate.
8. Funding for extra Sports and Youth Sessions for young people.
There are also a number of proposals for other Environmental Schemes which are still being worked upon.

Community Action Plan.
Over the summer we will be consulting to update and fully amend our Community Action Plan. The actions within the current plan are largely
completed. Please see below for a brief list of actions that have been completed and where appropriate it is indicated if Community Committee
has supported funding for any of the activities mentioned.. We will re consult on any outstanding actions and carry them forward into the new
plan if appropriate.
Health.







Taster sessions for physical exercise taken place with Senior Task Group.
Salford Disabled Motorists supported to run new age curling.
Yemeni Community Association supported to run dance classes for women from BME groups.
Various sports and dance clubs supported throughout all three wards.
Fitness for Fun sessions continuing for people with learning difficulties.
Healthy cooking sessions being run on Brookhouse and for BME young men.
Numerous sessions organised to support stop smoking work.
Safety.



Publicity campaign organised to raise awareness of the legal situation relating to motorcycle nuisance. Signs erected and bikes seized.
Detached youth workers deployed across the area to divert young people at risk of being involved in anti-social behaviour.
Enforcement action taken against the perpetrators of ASB. Includes use of Dispersal Order and Crack House Closure legislation.

Test purchasing to prevent sale of alcohol to underage consumers ongoing.
GMP actions in place to tackle drug issues.
CCTV installed on Ellesmere St and Liverpool Rd with further scheme to be implemented in Winton.
Alleygating and fencing works carried out across Eccles.

GMAZZ working with young people and music at Eccles Youth Centre.
Lowry on Walkabout due to come to Winton in near future.

Youth Services working across 7 day period with a mixture of centre based and outreach work.
Support provided to volunteers working with Young People in Winton Ward.
Gym passes subsidised through SSCF for Brookhouse young people.

Increased sports opportunities for young people provided by Salford Community Leisure.
Salford Reds Development Officer working primarily in Winton but across Eccles.
