EXECUTIVE SUMMARY :
In October 2006 a delegation from Salford joined the NorthWest Trade Mission to China.
This report describes the main activities undertaken by the Salford delegation during their
visit to Shanghai and Chengdu. It details the nature of meetings and records the personnel
in attendance.
The report concludes that the visit to China was successful in developing existing
relationships and provided a valuable opportunity for businesses to examine the markets in
China. It recommends actions that will build on the personal relationships established during
the visit and that will assist the development of commercial & cultural activity between
Salford and Jinniu / Chengdu.

Terms Of Reference
To report on the recent visit by the Salford City Council delegation, to Shanghai and
Chengdu, as part of the North West Trade Mission to China and to propose an action plan to
progress the relationship between Salford & Jinniu / Chengdu.
1.0 Introduction
In June 2005 Salford City Council hosted a delegation from Jinniu, which is a district within
Chengdu. Chengdu is the capital of Sichuan Province, China. The visit culminated in the
signing of a Memorandum Of Understanding between the two cities. This Memorandum
signified the will of both cities to promote effective exchanges and cooperation in various
fields such as; economy, trade, urban planning, education, and with a view to achieving
common prosperity and development. Following the visit, the Mayor of Jinniu issued a formal
invitation to the Leader and Deputy Leader of Salford City Council, to send a delegation from
Salford to Jinniu.
Also, as a result of collaboration between Salford City Council and Salford University, Mr Xu
Dongsheng (Tiger) was formally appointed to the position of Project Manager for the
University of Salford and Salford City Council, within the China Britain Business Council
(CBBC) in Chengdu, in June 2006.
Subsequently a report recommending that Salford City Council send a delegation to join the
North West Trade Mission was submitted to Lead Members Briefing on 22.06.06.

2.0 The North West Trade Mission to China
In October 2006 Chamber Link International Trade Centre, supported by UKTI, in
partnership with Manchester’s investment agency (MIDAS), organised a North West England
overseas market visit to China. The participants included businesses from the North West
and representatives from the local authorities of Manchester, Bury, Bolton, Salford &
Oldham. It was sponsored by Ernst & Young, RBS, Pannone & the European Regional
Development Fund.
The Salford delegation comprised of The Leader and Deputy Leader of the Council, The
Chief Executive and the Assistant Director of Economic Development. They joined other
members of the North West Trade Mission and flew from Manchester to Shanghai, via
Amsterdam on the 28.10.06, arriving on Sunday 29.10.06. A list of participants in the N.W.
Trade Mission is attached as Appendix A
2.1 Shanghai Visit
Representatives from 5 Greater Manchester Local Authorities, the North West Regional
Development Agency (NWDA), Manchester’s Investment Agency MIDAS, Chamberlink,
Marketing Manchester and Pro.Manchester visited senior political and business figures in
Shanghai. They were joined by representatives from sponsors Ernst & Young, Pannone
LLP and The Royal Bank of Scotland.
The large delegation was designed to ‘open more doors’ and demonstrate a co-ordinated
City Region offering. All the Greater Manchester Local Authorities came together – under the
banner informally known as ‘Team Manchester’ - to promote the City Region in Shanghai.
MIDAS held an Inward Investment Seminar in partnership with the main sponsors Ernst &
Young, RBS, Pannone & European Regional Development Fund.
During this event,
although not the main focus of the Salfords visit, members of the Salford delegation made
contact with Shanghai based companies and Investment Bureaux from other areas of China.
The Agenda and a list of participants to the Inward Investment Seminar is attached as
Appendix B.
2.2 Chengdu Visit
From Shanghai, representatives of companies and local authorities visited other venues. For
example delegates from Manchester visited the city of Wuhan, Bolton delegates visited
Zhoaqing, Bury went to Datong, Oldham to Wuxi and the Salford delegates visited Chengdu.
Individual companies moved on to wherever their commercial contacts were located. The
two companies from Salford who had joined the North West Trade Mission had business
connections in Shanghai & Hong Kong.

2.2.1Initial Welcome
Following arrival in Chengdu on 31.10.06, the Salford delegation was officially welcomed to
Chengdu at a formal reception hosted by Ms Zhao Xiaowei Deputy Mayor of Chengdu and
other officials of the City.
2.2.2 Meeting in Jinniu District
On the 1.11.06 a meeting with representatives from the district of Jinniu took place. This
event facilitated the strengthening of bonds previously established during the visit of the
Jinniu delegation to Salford in 2005. Official gifts were exchanged and a genuine desire to
promote and develop business relations was evidenced by an agreement to review the
current M.O.U and add more detailed proposals on specific projects. It was also agreed that
a return delegation from Jinniu will visit Salford in September 07.

2.2.3 The Launch Event
The appointment of Mr Xu Dongsheng was made as part of the China Britain Business
Council’s Launchpad scheme, which helps British companies / organisations to do business
in China and was the result of a partnership between Salford City Council and Salford
University. Under current regulations, foreign companies are unable to employ Chinese staff
legally, unless the company / organisation is registered in China. Through Launchpad, the
CBBC recruits a local employee to work on behalf of the company / organisation.
The visit of the Salford City Council delegation to Chengdu was planned in coordination with
Salford University so that the appointment could be officially recognised. A “Launch Event”
was held on the 01.11.06 and was entitled ‘Celebrating Salford’s Presence in Chengdu’. The
event was successful and in addition to the Salford University and Salford City Council
delegates it attracted approximately 60 business and educational representatives, senior
government officials and British Embassy representatives. The British Consul, who is based
in Chongqing, also attended and agreed to assist with further development of commercial
links between Salford & Chengdu / Jinniu. A list of attendees is attached as Appendix E.
2.2.4 Jinniu High Tech Park
The Salford delegation were invited to view some of the infrastructure which constitutes part
of the Jinniu High-Tech Park on 02.11.06. This park was set up in June 2000 with a
programmed area of 9.3 Sq Km. It prides itself on being the first industrial park in West
China to pass three international certifications.


It is divided into two parts, West Park and North Park. The West park, which is
approximately 2.69 Sq Km, focuses on the development of company headquarters while the
North Park at 6.61 Sq Km is focussed on the development of manufacturing / industrial
enterprises.
During this visit the delegation were introduced to two companies.
Sichuan Electrical Apparatus Co. Ltd, manufacture L.V. & H.V. circuit breakers, & switchgear
up to 40.5 KV for power transmission and distribution. Their products are used in industries
such as transport, mining, petrochemical, communication and construction.
Chengduhuaxin Seals Co. Ltd manufacture mechanical, hydraulic and pneumatic seals for
the chemical, oil, pharmaceutical & power industries.
2.2.5 Chengdu Investment Bureau
On the final day, 03.11.06, the delegation visited the Chengdu Investment Bureau where the
officials from the city set out the Chengdu offer. They also advised that the City of Chengdu
is now pushing for more flights direct to Europe and hope to add Manchester as a
destination. The Chief Executive of Salford City Council responded with a presentation on
the benefits of trading with Salford, both as a city in its own right and as a representative of
Greater Manchester and the North West Region of England. In addition Council Cllr
Lancaster, in his position as a shareholder representative on the board of the Manchester
Airport Authority, agreed to encourage the Manchester Airport Authority to be receptive to
any proposals to receive flights from Chengdu.
3.0 Business in China
3.1 Two Salford based companies joined the North West Trade Mission, Arrow Engineering
and SY Electronics. Their business interests took them to Shanghai & Hong Kong.
3.1.1 Arrow Engineering reported that the visit was a success and that they had found a
supplier in the Shanghai area. While in Shanghai they also were informed of another
potential partner in Chengdu and plan to visit this area in the future.
3.1.2. S.Y. Electronics also reported a positive view on the trade mission, stating that they
had strengthened their existing contacts in the Shanghai area and had followed up an
enquiry in Hong Kong. They had noticed a major growth in the Chinese consumer market
and also more use of the English language in business communications. They felt that there
was great business potential in China provided that companies didn’t expect “overnight
successes” and were properly prepared to examine the markets.

3.2. In addition the Salford delegates met the Operations Manager from Zetex Electronics
Ltd. This proved to be a new and valuable business contact because although they operate
world wide the company headquarters are in Chadderton, Greater Manchester, and they
have a facility in Chengdu.
3.3 As part of the final stages of the visit the authorities in Chengdu hosted the Salford
delegation to less formal visits. One was to a Panda breeding centre and the other was to a
local orphanage supported by a Swiss based charity.
It was felt that such occasions helped to build and secure the current, civic relationship, on a
more personal basis. This, together with the expressed desire by the Chengdu / Jinni
authorities to move forward on a commercial basis, will improve the potential for

future trade in China by Salford companies.


4.0 Review of the Trade Mission
4.1 The visit produced positive feedback from the local companies that attended and it was
detected that the authorities in Chengdu / Jinniu also had a desire to progress the
relationship with Salford on a business focussed basis because.

An agreement was reached to jointly review the existing MOU and to consider
specific proposals, programmes and projects.

The British Consul agreed to assist in further development of commercial links
between Salford and Chengdu / Jinniu.

The authorities in Chengdu indicated that they were exploring the possibility of
expanding the list of direct European flight destinations and would seek to include
Manchester Airport as one of them.
5.0 Action Plan
5.1 In order to capitalise on Salford City Councils participation in the North West Trade
mission and the relationships built with the Chengdu authorities, it is important to underpin
the visit with an action plan. The following forms the basis of such an action plan.

PROPOSED REVISION / EXTENSION TO EXISTING M.O.U.
The existing MOU between the City of Salford and the District of Jinniu in the Peoples
Republic of China, sets out the expressed intent to establish a good-will relationship. It also
refers to the various fields of economy, trade, culture, education, physical training,
environmental protection, tourism, high tech, talent training, urban planning, construction and
management, which would be subject to exchanges and cooperation for the mutual benefit.
Following the successful visit of the Salford Delegation to Jinniu / Chengdu in October 2006
the following proposals are put forward to enhance the existing MOU and move towards
increasing business activity between the two cities and identifying specific programmes of
exchange and cooperation.
General
The City of Salford and the district of Jinniu will each nominate a relevant officer / official as
the first point of contact and to act as coordinator for “fraternal” relationships between the
two cities.
The City of Salford and the district of Jinniu will also seek to establish relevant contacts in
the fields of:
1. Culture
2. Urban Planning
3. Education
4. Environment
as a precursor to identifying, where relevant, specific programmes of exchange /
cooperation.
Trade & Economy
The authorities in both, Salford and Jinniu will undertake to actively promote each others
area to their local business community.
Salford City Council will provide assistance, guidance and advice to companies from Jinniu /
