CLEANSING AND GROUNDS MAINTENANCE M. Hattle, Environmental Co-ordinator and B. Noon, Parks & Countryside Officer, addressed the Committee regarding a number of issues in respect of Cleansing and Grounds Maintenance. Members of the local community raised a number of issues, including – (i) The distribution of ‘Recycle Bins’ for garden waste M. Hattle reported that a programme of distribution of the bins was now underway. (ii) Devonshire Road / Trafalgar Road RESOLVED: THAT the Director of Housing and Planning be requested to examine the condition of the pavements on Devonshire Road and Trafalgar Road (iii) Fly tipping and Litter – Doveleys Road / Lullington Road Representatives from the Lullington Home Watch wished to place on record their thanks to Environmental Services for the work undertaken in the area in respect of street cleaning and removal of fly tipping. (iv) Work being undertaken by Environmental Services and the Political Executive Group to address the problems of litter and fly tipping within the Neighbourhood Management area (v) The boundary fence along the A580 between the junction of Lancaster Road and Irlam o’th Height RESOLVED: THAT S. Lee, Director of Engineering, be requested to provide B. Noon and M. Hattle with information in respect of this issue. (vi) Height Vets Bowling Club RESOLVED: THAT B. Noon examine the issue of the repair required to the boards surrounding the bowling green at the Height Vets Bowling Club. 2 R:\status\working\admin\omin\cwcm120405.doc Claremont / Weaste Community Committee 12th April, 2005 (vii) Graffiti Removal M. Hattle provided details of the reporting procedure for graffiti within the area. He indicated that members of the public should call the Customer Contact Centre on 909 6500. (viii) Enforcement Wardens M. Hattle provided details of – 3. The appointment of dedicated Enforcement Wardens within the area; An increase in the number of fixed penalty fines issued in the area; Work undertaken with the local high schools by the Enforcement Wardens; and Work undertaken with the local primary schools by Salford Pride BUDGET SUB-COMMITTEE (a) Balance Statements - Devolved Budget RESOLVED: THAT the undermentioned commitments made from the Devolved Budget be withdrawn, but that future applications be considered if appropriate – (i) £122 to Community Services (K. Fairhurst) for local hate crime events. The funding had not been required as the final cost had been less than anticipated. (ii) £206.25 to Community Services (F. Kaikumba) for a cultural event. This had not yet taken place and there was no firm date. Members felt that a re-application should be made when plans were re-developed. (iii) £2000 to the Older People’s Development Board. This money had been granted to the Board, who had then returned it to Community Committee earmarked for V.E. Day events. As groups would still have to apply in the normal way, it was felt that applications should be dealt with on their own merits. 3 R:\status\working\admin\omin\cwcm120405.doc Claremont / Weaste Community Committee 12th April, 2005 (b) Applications for Funding RESOLVED: (1) THAT the following applications be dealt with as shown: APPLICANT 1. Salford Ranger Team (Environmental Services) SUM APPLIED FOR / PURPOSE £790 towards cost of Claremont / Weaste team members taking part in international rugby exchange with Avignon, France. £8,011 to continue contracted work in Claremont and Weaste. RECOMMENDATION Approve – £790 £360 for 18 singing tutor sessions for residents. £500 for Easter play scheme trip for approx 45 children £150 for running costs: room hire, photocopying, postage, paper, etc £1555 to pay for an outdoor, summer, theatre project for under 8s in the Secret Garden, Buile Hill Park. Approve – £360 7. Environmental Services £1350, half the cost of a security fence to prevent unauthorised vehicle access to Oakwood Park 8. Height Veterans Bowling & Social Club £326.07 for materials to build a metal storage cabin, to release space and improve health and safety in their premises £5238.50, one eighth of costs of premises and staffing for the Group. £799.80, pro-rata share of cost of refurbishing crèche. 9. Salford Heart Care Support Group 10. Salford Women’s Centre Approve – £8,011 Approve – £500 Approve – £150 Application Withdrawn M. Walbank to liaise with applicant to establish if the project could be alternatively funded. Approve – up to £1000 for the placement of large boulders in place of the security fence. Approve – £326.07 Refuse Approve – £799.80 (2) THAT details be provided at future meeting of this Committee in respect of the numbers of group members for which provided funding would be used. MINUTES OF PROCEEDINGS The minutes of the meeting held on 8th March, 2005, were signed by the Chairman as a correct record. 5. MATTERS ARISING (a) Housing Market Renewal Fund (Previous Minute 1(b) – 8th March, 2005) Councillor Ainsworth reported on proposals to change the boundaries of the Housing Market Renewal Fund to include the whole of the Claremont / Weaste Neighbourhood Management area. RESOLVED: THAT the report be noted. (b) Stott Lane Playing Fields (Previous Minute 4(a) – 8th March, 2005) Councillor Ainsworth reported on work which he was currently undertaking in respect of Stott Lane Playing Fields. Discussion ensued in respect of a number of issues, including – concerns in respect of the lack of action in undertaking remedial work to the drainage of Stott Lane Playing Fields; Duncan Mathieson Playing Fields RESOLVED: (1) THAT Councillor Ainsworth be requested to continue with his current work in respect of Stott Lane Playing Fields that he submit an update report at the meeting of this Committee to be held on 14th June, 2005. (2) THAT a letter be sent on behalf of this Committee to the owners of the Duncan Mathieson Playing Fields seeking resolution of the current issues in respect of the fields. (c) Local Executive Group (Previous Minute 6 – 8th March, 2005) RESOLVED: (1) THAT consideration of this issue be deferred until the meeting of this Committee to be held on 14th June, 2005. Walbank reported on positive responses received from the Central Salford Urban Regeneration Company and their urban design consultants following issues raised at the last meeting of this Committee. RESOLVED: THAT the report be noted. 6. POLITICAL EXECUTIVE GROUP RESOLVED: THAT the minutes of the meetings of the Claremont / Weaste Political Executive Group held on 11th January and 15th February, 2005, be noted. 7. COMMUNITY SHOWCASE – 2nd MAY, 2005 L. Bates provided details of work which was being undertaken in respect of the Community Showcase to be held in Buile Hill Park on Monday, 2 nd May, 2005. She requested that individuals wishing to assist with the work should contact K. Fairhurst on 0161 789 4097. Details were also provided in respect of the ‘raffle’, which would be held as part of the event. RESOLVED: THAT the report be noted. That discounted tickets (one adult and two under16s) for the Manchester United – West Bromwich Albion match be purchased via Tootal Boys F.C. and included as prizes in the showcase raffle. 8. COMMUNITY RADIO M. Walbank provided details of a Community Radio Broadcast which would be held in Summer, 2005 and also noted that a broadcast would be made as part of the Community Showcase on 5th May, 2005. RESOLVED: THAT the report be noted. 9. White submitted a report in relation to issues affecting the New Weaste area, including – (i) Site of the former ‘Widows Rest Public House’ (ii) Problems with the ‘Railings’ on Kirkham Street RESOLVED: (1) THAT K. Scarlett, Housing Services, be requested to examine the issue raised in (i) above. (2) THAT T. Smith, Housing Services, be requested to examine the issue raised in (ii) above. (c) Weaste A report was submitted in relation to issues affecting the Weaste area, including – (i) Weaste in Bloom (ii) Problems being experienced with vandalism being caused to ‘Green Recycling Bins’ RESOLVED: (1) THAT information be provided to Councillor Cooke in respect of the Weaste in Bloom Project. (2) THAT, in respect of (ii) above, members of the public be requested to provide information to Environmental Services via the Customer Contact Centre on 0161 909 6500. (d) Tootal A report was submitted in relation to issues affecting the Tootal area, including – (i) Danger being caused by speeding cars on Tootal Drive RESOLVED: THAT the Director of Housing and Planning be requested to examine the possibility of placing ‘speed bumps’ on Tootal Drive from its junction with Eccles Old Road to its junction with Tootal Road. 7 R:\status\working\admin\omin\cwcm120405.doc Claremont / Weaste Community Committee 12th April, 2005 (e) Parks A report was submitted in relation to issues affecting parks within the Neighbourhood Management area, including – (i) walkabouts (ii) problems with the closure of gates on Lightoaks park (iii) work being undertaken to re-establish the Buile Hill Park Consultation Group (iv) Parks Strategy RESOLVED: (1) THAT the report be noted. (2) THAT a report be submitted at a future meeting of this Committee in respect of the development of a Parks Strategy. (f) Hope No report. (g) Hope Hospital Consideration was given to information provided in respect of the appointment of a preferred bidder in respect of the SHIFT Project. V. Ivison indicated that a more detailed report would be submitted at the next meeting of this Committee. (h) Height A report was submitted in relation to issues affecting the Height area, including – (i) work being undertaken by Greater Manchester Police to address the issues of crime, disorder, anti-social behaviour and nuisance in the area (ii) details of a petition which had been submitted to the Council requesting traffic calming measures within the area. RESOLVED: THAT the report be noted. 10.
