ELECTION OF CHAIRMAN
RESOLVED: THAT R. Marsh be elected as Chairman of this Committee for
the 2003 / 2004 Municipal Year.

R. Marsh, on behalf of the Committee, thanked Councillor Ullman for the work
that he had carried out on behalf of the Community whilst undertaking the role
of Chairman of this Committee.
Members of the Committee endorsed the comments made by R. Marsh.

ELECTION OF DEPUTY CHAIRMAN
RESOLVED: THAT Councillor Ullman be elected as Deputy Chairman of this
Committee for the 2003 / 2004 Municipal Year.

M. Walbank submitted details of the applications detailed within the minutes of
the meeting of the Claremont/Weaste Budget Sub-Committee held on 20th
May, 2003.
Discussion ensued in relation to the issue of monitoring applications for
funding.

MINUTES OF PROCEEDINGS
The minutes of the meeting held on 8th April, 2003, were signed by the
Chairman as a correct record, subject to the following amendment to
paragraph 1 of Minute 27(d) ‘Hope’ –
the deletion of
“Stott Lane”
and the insertion in its place of
“Eccles Old Road”

MATTERS ARISING
(a)
Springbank Sheltered Housing Scheme
(Previous Minute 27(a) – 8th April, 2003)
Councillor Heywood reported that information presented at the last
meeting in relation to Sheltered Housing had been incorrect. Sheltered
Housing was still the responsibility of Housing Services.
She indicated that she would contact Housing Services to ensure
progress in relation to the issue.
RESOLVED: THAT the matter be noted.

Councillor Clague reported that two applications to erect telephone
masts on Eccles Old Road and Stott Lane were to be considered by
the Planning and Transportation Regulatory Panel.
RESOLVED: THAT the report be noted.

DEFERMENTS
RESOLVED: THAT, to enable full consideration to the give to the items
relation to SHIFT / LIFT and Regeneration, the undermentioned items
included on the Agenda, be deferred for consideration at the next meeting of
this Committee –

Hope Hospital Site
Discussion ensued in relation to –

Timescales for the development work on the Hope Hospital Site
D. Dalton indicated that the programme would be undertaken over 2 phases,
the first phase to be operational by Spring 2008 and the second phase to be
operational by Spring 2010.

Impact on the local community, including –

Parking facilities
Environmental improvements
Employment
Additional funding procurement
D. Dalton indicated that all of the issues raised by Members would be
addressed and that work should be undertaken in partnership between the
Local Community, the NHS Trust and the City Council to ensure that this was
the case.
J. Bloor addressed the Committee in relation to work being undertaken
regarding the development of LIFT Centres, including –

What’s planned in Salford


Future Plans, including –

The completion of the design work of the first phase of the
project by the end of July, 2003.
(b)
The commencement of building work on the first phase of the

Discussion ensued in relation to 
The specialist nature of the facilities to be provided at each of the
centres within the first phase of the project;

Public Transport availability to the centres; and

Regeneration in broader terms within the community as a result of the
work being undertaken, including a working partnership with the local
community.
RESOLVED: (1) THAT the representatives of the Salford NHS Trust be
thanked for their attendance at the meeting and for their informative and
interesting presentation.
(2) THAT update reports in relation to both the SHIFT and LIFT
Projects be submitted to this Committee in due course.
9.
REGENERATION ISSUES

Housing Market Renewal Fund
K. Scarlett and A. Alao, Housing Services, addressed the Committee in
relation to Regeneration Issues within the Service Delivery Area, as
follows: o Background information to the work which had been undertaken
to date in relation to HMRF
o The HMRF Prospectus produced by Housing Services which
had been submitted to Government Office North West (GONW).
It was hoped that the evaluation of this submission would be
completed by the beginning of September, 2003.
In response to a question regarding the matter, K. Scarlett indicated
that he would make enquiries as to whether the full HMRF prospectus
would be made available to the public.

