THE UNIVERSITY OF TEXAS AT ARLINGTON ADMINISTRATIVE AND PROFESSIONAL (NON-TEACHING) JOB DESCRIPTION TITLE: Director of Regulatory Services CODE: 0345 FUNCTION: To oversee the development of personnel, programs, and processes of Regulatory Services in the Office of Research Administration. Responsible for the coordination and management of the university's comprehensive program for ensuring compliance with federally regulated research activities. DUTIES AND RESPONSIBILITIES: Function 1: Supervises the work of two Regulatory Services Specialists and one Animal Care Facility Manager by monitoring their progress and providing timely feedback in their performance. Provides training, allocates work assignments, and oversees progress and performance of supervised employees. Function 1 Percent Time: 20.00 % Function 2: Responsible for the development and implementation of regulated research policies and procedures (SOPs) in compliance with federal regulations, UT System requirements, guidance documents, and state laws pertaining to human subject research, animal research, biological research, conflict of interest, research misconduct, and export control. Function 2 Percent Time: 10.00 % Function 3: Provides guidance and serves as a consultant to related research review committees such as the Institutional Review Board for the Protection of Human Subjects, the Institutional Animal Care and Use Committee, the Institutional Bio-safety Committee, and the Committee on Research Integrity. Function 3 Percent Time: 10.00 % Function 4: Oversees the maintenance and logistics of research review committees in accordance with federal regulations. Direct the Regulatory Services Specialists in their review and processing of incoming research submissions. Function 4 Percent Time: 10.00 % Function 5: Oversee the compliance, operating procedures, and security of the university's central Animal Care Facility. Monitor developments and changes in statutes and court rulings, rules and regulations that impact compliance areas and respond to periodic changes in federal regulations and other guidelines.Oversee the recharge account center for the Animal Care Facility including budgeting, reconciliation, billing, etc. Function 5 Percent Time: 10.00 % Function 6: Coordinate integration of processes and communication with related units in Research Administration such as Grant and Contract Services, Technology Management, and Electronic Research Administration. Function 6 Percent Time: 10.00 % Function 7: Develop training, educational materials, and public outreach programs for the campus research community covering regulated research activities. Function 7 Percent Time: 10.00 % Function 8: Oversee the spending and reports budgetary needs of the Regulatory Services division in Research Administration. Forecast and assess budget balances and upcoming budgetary needs during cost analysis. Within the scope of position duties, responsible for seeing that operations are effective and efficient, assets are safeguarded, reliable financial data is maintained, and applicable laws, regulations, policies and procedures are complied with. WORKING CONDITIONS: Environmental demands Exposure to standard office conditions Physical tasks Repetitive use of a keyboard at a workstation REQUIRED QUALIFICATIONS: Bachelor's degree with a minimum of three years of experience in research ethics and compliance, including at least two years in a supervisory capacity. PREFERRED QUALIFICATIONS: Prefer a Master's degree with a working knowledge and minimum of three years exp in research ethics and compliance. Experience in Higher Educ is highly desirable. Must have considerable knowledge of federal and state regulations and guidelines/best practices pertaining to research activities. Experience with interpretation of federal and state regulations and implementation of programs/monitoring to meet regulatory requirements. Knowledge of business practices and procedures. Ability to train and supervise personnel in issues of compliance and processing research submissions. Extremely effective time management skills. High ethical standards and values and ability to exercise judgment and discretion in interpreting and applying a range of administrative and research policies and procedures. Ability to establish and maintain effective working relationships with researchers, administrators, and others. Excellent written and verbal communication skills. Highly motivated with strong initiative to improve, update, and develop programs to meet user expectations and changing practices/regulatory requirements.
