TITLE: Director of Grant and Contracts Services

CODE: 0345

FUNCTION: Direct the function and operation of the Office of Grant and Contract

(OGC) Admin for UT Arlington. Direct and manage the auth and submission of all proposals to the federal, state, and private funding agencies. Direct and manage the presubmission reviews of grant and contract awards, apps, and terms and conditions.

DUTIES AND RESPONSIBILITIES:

 Function 1: Develop and deliver internal and external training modules and

 materials.

 Function 1 Percent Time: 10.00 %

Function 2: Develop and implement strategies and goals to enhance customer service for sponsored research through improved communication, expanded training and education programs for faculty and staff and developing an expanded focus on quality control.

 Function 2 Percent Time: 20.00 %

 Function 3: Enhance and expand grant and contract proposal review on behalf of the university to assure institutional and sponsor compliance, budgetary appropriateness, and quality reviews to improve the competitiveness of grant and

 contract proposals.

 Function 3 Percent Time: 10.00 %

Function 4: Protect the university by assuring that proposals and awards are in compliance with federal, state, agency, and institution policies of grants and

 contracts. Develop subcontracts and other legal agreements as appropriate.

Function 4 Percent Time: 20.00 %

Function 5: Assist in the implementation of ongoing Electronic Research

Administration (ERA) initiatives, which will require re-engineering of current processes and the training of faculty and staff in the use of the new systems.

Promote the effective and efficient utilization of internal and external electronic

 systems for grant proposal submission.

 Function 5 Percent Time: 10.00 %

Function 6: Develop, plan and implement activities to provide a more pro-active liaison function between the University Principal Investigators, Deans, and external funding agencies. Serve on committees dealing with research-related issues.

 Function 6 Percent Time: 10.00 %

 Function 7: Compile data and prepare reports, set forth trends, analyze progress, and make recommendations or conclusions. Determines fiscal requirements and prepares budgetary recommendations; monitors, verifies, and reconciles expenditures of budgeted funds.

 Function 7 Percent Time: 10.00 %

Function 8: Direct and manage personnel functions including distribution of work assignments, personnel mentoring, performance reviews, and disciplinary actions.

This also includes managing hiring, promotions, transfers, and vacation schedules.

INTERNAL CONTROL: Responsible for the design, execution, and effectiveness of a system of internal controls which provides reasonable assurance that department operations are effective and efficient, department assets are safeguarded, department financial information is reliable, and the department complies with applicable laws, regulations, policies, and procedures.

REQUIRED QUALIFICATIONS: Bachelor's Degree in Business, Science, or a related field. Must have a minimum of ten years of experience with progressively responsible duties in a leadership position in sponsored research administration in a university or medical center setting. Proven success in directing the work of a large staff and providing effective management of a significant amount of external funding. Must have expertise in all phases of grant proposal development, including electronic proposal submission. Needs general knowledge of federal research compliance regulations including OMB Circulars A-21, A110, A-113, CAS and FAR.

PREFERRED QUALIFICATIONS: Certification in Research Administration (CRA) preferred.

OTHER REQUIREMENTS: Specific job requirements or physical location of some positions allocated to this classification, may render the position security sensitive, and thereby subject to the provisions of Section §51.215 Texas Education Code.
