New policy on departmental savings (reserve transfer) at fiscal year end. Effective immediately, departments that have an average reserve balance in excess of 100% of their unrestricted non-compensation budgets during a given fiscal year will not be allowed to add to their reserves via the year-end savings calculation in that same year. Exceptions to this policy: When the source of the unrestricted funding of the department is an endowment or gift fund specifically designated for that department’s operating support, reserve additions will be allowed. To the extent that savings are the result of unbudgeted reduction of operating expense through charging to a grant or contract, reserve additions will be allowed. This policy change is being implemented: to encourage departments to de-emphasize reserve building and increase emphasis on more effectively using their existing resources on academic priorities, and to allow the Dean greater opportunity to acquire the resources needed to fund new strategic initiatives.
