How does the balance between regional, local and national authorities affect health care practice in the NHS and in health systems in other countries? Chair: Richard Saltman (Emory) Speakers: Jon Magnussen (Norwegian University of Science and Technology) Jon Magnussen is professor in health economics and head of the Department of Public Health, at the Norwegian University of Science and Technology in Trondheim. He is also an adjunct professor in health economics at the University of Oslo. His main research interest is in health systems and health policy, with particular focus on the effects of health policy on (hospital) performance. He is the lead editor of the European Observatory volume "Nordic Health Care Systems: Recent Reforms and Current Policy Changes". Scott Greer (University of Michigan) Scott L. Greer, a political scientist, does research on the consequences for health policy and the welfare state of federalism, decentralization, and European integration. His work focuses especially on the United Kingdom and the development of health policy in England, Northern Ireland, Scotland and Wales. He has also done research on health politics and federalism in the United States, Canada, and Spain. Before coming to Michigan, he taught at the University of London. He currently directs a two-year project on the consequences for health services and citizenship rights of trends towards both decentralization and the development of European Union powers in health. Antonio Duran (Técnicas de Salud) Antonio Duran is Director of the consulting firm Tecnicas de Salud which is specialized in Health Services Management, Health Policy, Operations Development, and Training and Human Resources Development.Dr. Duran has undertaken substantial consultancies in Poland, Macedonia, Bosnia and Herzegovina, Albania, Bulgaria, and Serbia.He has and is implementing contracts with DFID, the World Bank, the International Development Bank and the European Commission and is a permanent senior consultant to the executive management of the WHO Regional Office for Europe.He is author of numerous books, and articles and has contributed to several publications of the European Observatory on Health Policies and Systems. Jeni Bremner (European Health Management Association) Jeni Bremner is Director of the European Health Management Association. She is a qualified nurse and also holds an MSc in Health Education from the University of London and an MSc in Health Economics from the University of York. She has substantial experience in the management and design of health and social care systems both working within health and social care systems and as a consultant. She has many years political and policy experience in the fields of public health, health care and social care. Prior to taking up post at EHMA she worked in the UK leading the national local government policy agenda across a number of areas including children services, education, health, public health social care and criminal justice.
