Guest Speakers –
a. Dr. Brandon Miller, Associate Vice Chancellor for Enrollment Management - is a
new position on campus. College Republicans: Is this a public plan? Answer:
Yes, on the strategic plan strategy, a university stagey plan then move into an
enrollment plan, retention plan. Dr. Roter and he spoke about general enrollment
trend and right now it is a perfect storm in regard to state working hard to increase
enrollment as the population decreases. Wildlife Conservation Club: How are
graduation numbers at UWO? Answer: a five year plan is what we report to those
that hold us accountable, 54% but would like to move that a few percentages.
Pont of Information Dr. Roter: five and if someone transfers in get credit for that
person, number one transfer institution for the state. SOL: what is the minority
numbers? Do not have the exact numbers along but it is increasing the number of
TAB program and other efforts. Looking for feedback and suggestions from
students on increasing summer enrollment. YAL: Cannot afford to not work and
take a course over the summer. Dr. Miller: Would online and evening classes
help? Yes, as long as it does not interfere with work. English Club: Took
Biology at tech school during the summer and longer blocks of time and did not
have to take the class every day. College Republicans: Enroll more students will
you lower the standards? Answer: No not lower the standard; the academic
requirements have remained the same. Email Dr. Brandon Miller at

b. Love Your Melon, new club – child hood cancer gets to go to hospital for visits
with children that have cancer and give hats to the family members. Schettle:
important to our society, is there a national or regional organization? Answer:
Yes, have them all over the state different campuses are larger clubs, just started
up over the summer and trying to build a larger crew. WAC: When do you meet?
Answer: every other Wednesday.
c. OSA Marketing Committee – special elections Dec 1 and Dec 2 on Titanlink,
main mission of the committee is to get information out to students and increase
the student involvement on what is going on around campus

Speaker of the Assembly – (Austyn – osaspeaker@uwosh.edu) – gender neutral
resolution failed in OSA senate because it was too specific, she plans on writing a
resolution that is less specific. She participated in lobby day and UW Student rep
meeting this past weekend.
Vice President Pro-Tempore – (Zachary - osavppt@uwosh.edu) – no report

President – (Jordan – osavpres@uwosh.edu) – Lobby Day this past Thursday,
concealed carry the representatives would like survey results from students in
place of resolution. The higher ed lower debt, best way to attack the issue of
student debt in our state. Legislatures are off from Feb 2016 – Jan 2017 for
campaigning – still paid. Student reps this past weekend at Marshfield. OSA
budget had been $267,000 would like to cut it down to $260,000. College
Republicans: Will the budget be available with a breakdown for each line item?

WHEREAS Wisconsin State Statute 36.09(5) gives the responsibility to university
student associations to review and offer recommendations for the policies concerning
student life, services and interests; and
WHEREAS The Oshkosh Student Association recognizes that the Basic Meal Plan and
the Deluxe Meal Plan offered by University Dining are not favored by the student body
due to the time restrictions for meal purchases; and
WHEREAS UW Eau Clare and UW La Crosse have unlimited access meal plans which
are more cost effective than the UW Oshkosh’s Basic Meal Plan and Deluxe Meal Plan;
and
WHEREAS An unlimited meal plan option would remove the pressure for students to
eat more food in one sitting, resulting in a more healthy campus dining atmosphere.
THEREFORE BE IT RESOLVED that the Oshkosh Student Association encourages the
university administration to develop an unlimited access meal plan option to best
address the needs and wants of the student body; and
BE IT FINALLY RESOLVED upon passage of the resolution a copy of resolution shall
be transmitted to the following; Dr. Petra Roter, Vice Chancellor for Student Affairs,
Jean Kwaterski, Assistant to the Vice Chancellor for Student Affairs, Randy Hedge,
Director of University Dining, and Marty Strand, Assistant Director of University
Dining.

Discussion: Standard unlimited meal plan pretty much for Blackhawk whenever an
whatever you can eat there or go in and grab a cup of coffee, go in and out
throughout the day.
College Republicans: Is this economically feasible? Answer: Marty Stand,
Assistant Director of Dining leading the charge on this change, will ask him to
attend on Nov 30th.

WHEREAS, University of Wisconsin Oshkosh Student Association is given the task to represent
the interests of the student body;
WHEREAS, the Wisconsin State Legislature is proposing legislation that if passed will allow
concealed carry weapons in public university buildings in Wisconsin, and;
WHEREAS, the University of Wisconsin Oshkosh is devoted to the safety and wellbeing of the
student body, and;
WHEREAS, evidence does not support the idea that legally held firearms within a given area
provide a greater amount of safety, and;
WHEREAS, if enacted, legislation allowing concealed carry in campus buildings would further
compromise student safety and wellbeing;
THEREFORE BE IT RESOLVED, that the University of Wisconsin Oshkosh reject the ability
of any individual to carry concealed firearms, tasers, knives, and club within university
buildings, dormitories, and academic, recreational, and managerial facilities;
BE IT FURTHER RESOLVED, that the University of Wisconsin Oshkosh Student Association
declare their stance that concealed weapons such as firearms, tasers, knives and clubs have no
place in the classroom, are disruptive to the learning environment, and are not conducive to a
safe and productive learning institution;
BE IT FINALLY RESOLVED, upon
passage of the resolution a copy of resolution shall be
transmitted to the following; Dr. Andrew Leavitt, Chancellor, Dr. Lane Earns, Provost and Vice
Chancellor, Dr. Petra Roter, Vice Chancellor for Student Affairs, Jean Kwaterski, Assistant to
the Vice Chancellor for Student Affairs

Motion to move to floor Pagan Student Alliance, 2nd by HOPE
Discussion: YAL: How does this change the policy at all? Stance probable only if the bill
passes. YAL: An issue of fire arms not non-lethal weapons or a knife as a tool whether or
not concealed carry passes. Answer: The resolution may have to be adjusted if the bill
passes. The State Reps and senators asked for a student survey to be created and the
results sent to them instead of a resolution. Pagan: with that information would passing
this give any more credibility or do we wait for a survey? Yes the main reason is that the
campus does not want it so why should we change it. Schettle: A survey will go a long way
if we have a survey and have find out what the students want, it may not change the mind
of the writers of the resolution. College Republicans: Can we add a referendum to the
elections? Answer: The special elections on Dec 1 and Dec 2 are set and the spring
elections would be too late. It will go a long way would not change the mind of the writers
of it, holding elections already set.

Committee Reports Discussion –
a. Readership Program and “The Buzz” app – download “The Buzz” app through
Google play store or the App Store – The Buz: University of Wisconsin Oshkosh
app to keep tabs on national headlines, local news and events around campus.
OSA’s goal is to have 900 new downloads this year. The paper copies of the
paper are located throughout campus and this program is collaboration between
OSA and the Provost Office.
Motion to suspend rules due to Love Your Melon rep being here now by Pagan Student
Alliance, 2nd by YAL, passed placard vote, no objections, no abstentions (11/16/15)

Announcements – Geography club food drive on Wednesday and Thursday 8 and 4:30
on the other side of the white board in SAGE. HOPE transgender night of remembrance
this Friday in Reeve ballroom 6:30 – 9:30 Am. Students for concealed carry - deer
hunting opening this weekend, be safe and good luck. Pagan Student Alliance this
Monday 213 alumni Pearl Wright and have your tarot card read. Schettle, in 18 min Fox
Valley Tech Outlook at 5:15 PM today city and local government discuss outlook of
Oshkosh at 5 and done at 6:30 PM the city mayor will be in attendance.
