a. Jamie Ceman, Chief Communications Officer
Integrated Marketing Communications: Chancellor’s Recommendation Group – The
Chancellor’s Recommendation group is recommending an increased intergration of
university marketing under the UW Oshkosh IMC (OIMC). Four models being
recommended. Model 1 we add accountability, Model 4 any communication that comes
from this office, model 3 individuals still in the college but collaborate with IMC. Model
3 in Phase I, Admissions and Lifelong Learning & Community Engagement dedicated
marketing staff will relocated to the OIMC and collaborate with preexisting OIMC staff
as a marketing team devoted to student recruitment. The advisory group would like to
hear from OSA. Sparks: If integrated how are you going to keep on demand for that?
Answer: templates and tools to self -serve, assign account manager to leverage and
depend on set up as an agency. Sparks: Thanks for attending, recommendation for
student involvement and it is early implantation so easy to change the number of students
if OSA wants more than one.

Unfinished Business –
OSA 15-075
WHEREAS, Title IX of the Education Amendments of 1972 (20 U.S.C. § 1681(a)) states that
“Schools are required to adopt and publish a grievance procedure outlining the complaint,
investigation, and disciplinary process for addressing sex discrimination, sexual harassment, and
sexual violence occurring within educational programs”;
WHEREAS, the University of Wisconsin Oshkosh has an obligation to provide an easy to
understand and easy to access complaint procedure and resources for victims of sexual
harassment or violence;
THEREFORE BE IT RESOLVED, that the University of Wisconsin Oshkosh create a webpage
for victims of sexual harassment and violence that is easily accessible directly from the
University's homepage; and
BE IT FURTHER RESOLVED, that the creation of this web page will then have a link to the
report form for sexual assault and harassment, will contain reporting information regarding the
university police, will contain a comprehensive list of steps a victim of sexual harassment or
assault can take after the incident, will contain a list of resources available on campus with
accurate contact information for victims, will contain any other educational information
regarding sexual assault and harassment that is deemed to fit; and
BE IT FURTHER RESOLVED, that the webpage will be inclusive to all people, be free from
biases or victim blaming and attempt to help victims in all areas of need regarding the assault
that they have experienced.
BE IT FINALLY RESOLVED, upon passage of the resolution a copy of resolution shall be

OSA 15-082
WHEREAS, The University of Wisconsin Oshkosh is an inclusive, open and transformative
learning institution which excels at creating compassion, awareness and advocacy toward the
LGBTQ community of the campus as well as the greater Oshkosh LGBTQ+ community; and
WHEREAS, thousands of students attending University of Wisconsin Oshkosh live in offcampus housing such as houses and apartments surrounding the campus community but also
reside in the greater Oshkosh community;
WHEREAS, City Councilman Ben Stepanek, a Former Senator of Oshkosh Student Association
and current University of Wisconsin Oshkosh senior, is currently working at the city level to end
housing discrimination against members of Oshkosh’s LGBTQ+ community;
WHEREAS, Councilman Stepanek has proposed an ordinance at the city level which includes
“gender identity” and “gender expression” as protected classes of renters who are historically
discriminated against in their pursuit of housing, a fundamental human right;
WHEREAS, passage of this resolution will send a message to the University of Wisconsin
Oshkosh administration, the student body and greater Oshkosh community that we have never,
do not and will never support any form of discrimination against any human being in the city of
Oshkosh in their pursuit of fair housing;
THEREFORE BE IT RESOLVED, that the Oshkosh Student Association work actively with
Councilman Benjamin Stepanek in his efforts to curb discrimination in housing against
individuals of the LGBTQ+ community by facilitating a dialogue between landlords, Student
Legal Services, and students at UW-Oshkosh;
BE IT FURTHER RESOLVED, that the Oshkosh Student Association stand with Councilman
Stepanek in his fight for equity, fairness, and justice in the Oshkosh community's housing sector
in order to better serve the needs of students who may identify as LGBTQ+.
BE IT FINALLY RESOLVED upon passage of the resolution a copy of resolution shall be

New Business –
OSA 15-078
WHEREAS the University Studies Program (USP) is an innovative, state of the art reform of
general education that strives to improve students educational experience during the first two
years of the university experience, and
WHEREAS the University of Wisconsin Oshkosh USP has been recognized as one of five
models for general education reform by the American Association of Colleges and Universities,
which brings recognition and prestige to the university, and
WHEREAS the Oshkosh Student Association (OSA) has continuously supported the University
Studies Program since its inception in the Fall semester of 2013; and
WHEREAS the data provided by the USP program has shown that, as a whole, students are
maintaining a level of high satisfaction and enjoyment in the program; and
WHEREAS the OSA and USP recognize that no program is perfect and as such, an advisory
body of students is needed to maintain a high level of inclusion and transparency for students
currently in the program; and
WHEREAS this body would provide USP an opportunity to receive direct feedback regarding
all improvements to the program from students; and
THEREFORE, BE IT RESOLVED that the OSA reiterates its support for the USP program;
and
THEREFORE, BE IT FURTHER RESOLVED that the OSA shall establish an advisory
committee of students that directly focuses on the improvement of USP; and
THEREFORE, BE IT FURTHER RESOLVED that this advisory committee shall be
structured based upon the bylaws that accompany this resolution; and
THEREFORE, BE IT FURTHER RESOLVED that after the passage of this resolution, the
advisory committee of students shall present their work to OSA on a semester basis to maintain
transparency of the program; and
THEREFORE, BE IT FURTHER RESOLVED that USP shall also continue to bring forth
new data received on a yearly basis to OSA annually to maintain transparency of the program;
and
THEREFORE, BE IT FINALLY RESOLVED that upon passage, a copy of this resolution
and a copy of the new advisory committee’s bylaws will be sent to the following: Dr. Andrew
Leavitt, Chancellor of UW Oshkosh; Dr. Petra Roter, Vice Chancellor of Student Affairs; Dr.
Lane Earns, Provost and Vice Chancellor for Academic Affairs; and Dr. Tracy Slagter, Interim
USP Director.

Two Straight years less Erik has seen less clients , will try more marketing or look more in
depth of why, 666 daily average of papers taken, decrease across the board but with the
app we had planned on this.
Titan Transit spring semester as long as ride systems that we place on the buss, a major
issue may have been confusion due to Lamers switching to Kobussen. Titan Transit,
Kobussen changed on the route revitalize Titan Transit to the student body, can follow it
on the phone, decrease marketing budget $5,000 for the year, supplies was $2,000 cut it
down $1,500, overall decrease of 3.01%. Goodwill: What is rent and lease? Answer:
something we are billed for on an annual basis, do not have control over it.

WHEREAS Wisconsin State Statute 36.09(5) gives the responsibility to university student
associations to review and offer recommendations for the policies concerning student life,
service and interests; and
WHEREAS the men’s soccer team is an organized sport which concerns student life, service and
interests of the student body; and
WHEREAS the Oshkosh Student Association (hereinafter “OSA”) was not asked for an opinion
and therefore could not offer a recommendation regarding the termination of the men’s soccer
team for the 2016 season and the foreseeable future; and
WHEREAS the University of Wisconsin Oshkosh has made an effort toward transparency in the
discretion of its employees; and
WHEREAS the decision making party has not reconsidered feasible alternatives to terminating
the team, which in fact negate the original reasoning for the action taken by Athletics Director
Sims; and
WHEREAS Athletics Director Sims has not made a reasonable attempt to commute the men’s
soccer team to a new conference, a task within the Athletic Director job description; and
WHEREAS budgetary issues are no longer a factor regarding the decision to terminate the men’s
soccer team; and
WHEREAS the University of Wisconsin Oshkosh has a recent and long-standing tradition for
praising and in some cases requiring student fundraising to curb budget issues; and
THEREFORE BE IT RESOLVED OSA urges the university to reconsider the termination of the
men’s soccer team; and
BE IT FURTHER RESOLVED OSA request that Athletic Director Sims make an adequate
attempt to find a conference for the men’s soccer team before this issue is reconsidered; and
BE IT FURTHER RESOLVED Athletic Director Sims, in the spirit of transparency, show proof
of the search for a conference, submitting it to both Chancellor Leavitt and the OSA Senate for
review to provide feedback on overlooked options; and
BE IT FURTHER RESOLVED that the University of Wisconsin Oshkosh allow the men’s
soccer team to raise funding to compete with the recognition this university has always offered
them; and
BE IT FURTHER RESOLVED that the men’s soccer team, OSA, and therefore the student body
strongly disagrees with the decision to terminate the men’s soccer program for the foreseeable
future, and can only support a decision to reinstate the aforementioned team; and
BE IT FINALLY RESOLVED upon passage of the resolution a copy of resolution shall be
transmitted to the following; Dr. Andrew Leavitt, Chancellor, Dr. Petra Roter, Vice Chancellor
for Student Affairs, Darryl Sims Athletic Director, Wytse Molenaar Head Coach Men’s Soccer
Team.

Discussion – Novak sat down with the Athletic Director and he said it was a strenseous
undertaking. Sprung 2 ½ hour meeting with the Chancellor, will our chancellor and
athletic director be able about to pay for travel, Colligan – the way I see this legislation just
make an effort tto look for a conference, even though not fesible would be probable.
Maria, did they fund raise, $30,000 and a donor that will give them $30,000 if they make a
conference. In meeting with the chancellor Leavitt, how muchw ill it cost and they would
have to find a volunteer coach, at the end of the day . Carter, Hockey team club sport and
one of the best funded if they have and ifthey have. Sprung – I agree they don’t want to be
a sport club this team does not want to go that direction and my job to be there voice.
Schabrie, LaCrosse self-funded and give them a change, each payer has to pay to member.
Goodwill the Be it Further resolved don’t really care about that but our vote was no heard
on this or our opinion asked. Sparks, not willing to run around that first the budget, went
out to eat the coach they would be willing to do this for free, alumni willing to , he supports
save our Titans any more just soccer. Eleven young men legitamize that movement moving
forward it is not because soccer not tennis, raising the flag on how things were done.
Parson: keep in mind that the Chancellor and Administrative, the athletic dept as a whole
unfortunate 2 cut 19 remain and how this may strengthen this as well. Stuebs: yield to
Sprung the budget is not the issue one way or another. Letting them fund raise will not
effect them in anyway

C. Advance-Titan – spoke to his decision before resolution was not
passed yet. He will not make comments to press until he will now
state he needs to speak to shared governance bodies before making
a statement. Oh you want me to fire someone, NFL team losing
season for eight years and thought was a good anology, specific
answers but at least considering the lat resolution for A-T see our
resolution next semester take more heat. Sparks: A-T raised
$50,000 and from another they will match considered it was a
success maintain the professionalism that you did. Good to know
that make senators that express different, tried to eliminate group
