REGIONAL SURVEY ON AGEING FOR THIRD MIPAA REVIEW 2017
The third global review and appraisal of the Madrid International Plan of Action on
Ageing (MIPAA) will be conducted in 2018. ECOSOC resolution 2015/5 mandated regional
commissions to provide assistance to Member States in organizing their third MIPAA
national review and appraisal exercises; organizing regional review meetings using an
inclusive and coordinated approach in relation to the participation of civil society in the
process; promoting networking and the sharing of information; and providing an analysis of
the main findings and identifying priority areas and policy responses by 2017.
The present regional survey is an integral part of the preparatory process for the
global review in 2018. It is a follow-up to the regional survey conducted in 2013 and
provides an opportunity to inform of new policy developments and data collection, as well
as to highlight examples and practices from the region.
The regional analysis will feed into the Regional Preparatory Meeting for the AsiaPacific Intergovernmental Meeting on the Third Review and Appraisal of MIPAA, which
will be held in early 2017 as well as the Asia-Pacific Intergovernmental Meeting on the Third
Regional Review and Appraisal of the Madrid International Plan of Action on Ageing in late
2017. The outcome of the Intergovernmental Meeting will be submitted to the global review
of MIPAA.

Mental health is defined by the WHO as a state of well-being in which every individual realizes his
or her own potential, can cope with the normal stresses of life, can work productively and fruitfully,
and is able to make a contribution to her or his community. Mental disorders include depression,
bipolar affective disorder, schizophrenia and other psychoses, dementia, intellectual disabilities and
developmental disorders including autism.

Although there is no internationally accepted definition of disability, it should be understood as
stated in the Convention on the Rights of Persons with Disabilities, an evolving concept which results
from the interaction between people with different functional abilities and societal obstacles, such as
physical barriers and attitudes. Under the CRPD, persons with disabilities include but are not limited
to those who have long-term physical, mental, intellectual, or sensory impairments such as blindness,
deafness, impaired mobility, and developmental impairments.

Long term care insurance for the elderly
The objective of the scheme is to provide public services to
older persons to improve their living standards and reduce the
burden on the family. Services provided under the scheme
include home-based nursing and assistance in daily life such
as house chores as well as institutionalized care.
It is a social insurance programme funded by the contributions
from beneficiaries and the Government through tax revenues.
In addition there is also a scheme for cash grants for family
care and services provided at unregistered facilities.
