Information Items

House Bill 7135: Relating to Postsecondary Education – Karen Borglum will review a
PowerPoint presentation from the Florida College System Webinar she attended regarding
HB 7135. This bill, among other things, will change the required number of general education
hours for students seeking an A.A. degree, beginning for students entering college in
2014/2015.
The original Agenda had House Bill 7135 as the last item on the Agenda. Karen suggested
that it be moved prior to the Discussion Item; some of the CCC members had already been
involved in the CLC discussion of the AA/General Education Program Review, and if they
wanted to leave prior to that discussion today, this would allow them to do so.
Karen said that this bill will be very important over the next year. In particular, due to the
changes that will happen within General Education, it will impact the work that we do. The
bill was presented to the House in March and was approved; following was approval by the
Senate. The governor has, within the past week, signed the bill into law.
Karen did a review of each of the pertinent changes. She said that Section 3 is probably in
response to certain colleges that gave students an inordinate number of course substitutions.
This caused "artificial" degrees to be awarded; “artificial,” because the degrees were not
based on the courses required for the specific degree, due to the substitutions. The goal
seemed to be to raise the number of degrees awarded.
Karen summarized Section 10, pertaining to General Education - a faculty committee will be
put together by the State Board of Education and the Board of Governors to determine five
core courses under each of the main general education subject areas. Students will be
required to complete at least one of these courses in each subject area. There will then be a
list that can be determined by each college (giving some flexibility) that students can choose
from in order to complete the total required number of general education hours. In addition,
general education requirements will decrease from 36 hours to 30 hours.
Faculty from various colleges will be selected to serve on the committee appointed by the SBE
and BOG. It is anticipated that colleges will strongly desire to have faculty serve on this
committee, since faculty own the curriculum.
Wendy asked if there is something that we can do to be proactive - Karen said that it will be
important to look at the college's degree programs and common prerequisites, to begin with;
as well as the general education core. She has already begun doing "lead-in" work to prepare
for the work to come.

Discussion Items

A.A./General Education Program Review – Karen Borglum will lead a discussion on the work
and progress of the A.A./General Education Program Review Team, as well as the work that
still needs to be accomplished prior to the SACS 2013 reaccreditation.
Page 2
Karen Borglum began the discussion with a brief review of why Valencia is doing an
A.A./General Education Program Review; and the process/tool used.
Per FS 1001.3 (A), Valencia (and all Florida public colleges) needs to do a periodic review of its
A.A./General Education Program. Valencia does this review on an established, five-year cycle.
A document tool to use in the process was created in 2002; this tool was tied to institutional
effectiveness with “Yes,” “No,” and “Needs Further Study.” It was revised in 2007; each area
is tied to SACS Criteria - Core Requirements; Comprehensive Standards, and Federal
Requirements. The document was again revised in 2012 to include additional SACS Criteria.
Karen then introduced the committee that was appointed. People were placed from the CCC,
where possible, as well as a number of people throughout the College who have done a lot of
work with general education.
So far, the CLC has reviewed the document; today the CCC will give feedback; going forward
the tool will be reviewed – with feedback - by the IAC, Faculty Council, and SALT team.
Karen clarified that the only items that will be reviewed are those that are highlighted. For
each item, the decision needs to be made that “Yes,” Valencia is doing this; “No,” we are not
doing this; or, “Needs Further Study.” Every item should be weighed again the College’s
Mission Statement, particularly in light of the fact that since the Mission Statement was
formulated, Bachelor Degree have been added to the curriculum.

Needs further study - An area of concern is A.A. in Art; it was stated that students
will come to East Campus, where there are FT faculty, to finish the degree. For
PGY (Photography), there are no FT faculty members. The spelling error in the A.A.
Sign Language Interpretation will be corrected)
Kurt said that, offsetting the large number of adjunct faculty, is our "robust"
faculty development program; adjunct faculty development, etc.

John Niss said that the number of faculty for developmental math is disturbing, but
that it is a credentialing issue. This was also discussed at the CLC meeting, along
with mitigating factors.
2.9
Yes - Michele said that the last time SACS came, there was a recommendation due
to the WPC library. She said that we need to think about that with regard to the
Lake Nona Campus.
Suzanne said that we already have a "bridge" in place between Lake Nona and
Osceola Campus to get books that are needed to them.

Needs further study - Karen mentioned that the CCC wanted to have discussion
regarding the trend towards reducing credit hours and increasing contact hours.
Do we have principles for establishing credit hours? Or are we trying to fit the
courses into the programs and do we move hours around to fit what departments
are trying to accomplish rather than to accomplish the best learning environment
for the student?
3.4.9
SL coordinators, where needed. (This was not on the list for review, but a comment
came forward with regard to adding this information.)
3.5.1
No (per SACS Nov. visit and their feedback) - we have competencies, but are
currently not providing evidence that graduates have attained those
competencies.
3.8.3
Yes (Add a cross reference link to job descriptions for library staff). The library
directors are checking the accuracy of the information presented, and crossreferencing the job descriptions.

Karen and John asked if going through the SACS Standards are the only thing we should be
looking at/studying in order to evaluate the program. Wendy said that we could/should be doing
a better job in tracking students after they leave Valencia to find out if they are successful in
higher degrees and/or job seeking and careers.
The next meeting of the College Curriculum Committee is scheduled for June 13, 2012, and will
be held on the West Campus, Room 6-202. Deadline for submission of materials for the June
agenda is May 30, 2012.
