MIRACOSTA COLLEGE CLASS TITLE: Information Technology Analyst – Financials & HR BASIC FUNCTION: Under the direction of the Vice President of Business & Administrative Services (BAS), the incumbent will work collaboratively with the Dean of Academic Information Services (AIS), the Administrative Systems staff, and various technical/functional teams to perform intensive analysis of functional requirements, analyze data and recommend the best method of set-up and use of the information system. Troubleshoot and monitor the information systems. Coordinate the testing of Financials with BAS directors and AIS to ensure data integrity of all vendor updates and patches to the system prior to release to the production system. Participate in testing of Financials and HR/SA applications. Develop, manage and maintain Financial reports & queries for BAS management and budget managers. Assist the Financials team with special projects such as year-end closing, system upgrade, and system implementation. Assist AIS technical team with debugging SQR and SQL code and independently develop solution recommendations. Consult with other District staff on business process changes, research these changes for potential problems and develop and implement solutions. Consult with District staff in implementing integrated and non-integrated third party software applications. Identify the training needs of the District as they relate to BAS & HR and provide appropriate training. Provide documentation on decisions, customizations, and installations to the BAS & HR systems. REPRESENTATIVE DUTIES: 1. Function as a liaison between the technical resources in the AIS Department and functional users. Participate on the ICECubes team as the functional lead for Financial system reporting and general system troubleshooting in Financials. Assist AIS technical team with debugging SQR and SQL code and independently develop solution recommendations where appropriate. (E) 2. Responsible for Financial reporting support, development, and maintenance. In the event that issues regarding database, reporting table, or other technical aspects arise that cannot be resolved independently, present the issue(s) to the appropriate technical AIS staff. (E) 3. Consult with the functional user to define software modifications and reporting requirements. Exercise independent judgment to determine the best method for developing the modifications & reports from among the available methods. Test the modifications & reports for functionality, accuracy, completeness, and validity to ensure they function correctly and reconcile to the source data. (E) 4. Perform complex cross-departmental functional analysis including mapping, setup, system modeling, testing, and troubleshooting of BAS & HR systems to recommend implementation practices. Perform complex functional analysis of third party computer applications, reporting functions, assessment, scanning, and other testing. Develop procedures and user manuals to maintain consistency of computer use throughout the District. (E) 5. Consult cross-divisionally to maximize functionality and the efficient use of the information system. Identify scope and impact of changes to existing business processes. Negotiate solutions, within system, personnel and resource parameters, when business processes create incompatibilities or business processes create more work in another department/division. Provide information to departments about unused and/or new functionality and instructions in applying BAS & HR applications. (E) 6. In cooperation with AIS, coordinate all Financials System testing - all module patches, fixes, and updates in the test database to ensure proper functioning of the repaired system and proper integration with remaining systems. Participate in functional end user testing in Financials and HR. Also check system integrity and integration with the Finance, Student Services, Student Accounts, Financial Aid, and Human Resources’ systems prior to release to the production system. (E) 7. Analyze, test, and model the results of system setup to determine appropriate functionality, performance, data integrity, and third party software interface connections; augment and make recommendations for system changes/corrections as necessary. (E) 8. As required, assist the Financials team with special projects such as year-end closing, legacy financial data contained in a standalone database, system upgrade, system implementation, etc. 9. Develop documentation and provide training to other District staff responsible for end user training. 10. Interact with vendors to determine if their computer products will function with our system and meet our needs. 11. Perform related duties as assigned. EDUCATION AND EXPERIENCE: Education and experience equivalent to a B.A/B.S degree in Accounting with a strong technical background or equivalent to B.A./B.S. degree in Computer Science with a background in accounting or accounting related software required. Oracle/Peoplesoft experience preferred or two years related experience working with Enterprise Business Applications.
