BASIC FUNCTION:
Under the direction of the Dean, Counseling and Special Services, manage all Health Services
Programs including medical services, nursing services, and health education and promotion at both campuses. Develop and monitor programs and budgets; supervise Health Services personnel.
REPRESENTATIVE DUTIES:
1. Plan, organize and direct the operations of Health Services programs at the Oceanside and San Elijo Campuses. [E]
2. Provide professional nursing care to sick and injured students and staff; make independent nursing assessments regarding illnesses and emergency situations.
Administer first aid and provide initial emergency care. [E]
3. Hire, train, schedule, supervise and evaluate the performance of assigned personnel at
Oceanside and San Elijo campuses. [E]
4. Prepare required reports and documents such as the Drug Free Biennial Report,
Maintenance of Effort Claim form, program review, student learning objectives, etc.
Compile statistics and conduct research to evaluate and report program effectiveness.

5. Monitor status of program funds; prepare budgets and account for proper expenditure of
Health Services funds. [E]
6. Annually review, develop and implement Health Services policies and procedures as needed to conform to state and county statutes and regulations. [E]
7. Supervise participation with outside agencies who provide on-campus services to students (e.g. HIV testing, laboratory services). Initiate and maintain positive relationships with community referral resources for students to access clinic and mental health services.

Administer and maintain the district Tuberculosis Testing and Immunization Programs.
Maintain a system of student medical records for the District and oversee confidentiality of medical information to ensure compliance with Health Insurance Portability and
Accountability Act (HIPAA). Supervise student accident, liability, and insurance claim reporting. [E]
10. Provide confidential personal health counseling as appropriate; refer students to physicians, clinics, agencies and other health care providers. Report suspected abuse, molestation and neglect to proper law enforcement agencies in accordance with legal requirements. [E]

EDUCATION AND EXPERIENCE:

A current valid California license as a registered nurse, two years directly related work experience including supervisory experience and either of the following:
Master’s degree in Nursing and a California Public Health Nurse certificate OR
A Bachelor’s degree in nursing, a California Public Health Nurse certificate, and a master’s degree in health education, sociology, psychology, counseling, health care administration, public health, or community health, (see Calif. Ed. Code Title 5, Div.6,
Chpt.4, subchapter. 4, article 2 Qualifications and Equivalencies)
LICENSES AND OTHER REQUIREMENTS:
CPR/AED card for healthcare providers; course must meet American Heart Association or
American Red Cross guidelines and a valid California driver license.
WORK DIRECTION, LEAD AND SUPERVISORY RESPONSIBILITIES:
Health Services Assistant, Nursing Associate, Health Education Promotion/Nursing Associate, hourly nurses, Nurse Practitioner, Physician, Licensed Marriage and Family Therapist, (MFT),
MFT Intern and student workers.
CONTACTS:
Students in and outside of classrooms, coworkers, faculty, staff, other department personnel, outside agencies, physician and physician assistants, and paramedics.
PHYSICAL EFFORT:
Frequent standing, walking, bending and stooping; occasional lifting and carrying of objects weighing 50 pounds or less; may be required to lift patients as necessary; repetitive use of computer keyboard, mouse or other control devices; ability to travel to a variety of locations on an off campus as needed to conduct District business.
EMOTIONAL EFFORT:
Ability to develop and maintain effective working relationships involving interactions and communications personally, by phone and in writing with a variety of individuals and/or groups of individuals from diverse backgrounds on a regular, ongoing basis; ability to work effectively under pressure on a variety of tasks concurrently while meeting established deadlines and changing priorities; ability to appropriately respond to emergency situations on an as-needed basis.
WORKING CONDITIONS:
Primarily medical office environment; frequent exposure to hazardous materials such as bloodborne pathogens, bacteria, virus’, solvents and other toxic chemicals and substances which require use of personal protection equipment including gloves or clothing; subject to frequent public contact and interruptions; may be required to work at any district location during day and/or evening hours including occasional weekends on an as-needed basis.
