Motion from Sen. Dykes to approve the minutes from July 15th, 2013. Second. No
objections. Moved.

Motion to approve the agenda. Objection from Sen. Reich. Motion is withdrawn.

Remarks of the Chair – sgaspt@unf.edu
Senate Pro-Tempore, Kaitlin Ramirez - Thank you for coming today. On your
agenda you have the ones I emailed you and we have two possible changes for the
CR and the JR, and we have the new proposed legislation for the second. I will let
Treasurer Turner explain the second.
Treasurer Turner – I’m here to make some few remarks for Paige. Reads email.
Recommendation regarding referendums; Joint resolution recommendation in a
little bit.
Sen. Dykes – So this would be eliminating all the college seats?
Treasurer Turner – False. Currently we have intercollege elections, special
elections and general elections. Technically they’re all separate events. Special
elections are separate. Intercollege elections really happen during general
elections. And they’re written as separate entities. It was recommended
simplifying this process and combining the two into one election: college races
and graduate races within the single election.
Pro-Tempore Ramirez – There is an appeals hearing today from Sen. Gloster. But
we’ll discuss that more when we get there.
Old Business
a. CR-13SB-2700 Article V Revisions
Pro-Tempore Ramirez – Before you are two versions. The original will be called
the original and the new one the new one.
Motion from Sen. Garrity to adopt the new version of CR-13SB-2700. Second.
No objections. Roll call vote. Requires ¾ vote passage. Passes 4-0-0.
Pro-Tempore Ramirez – Just to add some history to this: the CR is correcting an
older CR, CR-12S-2583 The Graduate Consistency Act. Judicial branch
conducted a judicial review and found that the original CR was put on the ballot
unconstitutionally in Fall 2012. So it was put on the ballot without going through
the senate and getting a ¾ vote. We’re really improving Article V with the already
mentioned changes.
Motion to approve CR-12SB-2700. Second. No objections.
Motion for unanimous consent. Second. No objections. Moved.

a. Appeals Hearing – Senator Gloster
Motion from Sen. Dykes to table the appeals hearing to the next CSC
meeting. Second. No objections.
Motion from Sen. Garrity for unanimous consent with abstention from
Sen. Gloster. Second. No objections. Moved.
b. JR-13F-2705 Constitutional Friendlies
Pro-Tempore Ramirez – Attached to the agenda is the one from senate. The
handout is the new JR. This new JR is eliminating many of the friendlies. This is
only changing one major friendly in time of a constitution. This doesn’t have to
go before the Senate. We will take care of the majority of friendlies from the first
read later on. This JR doesn’t quite follow the new CR since we just passed it.
Motion from Sen. Garrity to adopt the new JR. Second. No objections. Roll call
vote.
Motion from Sen. Dykes for unanimous consent. Second. No objections. Moved.
Pro-Tempore Ramirez – The only thing kept in JR is correcting Section 6-4. You
see that instance on page 2, section 2, letter B; and again on page 7, section 9
letter B.
