Elections and Appointments Committee Meeting January 14th, 2013 Senate Chambers 3:00 PM Chairman: Sen. Corey Amira I. Call To Order Meeting is called to order at 3:04 pm. II. Roll Call Quorum is established with 8 voting members. III. Approval of the Minutes Motion from Sen. Stromquist to approve the minutes. Second. No objections. Moved. IV. Approval of Agenda Motion from Sen. Stromquist to approve the agenda. Second. No objections. Moved. V. Chairman Report and Remarks I am reporting a Title 6 Bill today and some recommended changes to the ballot. Also a student is seeking appointment for a graduate seat which is exciting. VI. Student Remarks Steven Anderson- The only thing that worries me on the Title 6 Bill is found in section Q. It states that this will immediately be put on second read. This is in essence making a last minute opportunity for senators to vote on it and they may not review it. This may not be an issue for you but wanted it to be pointed out. VII. Old Business VIII. New Business A) SB-13S-2667 Spring 2013 Title VI Bill The main reason for this bill is to get rid of the elections commission. If any of you serve on this, you know that it is to come to listen to appeals but a lot of the time there aren’t any appeals. This bill makes it so that if there are any appeals, it would now go straight to the primary appeal. That’s pretty much it. Hope you all read over before I handed it out to you. As far as 6.05 Q and Sen. Anderson’s concern for it going to second read, that shouldn’t be an issue. Attorney General do you wish to add anything about that? Attorn. Gen- this is just a formality change. The results of the election will be approved by you, Corey. Therefore the results will be drafted by you and then go to the senate. Therefore is just skips that elections commission. Sen. Amira- Also working on making elections simpler for students to vote by creating a straight party vote. This means there will be an option of picking all Party A or Party B instead of having to click each candidate. Advisor Delaney- is this a bill you have written up or changes to Title 6? This is recommended changes to the Title 6 Bill. Advisor Delaney- so you are looking to just add this? Correct Attorn. Gen.- this will be handled like any other motion. Motion to include this change and then will go to discussion. Motion from Sen. Tortelera to include this change. Second. No objections. No discussion. Roll call vote. Motion passes 8-0-0. Motion from Sen. Stromquist to approve Bill SB-13S-2667 as amended. Second. No objections. No discussion. Betty Garris- do you all know what you all are voting on? Sen. Amira- There are several states that do this. We are simply changing the ballot. Sen. Anderson- a couple things to point out. This in essence, is saying I am going to vote for this organization instead of the member. In the spinnaker they have a break down of the parties but also the members. The color is great for branding but may not help increase the voter education. Sen. Amira- I don’t think we can assume what people will do and we can’t assume they will vote and be uneducated. Roll call vote. Motion passes 8-0-0. IX. Appointments A) Louis Rattini-Reich (graduate seat) Like to seek approval for the graduate senate seat. Student government is something I am very passionate about. I had a Monday night class last semester and was unable to get involved. However, I freed up my schedule and hope to get involved. I think that filling this seat is a priority and this is why I am here. I think Stodent Government lacks in the communication to grad students so I would like to help with this. Questions? Strom- which college seat are you wishing to fill? I am seeking the general graduate seat but I am currently in the College of Education. Sen. Walker- Did you have any involvement at USF? Yes I sat on many various clubs and organizations and held many positions. Sen. Tortelera- are you able to make it to Senate meetings? Yes, I do not have classes on Mondays and I am very happy about that. Motion from Sen. Stromquist to approve Louis Rattini-Reich for the graduate seat. Second. No objections. Discussion: Sen. Stromquist- Sounds great and we haven’t had the seat filled in a while. Sen. Walker- he has a lot of skills and a lot t bring to the table. Roll call vote. Motion passes 8-0-0. X. Announcements No senate next Monday but will see you the following Sunday. XI. Final Roll Call Quorum is reestablished with 8 voting members. XII. Adjournment Meeting is adjourned at 3:23 pm.
