Treasurer’s Report and Remarks Guest Speakers-none Student Remarks Connor Spielmaker, sophomore: I just wanted to come give a supplement about the request. I know Spinnaker radio is an online radio station which affects the students every day. I know that the cost is a lot. This radio would operate every day. It gives the opportunity to students to gain experience. It’s a form to let people know that UNF is here. It gives the students a voice. This is the only opportunity we have to make this happen. Spinnaker Radio (Sponsored by Sen. Chase Baker) Power Point Presented by Scott Young: The potential from moving from a campus function to an actual broadcast. A low power FM transmitter is set up for education purposes. If we have a connection with students on campus it can eventually expand. In 2001 we had tried to achieve this and get a LPFM station, and there weren’t enough stations. In 2013 Osprey Radio became Spinnaker Radio, and the opportunity arose again and UNF got approved in January. We are given an 18 month period to test the equipment. LPFM has restrictions, and the signal is not that great. It all depends on where the antenna is. Our antenna would be placed by the cell tower behind the arena. This location would give great service. This all would draw public interest, which would attract students. Across the state of Florida 9 of them have FM radio stations. There is a 3.5 mile radius to where the station can reach. A 10 mile radio XII. XIII. XIV. signal can reach up to 300,000 people. When translators are placed across Jacksonville, the radius would expand for this radio station. Past presidents Barnes, Situ, and Fassi support this. Spinnaker isn’t asking for money up front, and not going to do anything with it. If we have a signal and don’t promote it, we have accomplished nothing. The university wants this to happen. We don’t have the funds to accomplish this; this is why we are here asking from Student Government. What we currently have is going towards the students, who will be our DJs and audience. The request is $38,000, I know that’s a lot of money, but it is less than $1,000,000. With this we can benefit every student on campus. 95.5 will provide music that isn’t heard on normal Jacksonville radio stations. 95.5 will play local artists. Eventually we would like to have a larger radius for commuter students. But for now we can work with the 3.5 mile radius. By invoking a FM radio station we are in between two big FM radio stations. This station can draw more and more interest to UNF, by promoting events. Our DJ interest is going to go through the roof. Freshman at orientations are very excited about DJ’ing opportunities. We want to be available to all the students at UNF. We would really appreciate it if you guys can make that happen. We could be done with this by fall semester. We aren’t looking for long term handouts, this is a onetime situation. LPFM is very understanding, and it is very uncommon to lose the license. It is not intended to be a big commercial money maker. There is only a certain amount of revenue you can expect to get from this from advertising university related functions. We will be non-commercial, we cannot have any endorsements. Could spinnaker radio fund this on their own? Yes they could with the funds that are sitting there. But these funds are divided up between each area of Spinnaker. Just because the funds are sitting there doesn’t mean they can use them. They have to get approval from the leaders of each area of the Spinnaker. $40,000 would be a quarter of the funds. It is a large commitment, and it would be 5 years of making up. Note from Treasurer Wolf: Spinnaker media currently has sufficient funds to fund this themselves. The permit only covers a 3 mile radius. The purpose of the A&S Fees are to serve the student body as a whole. I advise the B&A committee to not pass this bill. No motions heard- The bill fails.
