Perez (LAMC) Walter Bortman (LAMC) Daniel Villanueva (LAMC) Benjamin Williams (Sylmar Homeowner Council) George Johnson (CPM Director) ABSENT Christina Amparan (GSE staff) Bill Corneli (GSE staff) WELCOME/APPROVAL OF MINUTES: The meeting came to order at approximately 5:50 pm in Arroyo Room 1 without quorum. The minutes from September 24, 2012 meeting were reviewed by Edward at 6:45 pm when quorum was achieved they were approved with no changes. REPORT FROM GSE: 1. Proposition A/AA: Athletic complex Construction contract terminated for convenience which releases $20 million that can possibly be used to fund other projects like the central plant or student services building. Estimate of completion The focus for the next construction completion will be the central plant and the Student Services Building and the rest of prioritization list. The District construction program management company, URS, 5 year contract has expired and the RFP for program management companies has been requested. URS will be competing for the new contract. Media Arts Building The defective work can be repaired, but the surety and the district are still in a legal dispute as to how is responsible and how much each party will be required to pay to make the repairs. LACCD will have to go through a bid/ build scenario to gain the design rights. The committee requested that a District bond attorney attend the January meeting to discuss and clarify the pros and cons for the various design/bid options. The total cost to construct the plant is 7 million. There is 3 million in energy cost possibly available to use to purchase the micro turbines. 2. Traffic Mitigation: The October traffic mitigation report was presented to the Sylmar residents, but the community was not concerned about traffic. The issues are with parking. The Gateway Construction team has a plan in place for a second exit and traffic lights. They will be initiated once the student services building project begins. REPORT FROM COLLEGE PRESIDENT: The President met with the facilities committee on December 12 to review the budget and confirm the construction ranking and other possible construction options. There is a possibility that LAMC will have to defer some other planned construction projects to a deferral list and review the list after the central energy plant and student services building construction is completed. Dr. Perez mentioned that the state will pay 50 percent of the furniture cost for the building, but the construction of the building must be complete by March. The district is working on a construction extension with the state. The President mentioned that the Deputy Chief for LAPD will be present for the next traffic mitigation meeting.
