Minutes from November 28, 2011 meeting was reviewed by Edward with the following comment: 10 yes 1 nay – stating that several follow-up questions that were asked at the last meeting were omitted from the minutes. REPORT FROM GSE: 1. Proposition A/AA: Project Directive GSE emphasized the importance of transparency between the college and the construction management team. Projects on Moratorium List of projects rating importance was provided to the members in addition to the projects that the college would like to move forward with ASAP. Additional small projects currently on the moratorium are to renovate and/or improve overall campus safety and cost savings. Measure J: Campus Mod II: a) Sheriffs’ Station This project is not moving forward with a stand alone Sheriff Station; but will proceed with the renovation of the existing building. There was a discussion for a Central Facility Plant at the back end of the campus. 3. FCSB - Family Consumers Services Building: FCSB is near complete and now in close-out phase with only one issue related to mechanical and is being rectified. 4. Athletic Complex President signed a short-term agreement for the LA County Parks & Recreation for renovating and improvements at El Cariso Park. He went on to say that a meeting will take place tomorrow (Tuesday, January 24, 2012) at 1:00 pm with lawyers between both parties to discuss a long-term agreement. 5. Monthly Update LACCD website for Dashboard Report A GSE staff explained that the Dashboard (financial) report is supplemented with the campus projects’ construction monthly report which lists the status of each project for the previous month. i.e. A report Dated January 2012 has updated project data/information for the month of December 2011, the previous month. 6. Other projects/issues: Project Labor Department Michael Flores, one of the representatives from Build-LACCD/PV Jobs, gave a presentation. Mention was made of the fact that Build-LACCD has a Project Labor Agreement in place. a) Handouts from Build-LACCD/PV Jobs Reps: Request for Craft Employees Application Local Hire & At Risk Summary Report PV Jobs flyer b) Priority Contractor and Sub-Contractors in good faith to hire 30 % of Labor workforce from the local community. The Labor Compliance Department will have this information to the members by the next meeting. e) New Hires need to go through a proper process in place and they must go through the Union Halls. Naming of LAMC Buildings GSE states Mission’s buildings needs to be named according to Bond Language. The working title names are currently not tied to Bond language. 7. Other Recommendations and/or Requests: CCOC Member Request/Question Q. What is the approximate construction of Media Arts? GSE Response A. We are not certain. Currently the estimate is 13 months construction duration to finish project. CCOC Member Request/Question Q. Would like to reflect on the Local Hire & at Risk Report additional breakdown by zip code. PV Rep Response A. The Labor Compliance Department will have this information to the members by the next meeting. CCOC Member Request/Question Q. A list of Major Contractors on all LAMC projects that are based with local zip codes. GSE Response A. A staff member will provide this information. CCOC Member Request/Question Q. The President should be interviewed to promote locally based Contractors. President’s Response A. The President stated that information should be gathered for potential Contractors to apply and placed on pre-qualified list. The process should also be extended to sub-contractors being hired by major Contractors. Another member stated that there is a pre-qualified list for sub-contractor as well. President’s Response A. The President asked to be provided with this list and the numbers. CCOC Member Request/Question Q. What species at the Athletic Complex is endangered? Another member stated that this was one of the questions that were omitted from the previous meeting minutes. GSE Response A. The cowbirds CCOC Member Request/Question Q. How much money is received per student at LAMC? President’s Response A. This is determined by a formula and the money is not allocated for each student by the total of overall enrollment. The President stated that the District allows colleges to keep any ending balance if it is in the “black” (if there is a surplus of money at the end of the year). CCOC Member Request/Question Q. If money is spent unnecessarily, is there an agreement to recover these funds from GSE or FTR? President’s Response A. President stated that negotiations are in process on this issue and no decision has been made as yet. CCOC Member Request/Question Q. If a college member (in administration), who had conflict of interest, was still with LAMC. President’s Response A. President stated that that person is no longer working with the college and a replacement has been hired, who is Daniel Villanueva, the college’s new Vice President of Administration. CCOC Member Request/Question Q. A lot of people are lost due to the lack of signs. President’s Response A. President’s stated that the signage issue is a priority project currently on the Moratorium. President’s Response A. President stated that the Director of Plant and Facilities is investigating the process of naming the LAMC buildings according to both District and College standards. CCOC Member Request/Question Q. If there is a process for donor (monetary donations) to name a building? President’s Response A. President stated that the college is currently reviewing the process. CCOC Member Request 1. A Request was made for the addition of construction dates to the Bond Program Site Map and copies given to the CCOC members at their request. 2. Another request for Temporary parking permits issued to CCOC members. REPORT FROM COLLEGE PRESIDENT: Updated M&O Budget: Approximately $1.4M is available for utilities and in-house keeping Most projects on the Moratorium should not increase this budget. There is a new formula allocation proposal to have M&O operations taken off the top before other allocations. The State is reviewing the budget for the new fiscal year starting July, 2012. Currently, there is a $9-13B deficit with a proposed tax revenue increase on November Ballot. If The Ballot Passes: $6M will go to Education EFECTS to LAMC Ballot Passes: $1.4M to $1.5M budget cut Ballot Not Passed: $3M budget cut District recently raised fees from $26 to $36 per unit for classes at all LACC colleges However, it did not generate extra capitol due to lower enrollment rate LAMC is reviewing the budget to consider a hiring freeze, procurement freeze and program elimination. LAMC projects on Moratorium – President’s comments: President stated that the District is asking its colleges to state how each college will bear additional M&O cost. President also stated that most of these projects (on the Moratorium) do not add additional M&O cost. In addition, the college has limited land and has not been building out to date. If GSE leaves, the college needs to find an interim, then permanent CPM firm. The President stated that the District will comment on an article in the LA Times printed yesterday (Sunday, February 22, 2012) and ensure that better practices are in place to avoid worry. He went on to say that the District put together an independent non-paid committee to review LACCD’s Building Program; and that some recommendations were made for better financial controls and a more centralized management. The President promised to email a report (approx. 50 pages on this independent review) to the members.
