Report of the School of Continuing Studies to the Meeting of the
Board for Non-Campus Countries and Distance Education
to be held in Belize on Monday, September 25, 2006
The report covers the period May 2006 to September 2006.
CONTINUING EDUCATION
For the start of the academic year 2006/2007, the School had approximately 800 associate
degree students representing three cohorts registered at 13 Centres in 12 countries across the
region. Students are pursuing associate degrees in Administrative Professional Office
Management, Business Management, Paralegal Studies and Public Sector Management. The
first cohort is scheduled to complete their programme this academic year.
OUTREACH AND PUBLIC EDUCATION
Country Conference Series
The Bahamas conference was held June 8-9, 2006. The keynote speaker for the opening
session was Dr. Doswell Coakley, President and CEO of JTR Group (Management
Consultants). Dr. Coakley spoke on “The Social Evolution of Migration in the Bahamas”. His
presentation highlighted a number of important research issues which should be undertaken to
further elucidate the impact of migration on small island nations. Fourteen papers were
presented on issues related to education, the environment, legal issues, history and gender
issues among others. The list of conference presentations is attached.
UWI SERVICE
Country Consultations
The School has participated fully in the cycle of Country Consultations which have been taking
place across the UWI 12 countries. The Country Consultations have been designed to review
national needs and the mechanisms by which the UWI can make a significant contribution to
meeting them. During the review period, consultations were held in Dominica, St. Kitts & Nevis
and Belize. In collaboration with the Office of the BNNCDE, the Resident Tutor in each country
will serve as the pivot for a working group established to pursue the agenda agreed on.
Restructuring of the Outreach Sector
The School hosted the Fourth Campus Strategic Planning Workshop, June 26-27, 2006 at
Mona. Resident Tutors and Administrative Assistants joined colleagues from the Office of the
BNCCDE, Distance Education Centre (DEC) and Tertiary Level Institutions Unit (TLIU) to
discuss the proposals for restructuring the sector that falls under the BNCCDE. The two-day

workshop was led by Mr. Larry Goldstein, UWI’s Strategic Planning Consultant and Dr. Vivienne
Roberts, (TLIU) Chair of the Fourth Campus Planning Taskforce.
INSTITUTIONAL MANAGEMENT
Staff Conference
The School held its annual Staff Conference, June 26-30, 2006 at Mona. In addition to
participating in the Strategic Planning Workshop, the meeting also discussed the delivery of the
regional associate degree programmes, performance appraisal criteria for Resident Tutors and
new approaches to outreach in the constituencies we serve.
Staffing
New appointments
The following new appointments have been made to the School of Continuing Studies.
Mrs. Carla Harris Pascal has been appointed as the first Resident Tutor, Anguilla with effect
from August 14, 2006. Mrs. Harris Pascal is a Dominican/Barbadian and was educated at the
UWI, St. Augustine where she completed a BSc in Agriculture. She holds an MSc in
Development Policy & Planning from the University of Wales Swansea and an MA in Sociology
& Women’s Studies from Brandeis University. She brings to the University extensive experience
in social research, community development and programme management and evaluation.
Dr. Marcia Potter has been appointed as Resident Tutor, British Virgin Islands with effect from
May 1, 2006. Dr. Potter holds a PhD in Education from UWI at Cave Hill. She brings to the
University wide-ranging experience in education including teaching, educational administration,
curriculum development and programme evaluation. Dr. Potter has been acting in this post
since the academic year 2002/2003.
Adjustments
Mr. Ian Austin has been appointed Resident Tutor, Barbados effective from May 1, 2006. Mr.
Austin who has been on leave pursuing doctoral studies was, prior to his transfer, Resident
Tutor in BVI.
Promotions
Mrs. Cheryl Sloley has been promoted to Senior Administrative Officer with effect from August
1, 2006.
Mr. Lincoln Williams has been promoted to Senior Lecturer with effect from August 1, 2006.
