The 2007 European Attractiveness Scoreboard

Professor Michael Segalla (Department of Management and Human Resources, HEC)
studies the problems of managing people and companies in cross cultural environments. His
research on understanding the economic and political importance of where business processes
are located led directly to his deep involvement with the Invest in France and the Invest in
Germany agencies. The result of this collaboration is the 2007 European Attractiveness
Scoreboard (EAS).
The European Attractiveness Scoreboard is based on joint research efforts conducted over
the past year, and helps investors truly understand the investment potential of Europe. The
first initiative of its kind, the EAS benchmarks the EU as a whole against other leading world
economies and offers a transparent, top-down perspective designed to help foreign enterprises
improve their investment.
The scoreboard consists of a selection of 56 objective indicators based on internationally
recognised statistics. HEC School of Management, Paris and ESCP-EAP European School
of Management, Berlin collaborated to realise the project and Professors Herwig Haase
(ESCP-EAP) and Michael Segalla (HEC) agreed to assist the construction of the new
scoreboard using the highest academic standards to evaluate its objectivity and usefulness as a
business tool.
Professor Michael Segalla continues to work on other similar projects. Alongside Mr. Jack
Anderson (Partner, Ernst & Young, France), Michael Segalla developed The Best in France
Case Study Project. Teams of HEC students from the Specialised Masters, MBA, and the
Master of Science select companies to interview. These reports are entered into the Annual
Best in France and Best in Ile de France Prizes (www.bestinfrance.org) sponsored by the
project's corporate members. Sébastien Huyghe, Député du Nord – Conseiller Régional,
invited Professor Segalla to the French National Assemblé on 12th December, 2006 to present
the results of the project.
