Research Project Statement 16-39 (Deliverable Based)
FY 2016 Annual Program
Title:
The Texas Freight Mobility Plan – A Synthesis of Best Practices in Implementing State
Freight Plans
The Problem:
In 2013 and 2014, TxDOT invested considerable resources and effort to develop the first comprehensive
and multimodal Texas Freight Mobility Plan. This plan was developed in consultation with a large group of
freight stakeholders and under the guidance of the Texas Freight Advisory Committee. The challenge
moving forward is to address the numerous freight issues raised in the Texas Freight Mobility Plan by
implementing the recommended strategies and to invest in freight infrastructure. This research will develop
a framework and recommendations for implementing TxDOT’s Freight Mobility Plan through TxDOT’s
Unified Transportation Program (UTP).
Technical
Objectives:
Researchers will reach out to other state Departments of Transportation that have developed Statewide
Freight Plans to understand how their planning documents are translated into freight infrastructure
investments. This will be accomplished in terms of the criteria adopted for prioritizing freight infrastructure
projects, planning mechanisms used for developing freight projects, identified freight funding, and continued
engagement of freight stakeholders in building public private partnerships required to ensure
implementation of freight projects.
Researchers will identify best practices and will develop a framework and recommendations for working
with the Districts and MPOs on how to implement projects identified in the Freight Mobility Plan.
Researchers will also identify best practices and develop a framework and recommendations for
working with Districts and MPOs on how to develop freight projects to address the additional
needs without associated projects that were identified in the Texas Freight Mobility Plan
during project identification, development, and planning for inclusion in the Unified Transportation
Program (UTP).
This will be accomplished in coordination with the Unified Transportation Program (UTP) group
and the Freight Systems Branch of the Transportation Planning and Programming Division

Proposal
Requirements:
1. Utilize the deliverable based templates (see the appendices provided or in the University
Handbook)
2. Proposals will be considered non-responsive and will not be accepted for technical evaluation if
they are not received by the deadline or do not meet the requirements stated in RTI’s University
Handbook.
3. Proposals should be submitted in PDF format, 1 PDF file per proposal. File name should include
project name and university abbreviation.
