Partnership Investment Funds
Funds are available to advance Extension's strategic initiatives particularly in the Portland Metropolitan
area. Successful partnership projects will in the long term generate additional investments to expand
current program areas or generate new ones in colleges or units not already leading Extension
programs. Funded Partnership Investments may include projects/programs located elsewhere in the
state; however applicants must identify mutual benefit to the metropolitan area. Partnership investment
funding will be provided for up to $100,000 per project for up to two years.
Criteria
1. Addresses 2006 Extension metro priorities based upon a priority needs identification process
informed by Portland breakfast focus group meetings and/or other relevant assessments.

2. Products. Generates deliverables (products, models, educational materials, events, etc).
3. Outcomes. Contains specific measurable outcomes and anticipated impacts. Includes impact
evaluation and reporting.
4. OSUES Goals. Advances the OSU Extension Service Strategic Plan.

5. Investment. Leverages resources and/or partnerships. Partners must demonstrate a minimum
of 25% level of cost-share for the duration of the Partnership Investment Fund period.
6. Leadership and Partners. Endorsement by the relevant dean(s) and identification of a faculty
leader who will serve as the person responsible for oversight. Identification of relevant non-OSU
partners.
7. Connections. Connects to and contributes to the appropriate scholarship base.
Process




Pre-proposal Extension Executive Team will prioritize (2-page) pre-proposals submitted by
September 1, 2006, in consultation with the Extension Cabinet.
Budget Review - Successful pre-proposals will be reviewed by director of operations for
any budget modifications needed
Final Proposal - Modifications will be completed and finalized for approval by Extension
Executive Team October 2, 2006.
Allocation - Target date for budget allocated to approved proposals--October 2, 2006

Format (Two pages maximum):
 Title of Project
 Principle Investigator and Partners Identify PI and partnering organizations, agencies
groups, etc. and contacts. Identify partner roles and responsibilities.
 Situation: Briefly describe relevant background information, the current situation, and the
target audience. How was the need/issue identified (Portland breakfast, other process)?
 Identified need: Describe the need/issue. Has this issue/need been addressed before? If
so, what was the outcome? How will this project build on or expand previous activity?
 Planned outcomes: What are the project goals? What impacts/outcomes will result for the
target audience? How will these outcomes contribute to the Extension Strategic Plan?
 Description of proposed activities: Provide a timeline for the project which includes major
activities or project phases with start and ending
 Sustainability – Describe intent to sustain project and appropriate activities following
conclusion of requested Partnership Investment Funds.
 Comprehensive budget amount requested and committed matching funds.
