Program Assessment

CIS has turned in assessment plan; still need plan from English. Would like to having findings from the fall turned in
soon.
CARRY OVER ITEMS
1.
Hazardous waste training - December 1, 2013 - deadline
Patrick
OSHA requirement to complete. Patrick will resend list to deans of who still needs to do this. Martin reminds every
one of the federal requirement and possible fines if this isn’t addressed.
NEW ITEMS
1.
Institutional Research update
Doug Olney
Doug shared the information about students taking online credits outside of BSU. More students from outside of
BSU are taking BSU credits than vice versa. Spring enrollment will be on target with the budget.
2.
Payment of faculty for Study Abroad experiences

We will no longer pay faculty at the misc rate for courses offered as part of a study abroad experience. This
information will be shared with faculty by the deans.
3.
Proposal for Student Course evaluations (revised)

Patrick is requesting feedback for proposal to use IDEA evaluations or alternate approved course eval for all courses
with over 20 students. Draft proposal will go to Meet and Confer at the end of Jan.

Advertising for positions - most ads are 60 day - do we want to continue with the 30 day window?

Most ads we pay for run 60 days but we only run them for 30. Can we list ads as “open until filled”? Would like to
invite MaryBeth to come in and talk about this. We have the wording to use and wish to use it on vacancy notices.
5.
Course credits for laboratories for load reports- following up on a fall conversation.

Attempt to make load reports accurate when they are sent to faculty for review; assign credits for labs to add them
into load reports initially.

Current practice, but no written policy- each award of a major, minor, etc. requires at least one
unique course- should we have a policy?

Practice is that student needs at least one unique course to earn an award; each award should have some
distinctiveness. Interest in drafting a policy to formalize this and include language in the catalog? No objections.
Draft will be ready for next deans council meeting.
7.
Mid-year evaluations

Martin requested mid-year evals for new deans for them to get some feedback from faculty/staff within their college;
deans can develop own or Academic Affairs will provide. Suggested working with Beth Jensen if they would like this
to be administered online, and it will be anonymous.

MnSCU Vice President Academic Affairs
Martin
Chancellor exercised his contractual right to move John O’Brien into a permanent appointment. MnSCU is providing
WebEx opportunities to comment.
9.
MnTC and articulations
Martin
Trying to get an audience with MnSCU articulation specialist (Louise) to share concerns. For example, waiver
requests from CCs and TCs for number of credits required for AAS degrees. How can we be proactive in terms of
working with students who are transferring in over 2 years of credits into a 4 year program? Can’t change what they
do before they get here. How do we address development needs of transfer students with a number of credits
already completed before they come to BSU? Deans will bring issues that need to be taken to Louise to Martin.

Common Course Outlines

69% of BSU courses have a common course outline completed as of last spring. MnSCU is requesting ALL courses
have a completed course outline. Patrick attached a list of courses that still need this info – not all courses are
currently offered. Also attached a template to complete. HLC also needs this as evidence that outcomes are
available for all courses. Michelle can assist with this process – can also forward syllabi and this information can be
pulled. Due July 2013; and this is January 2014.

Bemidji Public School 5th Graders Field Trip

Let Martin know if there are any conflicts with this proposed date and schedule? Would like to move from April to
Feb – enough notice to make the move? Martin will respond – want to do this, not sure the date can be moved up at
this point; but will re to James.
12.
College Bottom Dollars
Patrick
Question about increase in request for bottom dollars needed based on new faculty lines that are being added for
next year. Requests based on need for course sections vs historical offerings. Carry forwards will decrease in the
future as budgets get smaller initially. Patrick requested updates from each dean; ideally looking for decreases to
instructional budget that result in the least amount of credit decline. Discussed potentially holding a few positions in
the MAP that have not been posted yet, for a year, as a cautionary plan.

PEDL and FasTrack Programs update
Jim is looking to add another faculty position to this program from program revenue.
