BSUFA MEET AND CONFER AGENDA

OPENING QUERIES

UPDATES
1. Facilities update – nothing to report
2. Positions update – nothing new to report and they are coming through as scheduled (Tadlock) Tom F
– did we get the retirement letters? Tadlock, yes. Jeff – if retirements occur, it impacts departments.
3. Budget update – Tom F, you did a nice job at the forum. Maki distributed a handout regarding the
budget. The budget forum was recorded and you can watch the video to learn more details. For
projections, for 15, we reduced our budget by just over one million dollars. These reductions
occurred through sweeping carry forward and holding the CIO position. The projections for FY 16
were discussed. Maki discussed a few of the open forum details. Maki spoke about the breakdown
of our enrollment and how it impacts our budget/revenue. The amount of tuition discounting will
triple between FY 14 to FY 17. Rod H – asked a question about BSUFA and MSUAASF travel was
decreased, why? Maki – I was estimated carry forward and this figure is pre-determined.
4. Campaign update – The campaign is plunging along and there is nothing new to report.
5. Enrollment update – Nothing new to report. Parker will send AAR schedule to Ueland.
CARRY OVER AGENDA ITEMS FROM 10-29-14 MEET AND CONFER
1. Year-long scheduling

This was taken to the BSUFA Senate. The departments will bring their feedback back to the Senate
around the first Monday of December.
2. Convocation meeting hour – Thursday @ 3:00 pm

Final recommendation will come from the Senate meeting in December.
3. Carry Forwards

This has been acted upon and the money has been managed.
4. Strategic Enrollment Management Plan
James Parker
The use of adjuncts will be motioned. This has long-term ramifications. The use of adjuncts might
cause problems. Rod H – there were many things that might require more administrative positions.
It seems like the totality of expansion of administration. This causes concerns when we have a low
faculty/student ratio. Tom F – there needs to be a way to coordinate faculty activities. There are a lot
of goals and some duplication. There needs to be a priority list. Goal Area 6 – we need to engage
the Native American Community. Tom – CRM software – it can be expensive and it was cutting edge
a decade ago. There is some debate as to whether they are effective or not. Parker – to be clear the
plan does not ask for more administration. That is not in the plan. Tom F – by that I mean that it
appears that the university will need more staff to implement the plan the way it is written right now.
5. Expenditure / Funding information
a. International Initiatives
i. CIEE grants

Jeff U – recap of the last BSUFA Meet and Confer agenda – Tadlock – I put up a budget for the last
three years on the provost blog. The numbers are there and you can go view it. Tadlock will hold a
campus forum coming up to discuss International efforts. Tom F – does an in-kind contribution get
counted as revenue? It would be good for Tadlock to breakout the dollars spent on travel? Also,
how is CIBT reimbursing faculty – direct or through BSU? How much of the China piece is being
paid by CIBT and how much is being paid by BSU? Tadlock, it is all on my blog, go look. Tom F –
Phukan teaching arranged courses and how is this money fenced? Is money being reserved and
only restricted for International money? Tadlock – Phukan is setting up the visiting faculty program
and teaching courses as ARR to fund his travel. We are making all international recruiting efforts
self-sustaining financially. Tadlock is projecting 170 students in the fall.
BSUFA – are there agencies involved? Tadlock - Yes, ABC in Nepal. We pay $500/student for their
services and have a long standing contract with them. It was not pushed the past few years but
Sanjeev re-established the relationship last year so we could have up to 20 students from Nepal next
fall. Rod H – what is up with the Nepalese students? They are difficult to work with. Tadlock – I am
not aware of that. Rod H – I have had students from Nepal in the past and they just don’t do well.
Tadlock – They are required to meet the same admission requirements of any student on the planet
planning to come to BSU plus they must meet the English proficiency requirements. I am not aware
of any problems specific to students from Nepal.
CIEE Grants – Tadlock, we will not have these available this year. Due to protecting the carry
forward for the colleges and departments, we took down everything we could from academic affairs
to meet the deficit. There was about $12,000 left in that account.
AGENDA ITEMS
1. No confidence vote in the chancellor
Jeff Ueland
BSUFA took a vote of no confidence agents Chancellor Rosenstone. It passed. Ueland – thank you
for supporting the faculty voice.
2. Hagg-Sauer update

Moves would occur by fall 2016. In the summer, we will hire an architect. Ueland – if this was
funded, when would we move forward? Maki – at the earliest, fall of 2016.
3. NTC update
Jeff Ueland
Hanson – we are still waiting on the HLC. We have made the notifications of the
position cuts/faculty cuts. The budgets are delicately balanced. In January,
we will begin the marketing of a new name.
4. Certified Audit
Jeff Ueland
Tom F – can we get a copy of the certified audit? Maki – it will be official next week. The other item tied with
the audit, will you share the higher education index for MnSCU?
5. Hiring check list
Jeff Ueland
Ueland – there are things faculty like and some areas where faculty would like to see some adjustment.
Keith M – the typically two finalist are invited – two is really getting pretty slim. Tadlock, we are hoping
faculty would go through the checklist, this would clear up the questions prior to coming to campus – this
would ensure there are two viable candidates. Keith M – you are really rolling the dice and limiting yourself
for a failed search with only two candidates. Tadlock – you bring two here, and if you do not like the top
two, you invite the third. Ueland – will this be the same for Deans? Tadlock – yes, only two will be brought.
Ueland – you can scare people away by asking too many questions before hand. Tadlock – you can invite
three to campus. We need to be more efficient. Keith M – how much time is going to pass by utilizing this
process? The good candidates are going to be gone. Marybeth – yes, this is possible. Ueland – plus the
way HR and AA make us rank the candidates, this could be difficult. BSUFA - Is it possible to streamline this
process? It is a six page document and it is ridiculous that we have a six page document to hire a faculty
member. Tadlock – we have a complicated system. Marybeth – we are looking at all the things we do and
some of the things only take two or three minutes. Ueland – is this a checklist or a new policy? No
response. Ueland – informal reference checks, solidifying this as a policy seems problematic. Ueland – if
someone does not sign the form to allow off-reference jobs, are they disqualified from the process? Tadlock
– no. Ueland – this is scary and I think there needs to be significant considerations as we move forward.
Ueland – inserting the Deans too early sends the wrong message.
6. Library

Ueland – how is the relationship happening? Are the Libraries being merged? Are BSUFA members going
to be sent to NTC to work the NTC Library? Tadlock – there is a Library Technician at NTC and the NTC
Library will be closed. The NTC employee has rights to the position at BSU. BSU will have to assume some
responsibility for the NTC Library. Ueland – what will that do on a staffing situation? Maki – the Library
Technician is a replacement, not a new position. BSUFA – NTC Nursing cannot access the BSU library
online, can this change? Tadlock – will have to research. Ueland – digitizing the library does not make it
simpler, it is going to take more time, more professional staff to create the outcomes we want. Tadlock – the
library is in conversation about their staffing and the changes with NTC and we have not made a push to
more digitized.
7. RMRW switch to MnSCU Designed program
BSU has made the decision to utilize the MnSCU program.
