CARRY OVER AGENDA ITEMS FROM NOVEMBER 12, 2014 MEET AND CONFER
1. Year-long scheduling
BSUFA made a motion – Jeff will email document
Jeff Ueland
2. Convocation meeting hour – Thursday @ 3:00 pm
Jeff Ueland
BSUFA Senate – did not have an interest in creating a convocation meeting hour. Tadlock, did you
discuss the benefit to students and student organizations. BSUFA, no, this was not discussed. Tadlock,
maybe you should check that.
3. International Expenditure / Funding information
Jeff Ueland
BSUFA –information is being posted on the blog. BSUFA believes the information should be brought to
Meet and Confer in an official capacity. Tadlock, I will clip the budget slide and bring it here then.
4. Hiring Check list
Jeff Ueland
BSUFA – BSUFA and Tadlock have been exchanging emails on the topic. BSUFA Senate Meeting – there
is a lot of hesitation on off the record reference checks. BSUFA wants to ensure the quality of the off lists
checks and these should be done by the committee, not the Dean. BSUFA feels strongly that three
candidates should be brought to campus, not two. The off-list reference checks must be done equally, if
we do it for one, we should do it for all.
5. Library
Jeff Ueland
BSUFA – we are hearing information the Library might be combined and/or the NTC Library will be closed.
Guilfoile, one of the library technicians retired and an NTC technician was transferred to the BSU library.
The new technician will spend a day or two a week at the NTC Library.
BSUFA – is there an expectation for the BSU Library faculty to go to NTC? Guilfoile, no.
BSUFA – is it the expectation we will maintain separate library collections. Guilfoile, this is a work in
progress but at this time, yes. Griggs, some of Ann Campbell’s duties have been reassigned to other
NTC staff.
NEW AGENDA ITEMS
1. Proposal for scheduling guidelines, determining classroom assignments Attachment Patrick Guilfoile
Guilfoile – this has gone through a few conversations with the Deans. The goals are on the attachment.
The main change is to try and schedule Tuesday and Thursdays to increase course options. The other
proposal is to try and ensure that courses fit those schedules, specifically liberal education courses.
BSUFA – when do you want this implemented? Guilfoile, we would like to have this implemented for Fall
2015.
Guilfoile, we understand the value of getting faculty feedback but we also have the ten day window. The
response times makes it very difficult. Tadlock, can you do this with BSUFA via email. Ueland, we will
try.
2. Roles – Academic Affairs
Jeff Ueland
BSUFA – faculty are not always sure who the Academic Affairs contact is. Could you prepare a list of
who to contact within Academic Affairs.
Tadlock – what are they asking for? Assessment – Guilfoile: ITV Money – Guilfoile, less than $100 will
remain with the Deans. Guilfoile…IR, Library, Registrar. Tadlock, few faculty come directly to us but if
they have a question about this, have them contact me.
3. Fac / staff email sources
Jeff Ueland
BSUFA – we are not sure where faculty/staff emails originate. We believe there should be a distinguished
sender. There should be some association of who is sending the emails. Parker will check with Faust.
4. Arranged Courses
Jeff Ueland
BSUFA – how do arranged courses work and how are they being defined? There was a grievance last
year and the Administration stance was the arranged courses should not be compensated if they do not
follow the course scheduling outline.
Tadlock – a faculty brings an arranged course forward to their Dean. The faculty member is not
compensated unless there is an agreement with the Dean. It is not the same as an Independent Study
Course. The faculty must bring this to the Dean for approval
BSUFA – last Meet and Confer, Tadlock stated that arranged course tuition is being held to fund
International efforts? If this is happening, is this available for all faculty? If so, how can faculty have this
type of opportunity?
Tadlock – I thought this was discussed already? The budget has been requested and given by Maki.
Professor Wood has been doing this through Business for years for accreditation funding. This is not a
fee.
BSUFA – is the money earmarks similar to 80/20? Maki, no.
BSUFA – maybe there are individuals that could come up with very good projects and want the same type
of arrangement that Phukan has. This is a slippery slope and fencing off money. If there are
opportunities for faculty to bring forward, we would like to share it with faculty.
Tadlock – we have not had a discussion about this and it is not a common practice. The priority on this is
to recoup money we would not otherwise have for specific university priorities.
5. MnSCU related surveys
Jeff Ueland
BSUFA – faculty have been getting surveys about rebranding MnSCU. It is not being sent from a MnSCU
account and we do not know what it is.
Tadlock – could you send us the survey?
6. Faculty computer replacement
Jeff Ueland
BSUFA – what is happening with the computer refresh? There are some faculty that have more than one
machine, can faculty keep more than one machine?
Griggs – there was a survey that was sent out yesterday regarding faculty preferences. We are going to
order some demo machines and set-up some demo machines where faculty can preview the machines
and give some feedback. We are working on the timing of when the machines will be distributes. The
survey preference has been to replace the machines during May and summer term. This is not a fiscal
year issue but rather a convenience issue.
Griggs – when you get a new machine, you turn in your older machine.
BSUFA – some people are trying to keep old machines and some departments have multiple machines
that have previously been purchased.
BSUFA – could we get a sense of the printing savings list? Maki – we are not even at the tip of what we
could really save. If we went into the next phase, we would actually save substantial money.
7. Faculty laptop refresh survey
Same item as number 6.
Bob Griggs
8. Load Sheets
BSUFA – thank you for getting information to the faculty.
Jeff Ueland
Guilfoile, if there is a better process, please let us know. If we can address other concerns without
spending a significant more time, please let us know.
9. List of Directors
Jeff Ueland
BSUFA – in the contact, it states there is a reporting mechanism regarding faculty who are assigned as a
Director. It is to be sent in April. We just want to begin the dialogue.
10. Emailing class absence lists
James Parker
Parker – we cannot send class absence list via the fac/staff list servers. A faculty member can write an
individual letter for each student and have the student give the letter to their faculty or they can
individually contact other faculty.
11. Other
BSUFA – a number of chairs in a department have complained about reporting student complaints for HLC.
Tadlock, the Deans will deal with this, not the chairs.
BSUFA – arranged courses – in arranged courses, is it happening that faculty who are assigned as a faculty
of record, that faculty member is grading, teaching, etc.? If this is being done, it is a contractual issue.
Tadlock – if this is a contractual issue, then it is a problem. We do this for every study abroad program. We
do this with South Africa, China and all study abroad programs.
BSUFA – what do we know about these people who teach the courses at the distance site?
Tadlock – the faculty are vetted by the departments and approved so it is a department issue.
Tadlock – we would like to see something come to this meeting that is conferring about meaningful and positive
initiatives that could impact campus life in some way. This feels like an audit and I do not feel like this is
what is meant by Meet and Confer. We are missing the confer piece.
BSUFA – we are working on this. We will bring something forward. However, the “audit” feeling comes from recalibration and the feeling that faculty are a cost measure and that we are being audited as well. This stems
from a concern related to where the money goes overall at the university and that academic affairs is
underfunded. This is not a chasing of pennies and dimes. On the initiative side, we have some ideas. We
are seeing more of this type of activity.
