PEC Program Review Committee Meeting Minutes Wednesday, February 6, 2013 Hill Hall 314 2:00-3:30 p.m. Members Present: Jamaine Abidogun (CHPA), Roberta Aram (Chair, COE), Brenda Goodwin (CHHS), Daniel Hellman (COAL), Kurt Killion (CNAS), Glenna Vanderhoof (COBA), Rebecca Woodard ex officio (Chair, PEC) Members Absent: Kim Finch (COE) Chris Craig (head of the PEU and MSU Associate Provost, faculty and academic affairs) 1. Call to Order 2. Announcements: there were none 3. Approval of Minutes from last meeting: the minutes were approved as presented 4. MoSPE process update:---PRC members were asked to present to the chair by Wednesday, February 13, 2013 a report of the percentage transition to MoSPE for each program for which they serve as a liaison from PRC. The chair will aggregate these data and for a progress report to the PEC in February. Dr. Chris Craig volunteered to consult with the Student Teaching handbook committee during the annual revision process to assure that document is transitioned from addressing MoSTEP to MoSPE standards. Websites that include references to MoSTEP standards must be updated over time. No plan was offered to undertake website transition. A plan for transitioning the efolio from MoSTEP to MoSPE was summarized and supported by PRC. This plan will be presented to PEC in February. In brief, MoSPE will go live on efolio on June 1 based on work by COE technology staff during the spring 2013 semester. In Fall 2013, all programs are expected to shift to MoSPE in efolio. MoSTEP and MoSPE will both be an option in efolio until August 2014 to accommodate, at the discretion of the program, students nearing the end of their program e.g. checkpoint 3 prior to Aug. 2014. STEPS will not be transitioned to MoSPE at this time. In materials addressing wider audiences, such as efolio, STEPS, student teaching handbook, secondary and graduate core courses and assessments, MoSPE should be coded using a 1 digit number signifying the standards (rather than a 2 digit number indicating standards and performance indicators.). 5. Accreditation Director job description should remain on the front burner in PEU/PEC, COE and other colleges. PRC members should take every opportunity to participate in those discussions focused on filling this role in college meetings, PEC, and relevant PEC committees meetings. 6. Data Distribution system that is being developed through PEU/PEC will provide programs with program-specific data for the PEU Data Day, April, 15, 2013. Programs are expected to review these data and use them to plan and carry out appropriate program changes. These data and subsequent program changes should appear in internal program reports submitted to PRC on a three-year rotation. These data for Spring 2013 should include but not be limited to: Program data summaries provided to the head of the unit at the DESE unit review in November, 2012. C-BASE data PRAXIS II data Enrollment data Diversity data Disposition data 7. Program Reviewer Process was further clarified in terms of the intent, outcomes and location of archive of results. Based on questions by the pilot program review writer, it was determined that COE programs that include wide-ranging content across several core curriculum areas (ECE, ELE, SPE, MS, etc.) should address MOSPE and their SPA standards in the report rather than MoSPE and content standards. Secondary and K-12 programs should address MoSPE and DESE content standards in their Program Review. Programs should include three “applications” of data for each data set in their program report e.g. 1 ½ years of data generated and aggregated each semester or 3 years of data generated and aggregated once a year. The program review cycle for each program will conclude with the PRC presenting recommendations to the program based in its review of the program review report. There will not be an “approval” process. The final report of program recommendations by the PRC will be archived in the PEC office. The ECE program review report is progressing and will be forwarded to the PRC chair by early March. PRC will review the report at the March 20 meeting. PRC will complete and evaluate the first trial of the internal program review process before generating the three-year rotation of PEU program for review. 7.
