New Programs - http://www.alaska.edu/research/sac/new-programs/ - some UAF program deletions pending, UAA may have one program deletion, UAS AS degree proposal possible. IV. Old Business A. Revised 10.02 Academic Administrative Organization - attachment – Best advice from UA SW is to keep the orange units in regulation because units therein often use this status for budget decisions. The “C” label could be attached to these indicating that a Chancellor is empowered to move or delete (no additions) a unit. Each MAU should recheck whether items can and should be eliminated from regulation. a. Delete UAS Ketchikan Metlakatla/Craig Student Services b. Delete UAS Ketchikan Klawok Center c. Delete “The existing policy is too cumbersome…” statement on page 2. d. Mark Myers will decide which research centers to include in regulations. e. Dana will draft a process statement and action request for creation of new centers f. Corrections send to Susan Henrichs B. eLearning update – in the works – Gwen Gruenig will send draft versions C. Dual credit policies and practices - Saichi Oba – delayed until December and meet with SSC and SALT to discuss this and tuition issues. We need to discuss early college courses as to whether these are college courses or not and distinguish tech-prep from dual credit. Send copy of all three dual enrollment policies to SAC. A common dual enrollment policy and practice is desired. Faculty Alliance Proposal related to the following: a. Alignment of placement cut scores across MAUs and the expiration date for such scores –Alliance will send out current table of all cut scores – and math will discuss – including expiration period. General support for common placement scores across system – even though what counts as collegiate and preparatory may differ at the MAUs. b. Alignment of general education requirements; uniformity, transferability, and intended learning outcomes – Robert in contact with AACU about a proposed meeting in January 2nd weekend – he sent a broad stroke budget proposal to Dana. E. BOR December meeting a. Motions i. UAA Bachelor of Science in Health Sciences including Health Educator Track, Pre-professional Track, Occupational Therapy, Physical Therapy, and Pharmacy Baker ii. UAS Associated of Applied Science (AAS) in Law Enforcement – Caulfield iii. UAF MAT Biology deletion - Henrichs b. eLearning update – Thomas/Gruenig c. Research presentation – Myers (coordinates), Wisniewski, and Sousa 1 d. Presentation on metrics to coincide with SDI themes (including UA programs contributing most student credit hours – AGB graph) – Gruenig and Thomas e. Report on Alaska Teacher Education Consortium – Caulfield f. Unmanned aircraft center proposal UAF - Myers IV. New Business A. Differential tuition for units that have unusually high faculty salaries – Susan Henrichs - delayed until December and meet with SSC/SALT to discuss this and other tuition issues. UAF SOM and SEM have suggested higher tuition because faculty salaries in those units are substantially higher than other programs; their graduates have good employment. Nonresident surcharge will also be addressed in this discussion. Saichi will send out a list of questions to MAUs to gather perspectives in advance (include program specific tuition issue). B. UAA proposal for Japanese Center (approved) and Ethics Center (approved) – Baker Some hope for further UAF-UAA collaboration on Japanese Center. Mining Group will reach conclusion of center proposal from UAA and from UAF (name change). Logistics missing from UAA mining center proposal; Myers suggested a single center. C. BOR request for a common format for program review reports -volunteer to propose a common format? delayed until December. Bear Baker will propose the common format for December meeting. D. BOR policy and University regulation review - attachments a. 10.06 Academic Program Review – Susan Henrichs and Dana Thomas – discussion of common and coordinated assessment for general education/related instruction. Cathy will bring a proposal for common general ed assessment ideas for December meeting. Section on coordinating assessment and reporting on assessment will not be deleted. Other revisions are noted in revised version of 10.06. b. 10.04 Academic Programs – Susan Henrichs and Karl Kowalski – separate section on eLearning is needed and many of the requirements need revision. Other changes will be noted in the revised 10.04. Have Karl come to November meeting to address eLearning policy suggestions. E. WICHE State Authorization Reciprocity Agreement – Caulfield – attachment – run by General Counsel – who is Alaska’s WICHE rep? Dana will talk with them directly about this. F. November SAC meeting items a. Fred Villa would like SAC to review the UA 5-year Career and Technical Education Plan V. Information items A. Reminder – Help get feedback from governance on SDI themes, bullets and questions (priorities, MAU specific versus UA wide issues, etc.) to Paula Donson by November 30 B. Reminder - Negotiations with UNAC and ACCFT- Input to be sent to Rhonda Oomsrjooms@alaska.edu V. Your issues/ideas Alliance – faculty considering recommending a faculty regent Should the research presentation be to the full board? AS&A only – Dana will discuss with Regent Powers Rick provided a Fisheries, Seafood and Maritime Initiative update. A small set of commonly accepted proposals forwarded for FY14 budget consideration. However, industry sees a 2 need for a broader more comprehensive plan. To date the process has been insightful and useful and is looking at what will work across UA system. 3
