Review of August 15 SAC summary – No concerns on summary - II. New Programs - http://www.alaska.edu/research/sac/new-programs/ A. UAS Associate of Applied Science (AAS) in Law Enforcement – UAA suggested revisions are okay with UAS. No objections to moving this new proposal forward. B. Deletion of MAT degree in Biology at UAF – No student demand; no students enrolled in the past several years. Recommended for deletion by biology and wildlife program and approved by UAF faculty senate and Chancellor. Most students now pursue MEd. No objections to deletion from SAC. C. UAA proposal to change name from Department of Public Administration to Department of Public Administration and Public Policy. No objections from SAC for this name change. III. Old Business A. BOR September meeting a. Vet Tech program – Talis Colberg b. Approve new UAA programs in Legal Studies (minor, BA, AAS, Certificate) c. Approve new UAA programs in Retail Management d. Program review update e. eLearning update – delayed until December meeting – give provosts eLearning funding opportunity from VPAA soon. Need to engage the community campus directors in the eLearning collaboration discussion. Are we done with the legislative distance audit reporting requirements – perhaps we need a final letter to the legislature. Course management system discussion ITEC, e.g., Blackboard, needs input from SAC. Distance course selection is by MAU/campus only not across all UA – and program list available by eLearning is not up to date or maintained. f. Report on dual credit policies and practices by Saichi Oba – Regent Fisher request – watch for public testimony on this. Is a parent guardian signature required for a minor taking UA courses – is this consistent across UA? B. BOR policy and University regulation review a. 10.02 Academic Administrative Organization – attachment What has been the result/outcome of D-level work? Add UAS Alaska Coastal Rainforest Center to regulations Add Department of Veterinary Medicine to UAF – CNSM - regulation Change name of UAA Department of Public Administration to Department of Public Administration and Public Policy Add UAS Center for Mine Training - list in regulation Discussion of what belongs in policy and what belongs in regulation. We started with comments written on the first page of regulation as follows [S. Henrichs comment: I recommend that “academic units” be defined as those units in which: “faculty hold 1 tenure or those which . one or more degree or certificate programs. To me this seems the main reason for approval of additions and deletions by the president. In research units, subunits come and go quickly and many listed here are small and have no tenurable positions. Also policy and regulation don’t explicitly address moving units from one administrative home to another. Perhaps this is considered a major revision; however, it’s often done for reasons unrelated to program performance. Megan Carlson comment: Recommend term or tenure track faculty, units that grant degrees or certificates, centers and institutes with research and/or outreach (to include Alaska Small Business Development Center).]” SAC agreed that Dana will check D-level budget issue related to policy and regulation – get this to SAC then we will make decision on whether to eliminate orange colored elements in regulation. Each MAU will be asked to recheck whether additional items can and should be eliminated from regulation. C. Alaska Teacher Education Consortium Meeting – review of outcomes – Caulfield –Good listening session input (30 in room, perhaps 20 more on the phone). Group will meet roughly twice a year. Focus on collaboration, incorporating culture into curriculum/prep, sharing high school to college path way for teacher prep, and pathways for teacher aides. Need to engage more superintendents and principals in discussion. Many of the changes will take time to accomplish so unlikely any major progress in a few months. D. BOR December meeting a. UAA Bachelor of Science in Health Sciences including Health Educator Track, Preprofessional Track, Occupational Therapy, Physical Therapy, and Pharmacy b. FY14 Budget Development Update B. Strategic Direction Initiative – next steps – attached bullets and questions – your help needed C. Faculty Alliance Proposal related to the following: a. Alignment of placement cut scores across MAUs and the expiration date for such scores b. Alignment of general education requirements; uniformity, transferability, and intended learning outcomes Alliance leaders noted that these are ideas under discussion not in proposal stage yet. Expiration dates also an issue needing discussion. Dana was asked to share the work on English underway – ask the reps from each MAU to speak with their faculty senates – copy the provosts and alliance leaders on correspondence. An Alliance group will be proposing a general education institute soon – likely in Anchorage – work in progress. ELab task force update – before the UAF faculty senate & approved with some changes, UAS approved it in May with a few changes, before UAA this fall. Timeline is a major element – 2014 looks like implementation. Review of learning outcomes for each related course could bog down the process so UAA likely to suggest changes to draft expected. D.
