ELECTRONIC SECURITY SYSTEMS
Scope:
This policy applies to all employees.
Definition:
Electronic Security Systems means any equipment, material or software purchased,
leased or licensed by the college that uses electrical current with a purpose, in whole or in
part, of protecting persons or property (whether real or tangible) at a college-owned or
leased facility. Electronic Security Systems includes, but is not limited to, access control
systems, electronic locks, alarm systems, panic buttons, surveillance systems and camera
systems.
Policy:
The procurement of Electronic Security Systems shall require the approval of the
Director of Public Safety as well as all other approvals required by college policy. The
Department of Public Safety shall be responsible for Electronic Security Systems
purchased after the effective date of this policy.
Notwithstanding the foregoing, an Electronic Security System can be purchased by a
department other than the Department of Public Safety provided that the Director of
Public Safety has reviewed the requested purchase, that the other department shall bear
the responsibility for that system, and upon the written agreement of the Vice President
and General Counsel and the applicable division head.
Procedures:
Departments with requests for Electronic Security Systems should contact the Director of
Public Safety to discuss the need, identify potential solutions, and assist in any necessary
needs analysis, engineering, or development of specifications. Departments are
responsible for discussing such requests with the Director of Public Safety sufficiently in
advance so that funds can be requested during the college’s regular budgeting cycle.
The Department of Public Safety shall consult with a designee of the Vice President and
Dean of Leonardtown or Prince Frederick for systems for those campuses and, as
appropriate, input from a designee of the Information Management Team (IMT) and
Physical Plant (FCL).
