Contact details page 24 Feedback on consultation about new East Lothian Community Hospital 2015 2 Introduction In May 2015 a consultation on the plans for the new East Lothian Community Hospital took place with the public in East Lothian. Public events were held across East Lothian. Other group consultation events were also held with a number of community groups. The community group consultation events were targeted at people in the community who would be less likely to attend the public events. There were two parts to this consultation: 1. We asked your views on the draft design plans for the new hospital as part of the planning process. A report was written giving details of how your feedback influenced the plans for the hospital. This is the Pre-application Consultation Report (PAC). The PAC report was submitted along with the design plans for the new hospital to East Lothian council planning department in October 2015. The PAC report is available online www.nhslothian.scot.nhs.uk/elch 2. We also asked for your views on specific aspects of the design and use of the new hospital. These were: reception and public areas, quiet space, hospital grounds, how community groups might use the non clinical space ‘out of hours’ and the grounds. This report contains details of what people said when asked about specific aspects of the design and use of the new hospital. Feedback on consultation about new East Lothian Community Hospital 2015 3 The summary of responses are below: You said Open plan centre reception on entrance Reflection/memory space Points of interest for dementia patients We did We have designed the facility with one point of access and immediately on entering there will be a manned reception desk We have created space of the main entrance for a large Reflection Area and an enclosed court yard. We will include areas within wards for patients to wander, with different and interesting destination points which meet dementia guidance. Water cooler/fountains All patient areas will have access to fresh mains drinking water Outdoor gym, walking, cycling routes, community gardens The therapies department have an external garden that will be used for patient exercise and rehabilitation. This area also be used by visitors. It is proposed that there will be routes for walking/exercising around the boundary of the site and linking with the council pathway at the old railway line. These spaces will be open to the wider community as well as staff & patients. Road screening Where appropriate there will be bushes and trees to ensure the rurality of the setting is maintained and roads and parking softened. Mens shed project Paths Walking routes; circular routes with mixed height seating, with handrails and wheelchair accessible Weather proofed paths We took note of people and groups who said they would be interested in developing the outdoor space and will involve them in these discussions. Hold competition for schoolchildren for designs of a hospital Feedback on consultation about new East Lothian Community Hospital 2015 5 Reception and public space We asked you for your views on the reception and public space “Public space needs to be welcoming and not like an airport like Musselburgh Primary Care Centre” East Lothian Community Care Forum event You said Open plan reception area that is always staffed by helpful, knowledgeable person to greet and direct people Wheelchair accessibility to all areas including bathrooms Spare wheelchairs Information Information/Resource area where people can access info about their illness and discuss Notice board for local information etc and bus timetables Screens for important information We said There will be a staffed reception desk run by hospital administrative staff and volunteers. The hospital will be wheelchair accessible. Wheelchairs will be made available in the main reception area beside the front entrance. There will be a third sector hub providing a base for Carers of East Lothian (CoEL). This area will also be used to support other third sector (voluntary) organisations. The use of the hub will be agreed at a later date in discussion with CoEL and other third sector organisations Facilities Cafe (social enterprise/non-profit) Food and drink facilities outside core hours Water cooler/fountain Roots n Fruits Local shops Library, reading materials: books/magazines Newspapers available free or to buy Pay phones, computers and ATM Hairdresser There will be a retail space available in the entrance area There will be a café open to all Space will be available for a ‘roots n fruits’ or other health and social care related stalls or displays. We said We will make sure that signposting is dementia friendly and suits the needs of people with learning disabilities. We plan to involve people who use services in discussions about this. Decor Bright fresh decor Indoor plants/ flowers Local art works /exhibitions Toilets We hope to work with local artists. An application will be made for grant money to support art within the new hospital. Yes, there will be a range of toilets across the hospital. Toilets large enough for parent and child to be together Auto flush for hygiene It is not known at this stage if there will be auto flush toilets. People with children Baby changing facilities Area for breastfeeding mums Play area for children – a soft play area – a basket of toys in the corner is inadequate Baby changing and breast feeding areas will be provided Child friendly equipment and seating will be provided in the waiting area There will not be a dedicated play area. An arts professional will be attached to the project soon. They will develop points of interest. There will be seating to support people with poor mobility and other needs Flooring will be non slip. Flooring will be made of material that is easy to maintain. There will be a range of appropriate lighting for clinic areas. Non clinical areas will have interesting and decorative lighting. Feedback on consultation about new East Lothian Community Hospital 2015 8 Quiet Room We asked what you would like to see within a quiet room You said We said You said Environment: Space Space to reflect and remember loved ones It will provide a space for quiet or worship. To allow worship following different traditions Space for prayer mats The room will open onto a garden area for reflection. Access to a garden Environment: lighting This will provide a view and natural light. Good, natural light, soft lighting Consider views Due to health and safety we will be unable to provide candles. Local scenic pictures and art work Candles, coloured glass Resources Selection of appropriate books, religious, philosophy, self-help Book /box for prayer requests Cards with helpful prayers and reflections Applications for a grant from the Health Foundation may support some of these suggestions for the room Headphones with options of selecting music Water cooler Chaplain rota Feedback on consultation about new East Lothian Community Hospital 2015 9 ‘Out of hours’ use of non- clinical areas “It would be useful to consider use of non-clinical out of hours spaces for a basis for crisis support in East Lothian” CAPS (Consultation and Collective Advocacy Service) Event We asked you for suggestions on how the non clinical areas could be used ‘out of hours’ (evenings and weekends) You said: We said: Crisis space CAPS have a space for people in crisis 1.1 Local groups Memory clubs Exercise classes (dance) Local choir, drama, book groups Christmas Carol zone Tea, coffee making facilities and kitchen access Decisions on how non clinical areas could be used out of hours and at weekends will be developed further once construction starts. 1.2 1.3 1.4 1.5 Training and learning Discussion groups regarding health issues We have a note of groups and organisations who said they would be interested in using the non clinical spaces ‘out of hours. Absence of minor injuries doesn’t make sense” CAPS event You said We said Minor Injuries Concern that there is no minor injuries service Mental Health Facilities Lack of acute mental health facilities for adults under 65 – need 24 hour, 7 days a week mental health assessment service that links in with CPNs and home care service. Lack of acute mental health beds or crisis centre for Mobile mental younger adult with health mental crisis health problems making them feel like ‘second class citizens’. Mobile bus to visit surrounding communities as a Crisis service (similar to mobile . bank) Maternity Facilities Concern regarding lack of maternity beds The new hospital is being designed so that facilities can be adapted if a minor injuries service is needed in the future The numbers currently do not justify the provision of another minor injuries service whilst whilst this service is provided in all GP practices and Edington in North Berwick (see more detail in PAC report section 6. 20 iappendix 3 ) Community support for people with acute mental health issues is available through the Intensive Home Treatment Team (IHTT) There will be no provision for acute mental health inpatient beds. These acute beds are supported in a Lothian wide medical model at the Royal Edinburgh Hospital. There is now a pilot project in place for CHANGES community health project to look at how out of hours crisis provision can best be provided, where, when and what is already available. East Lothian maternity services are community based Feedback on consultation about new East Lothian Community Hospital 2015 11 Other comments and concerns continued: You said We said Facilities for people with a learning disability Support worker should be funded so that they can stay with the person they are supporting as they have the best understanding. Having one member of staff who has an understanding of people with learning disabilities is not enough. This is not in the planning staffing for the new hospital. This comment has been forwarded to the Head of Adult Services for East Lothian (Acting Learning disability nurse on duty 24 hours a day, 7 days a week. Community Facilities Hospitals are for sick people, not a community centre. NHS should be reaching out to the community not the community coming to the hospital. Focus on providing more clinics rather than community facilities. Concerns about suitability for day centre being co-located with NHS day services for older people. Health and hospital services are being expanded to provide more clinics locally. The intention is that space can be used by the community when not being used by health. Haddington Day Centre has advised that they are not relocating to the new hospital. Feedback on consultation about new East Lothian Community Hospital 2015 12 Other comments and concerns continued Inpatient facilities You said Television TV facilities with headphones for individual choice Area where inpatients can access TV out of the ward area Radio We said TV access will be available for people who are inpatients There will be a sitting area with a TV in each ward There will be no charge for access to TV Patients will be able to use their own radio within the hospital wards. Access to radio via headphones Room/hospital equipped to receive broadcasts from East Coast FM (contact given) Wi Fi Internet access Wi Fi access via headphones Access to East Coast FM may be possible. Wi Fi internet access will be available for people within the hospital There will be no charge for wifi internet access. People will need to use their own headphones Ward environment Ward ceiling 3.5 metres minimum Overhead tracking The height of the ceiling will be 2.7 metres Some rooms will have ceiling tracking to allow ease of movement for patients Feedback on consultation about new East Lothian Community Hospital 2015 13 Other comments and concerns continued You said We said Other Hospital Facilities Retention of Edington Hospital in North Berwick is essential due to the ageing population The smaller East Lothian Hospitals are not included within this project. Haddington is too far, need something in Musselburgh / Edenhall hospital opened up The space within this hospital should enable good facilities for all partnership agencies to meet together. This will include GPs. Links There needs to be links to local partnerships, Community Councils, GPs and GP practices Population increase and Social Work space Contingency plans for increase in housing in East Lothian There isn’t enough space for future need regarding social work space with enough capacity for growth Representatives of Area Partnerships, Association of Community Councils and Haddington GPs have been involved in some stakeholder meetings. Population increase in future years has been taken into account . This is the reason for an increase in the number of beds within the hospital and increased in clinical space. Feedback on consultation about new East Lothian Community Hospital 2015 14 Support services You said Third sector support Citizens advice bureau (CAB) Advocacy services Groupwork and one to one support for people with dementia Helpline and counselling Helpline for mental health crisis Counselling area We said The third sector hub will provide a base for Carers of East Lothian (CoEL). It has agreed to support other Third sector (voluntary) organisations. We will work with Carers of East Lothian, other Third sector organisations and the new Hospital stakeholder group to agree what other services will be provided as construction starts. There is now a pilot project in place for CHANGES community health project to look at how out of hours crisis provision can best be provided, where, when and what is already available. Therapies and intergenerational Some of these are presently provided within our current facilities. There is opportunity for these services to be expanded. Animal petting therapy Alternative therapy services Bring youth groups and elderly together 1.9 Facilities Hearing loops are in areas Provision for people who are deaf in meeting rooms 1.8 There will be a servery in each ward. Allow staff to prepare very simple meals (toast, tea etc) First aid training for non- medics Social work Drop in clinic for carers to meet with social workers at an early stage Space is available for this 1.7 Feedback on consultation about new East Lothian Community Hospital 2015 15 Other comments and concerns continued Transport and Parking “It’s not a good service from Musselburgh to Haddington and the bus only goes to the main street. It’s expensive .. £3.50 for one person, so if it was an adult with two children… “ “Access to out of hours is really difficult using public transport.” “You have to see if a neighbour can take you.’ ‘And after 10 o’clock at night there’s no buses.” First Step Gran’s group event You said We said Bus travel There needs to be regular and reasonable priced bus service that is accessible to people from different parts of East Lothian. Haddington is not the easiest place to get to with people sometimes having to get more than one bus. Pricing will become more of an issue as changes to the criteria for bus passes will mean that some people with mental health problems will no longer be eligible. become Transport Suggestions Green travel; encourage cycling and car clubs Transport and access was discussed in the PAC report ( in appendix 3 section 6.8 to 6.11) . A transport assessment was carried out and submitted to East Lothian Council with the planning application. We will share the areas of concern raised regarding wider East Lothian transport with the most appropriate department in East Lothian Council to see if these can be progressed . East Lothian Council transport department are working with us to develop a sprinter type service that may come onto site. Large buses are unable to drive into the hospital grounds Shuttle bus from surrounding areas and from Haddington High Street. Provision of transport vouchers Feedback on consultation about new East Lothian Community Hospital 2015 16 . Transport and parking continued “ If there are lots of older people visiting the hospital people dropping them off will need to park near the door and have time to assist the person to their appointment, possibly with them and return to car” “Avoid the very long walk from door to appointment as at Musselburgh health centre” East Lothian Community Care Forum event You said Parking Provide walking routes in car park for safety Large parking spaces for disabled vans Free car parking Sufficient parking spaces Disabled parking close to entrance Minibus parking area Secure motorbike parking We said There will be dedicated walking routes to the front door of the hospital There will be large dedicated disabled parking spaces for back loading vehicles Parking will be free There will be 425 spaces proposed – more than currently at Roodlands Hospital. We are awaiting confirmation via the response to the planning application from East Lothian Council . Motorbikes will use available car parking spaces. An event was held for Third Sector Organisations in June 2015. Small Group Events Other group consultation events and workshops were also held with a number of community groups. Feedback from all events and sessions was recorded on feedback forms and/or by the group facilitator. These comments have also been taken into consideration and recorded in Chapter 6 of the pre planning report. The community group consultation events were targeted at people in the community who would be less likely to attend the public events as follows: ELCAP – formerly the ‘East Lothian Care and Accommodation Project’ Whitecraig / Wallyford Lunch Club East Lothian Community Care Forum (ELCCF) Stepping Out CAPS – East Lothian Consultation and Collective Advocacy Service First Steps Gran’s Group The exhibition comprised pop-up banners that included plans of the proposed hospital layout; a site map, proposed access routes and more information on the services which the hospital will provide. Feedback forms were provided to record comments on the proposed development. These are discussed in the pre-applcation consultation (PAC) report. The NHS provided a separate feedback form and an ‘ideas’ sheet for comments specific to the community use of the hospital. NHS Lothian sought views from the general public, as well as organisations and community groups on how the hospital could be used as a community resource.
