CSME 2541 Preparation for State Licensing Examination
3 Lecture-4 Lab- 144 Contact Hours
Course Description: Preparation for the state licensing examination. This
course is designed to prepare the student for the Texas Department of Licensing
and Regulation cosmetology operator examination. This course is a combination
of 3 lecture and 4 lab (144 contact hours). The student who successfully
completes this course will receive 5 semester credit hours. Capstone experience
for this course is the Texas Department of Licensing and regulation cosmetology
licensing examination.
Course Focus: The focus of this course is to prepare the student for the theory
and practical sections of the licensing examination for cosmetology operator with
Texas Department of Licensing and Regulation. Emphasis is placed on speed,
sanitation and accuracy of the skills that will be part of the examination as well as
the regulations and laws pertinent to the cosmetology industry.
End-of-Course Outcomes: Exhibit the skills and knowledge required for
completion of the state licensing examination.

The Cosmetology Department does not guarantee that each student
will acquire each learning competency nor acquire all the hours
necessary to complete the program within a specified period of time.
Courses are scheduled at the discretion of the department and the
availability of qualified faculty.
STATEMENT OF FOUNDATION SKILLS AND WORKPLACE
COMPETENCIES (SCAN SKILLS)
A study was conducted for the Department of Labor by the American Society for
Training and Development which identified the seven skills United States
employers want most in entry level employees. These skills are motivation to
learn, basic skills, communication, teamwork, critical thinking, career
development and leadership.
HCCS is committed to preparing every student with the knowledge
and skills needed to succeed in today’s dynamic work environment.

Upon completion of 1000 contact (clock) hours, the student will
complete and pass the theory section of the T.D.L.R. examination
for cosmetology operator, with a score of 75% or better.



The student will pack and label the necessary supplies and
materials required for the licensing exam according to licensing
specifications.
Upon completion of 1500 contact (clock) hours the student will
complete and pass the practical examination portion for licensing
as cosmetology operator, with T.D.L.R., with a score of 75% or
better.
The student will complete and prepare the required applications to
the curriculum per T.D.L.R. regulations.

ATTENDANCE POLICY:
Students are expected to attend class daily and be on time. Any students absent
from class in excess of 4 days of the hours of instruction will be dropped from the
course (including lecture and laboratory time). Students arriving late to class will
not be allowed to clock in. Ten points will be deducted for the first day absent
from class and 5 for each day thereafter from the attendance grade.
WITHDRAWALS:
It is the responsibility of the student to withdraw officially from a course to keep
from receiving an "F" for the class.
DRESS CODE:
Students in the cosmetology operator candidate program are expected to be selfmotivated individuals and to stay on task at all times. Students must be dressed
professionally and appropriately in accordance with the department dress code
and must wear a lab coat at all times.
TDLR prohibits a student or anyone clocking each other out using the time clock.
If caught doing this act you will be disciplined or could be grounds for dismissal
from this program. This facility belongs to TDLR; it is only housed at HCCS. You
have rules to follow for TDLR as well as HCCS. You cannot walk of this
department under any circumstances and not clock out.
SCHOLASTIC DISHONETY AND CLASSROOM CONDUCT:
Students are expected to conduct themselves with honor and integrity in fulfilling
the course requirements. Any student found cheating on a test,
plagiarizing or in collusion will receive an "F" for the assignment and
the course and will be dropped from the program. See student handbook
for college policy on academic dishonesty and disciplinary problems. This level
of development in students' training is crucial to their professional
development and success; any student that is disruptive or
disrespectful will be dismissed from the program. Students on the
client floor are expected to conduct themselves in a professional
manner. Loud boisterous conduct will constitute grounds for
dismissal from the program. Any student that does not meet the
criteria for completion of the course will be dropped from the class.
Students that do not meet the skill and time competencies will not be
permitted to apply for a licensing examination date. Texas

Department of Licensing and Regulation student permits will be
returned to TDLR as “drops”.
COMPLETION OF REQUIRED CLOCK HOURS FOR LICENSING
EXAMINATION
Students that do not complete the necessary clock hours for the
semester will be given an "F" for the course. Students that have completed
1000 clock hours are eligible to take the theory section of the state board test. It
is the responsibility of the student to make the necessary arrangements with the
testing company to take their theory exam upon completing 1000 hours contact
(clock hours) of the operator course. Any student that does not comply
with this requirement will be dropped instead of a request for a board
date. There will be no exceptions to this department rule. Students
must make sure that all required applications to the curriculum have
been completed before they exit the program. TDLR will not allow a
student to sit for the exam until all applications to the curriculum
have been completed. It is your responsibility to see that your
applications transcripts are completed and signed and dated by your
instructor.
Make an appointment with an advisor to complete all degree plans and
schedule for your HCC certificate. Give copies to the professor for your personal
file.
Make-up policy for missed assignments or tests:
There will be absolutely no make-up for missed unit exams. Make-up for a
missed mid-term or final test will be permitted only if the student informs
the instructor in advance. The student must make arrangements to
take the missed test no later than 3 days after the original test date. It
should be understood that the make-up test would not be the same as
the test given to the rest of the student body.
Students with Disabilities:
Any student with a documented disability (e.g. physical, learning, psychiatric,
vision, hearing, etc.) who needs to arrange reasonable accommodations must
contact the Disability Services Office at the respective college at the beginning of
each semester. Faculty is authorized to provide only the accommodations
requested by the Disability Support Services Office. HCCS has a Disability
Support psychological counselor and office located at each of its five campuses.
Students with physical, learning and developmental disabilities may request
accommodations and special equipment through these offices. For specific

The Protocol for the college in regards to issues, complaints or clarification that
are directly related to the programs, courses and classes is for students to contact
the instructor of their class first. If no resolution is reached they are to contact
the Chair or Associate Chair of the department. Should the issue still not be
resolved, they would the contact the Dean of the Division.

Meningitis vaccination is required to attend HCC as of January 2012. If you
are 30 years or older you are not required to get a vaccination to attend college.
Refund:
Students should reference the Student handbook, HCC catalog or see a counselor
for HCCS policies.
Repeat Course Fee:
Texas Education Agency (TEA) policy states a student who repeats the same
course three (3) times is required to pay extra tuition (Double the tuition fee for
that class at the time of paying). The State of Texas encourages students to
complete his or her college by showing up to class and passing each course
selected.
Classroom Behavior:
This is a positive learning environment for each student and the instruction.. let
each one of us try to develop/maintain a schedule and tolerant for each other
while enrolled in this class/college this semester. At this moment let’s make a
point to respect your fellow classmate and their learner environment.
Cellphones and Electronic Devices:
To be respectful to your learning environment, fellow classmates, and instructor
please turn off your cellphones off or place on vibrate. DO NOT have any ringers
or music coming from any device.
Children:
This is a learning facility and there are NO LIABILITIES for children if
anything happens. Therefore, NO STUDENT is allowed to bring their
child/children to class.

Week 1exam)
Sanitation, Inspection Control, and orientation (Take the #1 PSI
Week 2Manicuring, Nail Structures and Disorders (Prepare a practice hand
with nails, plastic glove and washing powder)
Week3Skin and Its Structures and practice the complete application for
plain facials (Take the #2 PSI exam)
Week 4Hair Coloring, lighteners, safety and sanitation and a basic virgin
tint application
Week 5Study Chemical Reformations and Theory, Practice the application
of bleach retouch application and a virgin relaxer application
Week 6Safety, sanitation and sterilization for practical applications with
shampooing for state board exams.
Week 7-
Reviews for week 1 through week 6 (Take the #3 PSI exam)
Week 8-
Mid-term exams for written and practical exams for practical skills
Weeks 9 THROUGH 15:
Study theory and take at least 5 state exams for the PSI exams, both theory and
practical skills:







Shampooing
90 degree haircut,
perms,
chemical relaxing,
hair coloring bleaching,
roller set with pin curls/finger waves,
Thermal curling and blow drying with sanitation measures.
Final exam (theory and practical) is May 7-10, 2012

Special Assignment for this semester is bag inspection:
January 24, 2012 you will have a bag inspection that will be worth 100 points.
(See kit and Bag list)
All supplies must be in your bags at this time, there are no exceptions. This is the
first day of practical sanitation applications.
Each week you will have a test. The chapters will vary. Each test will consist of
50-100 questions. Read your book and review the Milady’s E-pack. Student
cannot make-up the weekly exams.
Texas Law is a must. You should be able to quote answers according to the TDLR
Rules and Regulation Book (2011Sept.)
