Purpose
The purpose of this section is to outline the procedure to be followed by those with assigned
responsibilities to state agencies and bodies, including the Florida College Systems’ council.
Procedure
A. The President, as the Chief Executive Officer, is the College's official representative to all state
agencies and to all state appointed bodies unless the authority and responsibility are specifically
delegated within this procedure or by letter of appointment. Standing assignments will appear in this
procedure while letters of appointment will be used for ad hoc committee assignments.
B. The Council of Presidents (the “Council”) is comprised of each Florida College System president, and
serves as the major policy recommendation body of the Florida College System institutions. The
College President serves on the Council and presents the official College position on matters brought
to the Council. Other College employees that serve as standing representatives or ad hoc
representatives to the Florida College System’s councils, committees, state agencies or bodies shall
advise the President concerning policy issues and recommendations to be considered by the Council.
C. The President shall distribute the Council’s meeting schedule to the President’s Cabinet. The
President shall identify the College employees with a leadership role on councils or committees.
Minutes of the Council, as received, shall also be distributed to the President’s Cabinet and when
appropriate to College representatives.
D. The Florida College System’s councils and committees, and the individual delegated responsibility for
representing the official position of the College with these bodies, are listed below. The representative
indicated with an asterisk is assigned the leadership role and as such has specific responsibilities.
E. The representative with a leadership role shall be responsible for providing all proposed agendas to
appropriate offices and committees within the College to obtain input regarding the issues or matters
to be considered. The representative will, based upon this input and the assistance of appropriate
individuals or committees, develop a recommended College position concerning these issues or
matters. These recommendations will be forwarded to administrators for review and consideration by
the President. When endorsed and adopted, these recommendations become the official College
position on these issues or matters. Further, the representative with a leadership role has responsibility
for reporting, to all appropriate offices, including the President, the actions taken by the council or
committee on all agenda items. This report is critical in that the actions of the councils or committees
go forward to the Council as recommendations.

F. The second representative listed for each standing body will assume the leadership role when the
designated representative is unable to perform the responsibilities. Other College personnel may
attend meetings as appropriate with the permission of the head of the major administrative unit. Once
permission is granted, such personnel shall communicate with the representative with the leadership
role so that attendance can be coordinated and the institutional position, as appropriate, be shared. All
attendees shall be responsible for familiarizing themselves with the agenda and the approved (official)
College position concerning these matters.
G. Voting and/or speaking on matters before the committee shall be governed by the operating
procedures of the state agency or body and shall be supportive of the official College position. When
each institution is allowed only one vote, the vote shall be cast by the representative with a leadership
responsibility as denoted below by the asterisk (*).

H. Annually, at the beginning of the new fiscal year, the President or designee will advise the Division of
Florida Colleges of the College's representatives on the respective councils and committees noted
above. A copy of this roster of representatives will be disseminated within the College to all members
of the President's Cabinet and to the individual representatives.
I. Individuals who receive special, ad hoc or recurring appointments as professionals to various
statewide committees and task forces shall be considered as representatives of the College as well as
of their respective professions. Upon receiving the appointment invitations, the individual shall advise
the President of the invitation via administrative channels. Upon acceptance and appointment of the
individual to the body by the President, he/she as a College representative shall agree to communicate
with individual(s) assigned by the President in a liaison role. The representative shall communicate
with other such individuals of the College he/she deems appropriate.
J. If issues or positions are to be adopted by such special committees or task forces, and whenever
possible, the process described above for identification and consideration of issues shall be followed.
