People credited with this unit standard are able to explain, for a
New Zealand seafood organisation: governance and
management responsibilities; best practices used by
governance boards; the roles, functions and communication
requirements of the key management personnel; and risk
management.

Definitions
Legislation may include but is not limited to – Māori Fisheries Act 2004, Fisheries Act
1996, Animal Products Act 1999.
Seafood organisation refers to any type of organisation in the New Zealand seafood
industry, whether it is for profit, not for profit, or in the private or public sector.

For the purpose of this unit standard, candidates are required to select and generate
evidence for one type of seafood organisation. This may include but is not limited to –
annual catch entitlement (ACE) trader, integrated fishing company.

Information relating to best practice procedures for governance boards is available on
the Te Puni Kōkiri website at http://governance.tpk.govt.nz. The information has been
prepared for Māori organisations but is relevant to the governance boards of all New
Zealand seafood organisations.

Outcomes and evidence requirements
Outcome 1
Explain governance and management responsibilities in a New Zealand seafood
organisation.
Evidence requirements
1.1
The explanation includes an outline of the key areas of governance and
management responsibility in the New Zealand seafood organisation.
Range
key areas of responsibility – vision, mission and values,
leadership, legal and management structure, policies and
systems, planning, monitoring, communication.
1.2
The explanation includes an outline of the difference between the roles of
governance and management, in terms of their responsibilities in the New
Zealand seafood organisation.
1.3
The explanation includes the governance and management responsibilities for
compliance with New Zealand seafood legislation in a New Zealand seafood
organisation.
Outcome 2
Explain best practices used by governance boards in a New Zealand seafood
organisation.
Evidence requirements
2.1
The explanation includes best practice procedures that enable the governance
board of a New Zealand seafood organisation to function effectively.
Range
includes but is not limited to – board planning, board policies,
succession planning, induction, selection and appointment of
governors, board evaluations, running effective meetings,
compliance with legislation.

Outcome 3
Explain the roles, functions and communication requirements of the key management
personnel particular to a New Zealand seafood organisation.
Evidence requirements
3.1
The explanation includes the roles and function of the key management
personnel particular to the New Zealand seafood organisation.
Range
roles may include but are not limited to – CEO/General Manager,
Quota Manager, ACE Trading Manager, Vessel Manager,
Processing Manager, Compliance Manager, Customary Fishing
Manager;
evidence relating to at least three different roles is required.
3.2
The explanation includes the relationship and communication requirements
between management and the governance body of the New Zealand seafood
organisation.
3.3
The explanation includes the relationship and communication requirements
between management and other personnel in the New Zealand seafood
organisation.
Outcome 4
Explain risk management in a New Zealand seafood organisation.
Evidence requirements
4.1
The explanation includes a definition of risk management as it applies in a New
Zealand seafood organisation.
4.2
The explanation includes the reasons for managing risk in the New Zealand
seafood organisation.
4.3
The explanation includes the types of risk that have a potential to impact on the
New Zealand seafood organisation, and includes specific examples of each
type.

an inter-institutional body with delegated authority for quality assurance, before they can
report credits from assessment against unit standards or deliver courses of study leading

Industry Training Organisations must be granted consent to assess against standards by
NZQA before they can register credits from assessment against unit standards.
Providers and Industry Training Organisations, which have been granted consent and
which are assessing against unit standards must engage with the moderation system that
applies to those standards.
Consent requirements and an outline of the moderation system that applies to this
standard are outlined in the Accreditation and Moderation Action Plan (AMAP). The
AMAP also includes useful information about special requirements for organisations
wishing to develop education and training programmes, such as minimum qualifications for
tutors and assessors, and special resource requirements.
