People credited with this unit standard are able to: follow rail permission
systems; perform routine servicing on an MTMV; start, drive, operate, and
shut down an MTMV; identify faults in an MTMV and take appropriate action;
couple an MTMV for multi-unit operation; and prepare an MTMV for towing
dead by a locomotive.

Assessment against this unit standard is to be carried out within the context of an
organisation operating under a current, valid Rail Licence issued in accordance with
the provisions of the Railways Act 2005. The organisation’s operating rules, codes,
and instructions, referred to in this unit standard, are those the organisation has in
place to meet the requirements of the Rail Licence.

Legislation relevant to this unit standard includes the Health and Safety in
Employment Act 1992, and Railways Act 2005.

Candidates must hold a minimum of the class of licence required for the vehicle
being driven and comply with the requirements of the Land Transport (Driver
Licensing) Rule 1999.

Competence is to be demonstrated on three occasions of operating at least one type
of mobile track maintenance vehicle (MTMV).

While mobile track maintenance vehicles encompass a wide range of vehicles, this
unit standard is intended only for those MTMVs that: use train consist braking
systems; can be used in multi-unit operations; and are designed to allow towing dead
by a locomotive.

Definitions
Organisational procedures refer to documents that include: worksite rules, codes,
and practices; equipment operating instructions; documented quality management
systems; and health and safety requirements.
Mobile track maintenance vehicle refers to vehicles such as: Cat tamper, SSP ballast
regulator, ballast cleaner, track evaluation car, concrete sleeper layer, rail crane.
Towing dead refers to an MTMV that is without power acting as a conventional
service wagon.
Elements and performance criteria
Element 1
Follow rail permission systems.
Performance criteria
1.1
Track protection is established in accordance with organisational procedures.
1.2
Train movement information is accessed and interpreted in accordance with
organisational procedures.
1.3
Permission to work or travel is obtained in accordance with organisational
procedures.
Element 2
Perform routine servicing on an MTMV.
Performance criteria
2.1
Safety check is performed in accordance with organisational procedures.

may include but is not limited to – repair book entries, no staff
working on or under vehicle, presence of warning signs, clear of
adjacent equipment, slippery underfoot conditions;
evidence is required for at least four safety checks.

Vehicle is checked and serviced in accordance with organisational procedures.

Breakdown and emergency equipment is checked and serviced and/or replaced
in accordance with organisational procedures.

coupling equipment, spare air hoses, repair tools, emergency
airline plugs, fire extinguisher, first aid kit;
evidence is required for at least four items of equipment.

lights, running gear, brake rigging, brake shoe wear, vee-belts,
drawgear, handrails, steps, windows, airbrake systems, air lines,

evidence is required for at least ten vehicle checks.

damage to MTMV.

Start, drive, operate, and shut down an MTMV.

3.1
Personal protective equipment (PPE) is used in accordance with organisational
procedures.

protection, gloves, sunscreen, sunglasses, safety glasses, insect
repellent, safety headwear, safety footwear,portable radios, hand
lamps, flags.
The status of control equipment is checked prior to start-up, in accordance with
organisational procedures.

may include but is not limited to – throttle lever, handbrake,
airbrake systems, instrumentation, switches, circuit breakers,
warning devices.
3.3
Vehicle is started in accordance with organisational procedures.
3.4
Vehicle safety devices are checked for correct operation in accordance with
organisational procedures.

Communications with relevant personnel are made in accordance with job
requirements and organisational procedures.

Vehicle is driven to a designated position in accordance with job requirements

move with increased engine revolutions.

Providers must be accredited by NZQA, or an inter-institutional body with delegated
authority for quality assurance, before they can report credits from assessment against
unit standards or deliver courses of study leading to that assessment.
Industry Training Organisations must be accredited by NZQA before they can register
credits from assessment against unit standards.
