Purpose
People credited with this unit standard, in the context of an
early childhood education (ECE) service with Pasifika children,
are able to: plan a quality improvement review of governance,
management, and administration; undertake the quality
improvement review of one aspect of the governance,
management, and administration practice; and analyse, report
findings, and make recommendations from the quality
improvement review for one aspect of governance,
management, and administration practice.

Explanatory notes
1
This unit standard is intended for those who are student teachers, trainee managers,
or supervisors of Pasifika children in ECE services.

Three 'broad age groups' are defined in Te Whāriki for children. These are
overlapping age categories and are defined as:
infant – birth to 18 months;
toddler – one year to three years;
young child – two and a half years to school entry age.
Evidence in this standard is for children as a whole group. Each of the age
categories are not intended to be assessed individually.

An early childhood education (ECE) service may include a centre-based service,
hospital-based service, or home-based service. The home-based service may be
nominated by the child’s parent, be the child’s own home, or the home of the
educator.
Evidence of one type of service is required in this unit standard.

It is intended that the review of quality provision of governance, management and
administration will be undertaken in one ECE service attended by several or more
Pasifika children supported by Pasifika adults.

The outcomes and the evidence requirement for the review must follow the
processes for improving quality in early childhood services outlined in Ngā
Arohaehae Whai Hua/ Self-review Guidelines for Early Childhood Education.

People seeking credit for this unit standard will be required to show that their
demonstration of the evidence requirements arises from teaching and/or practicum
experience in an ECE service, through observing and implementing Te Whāriki and
current legislative requirements relating to curriculum.

Definition
Pasifika children are pre-school members of Pasifika communities in New Zealand,
and may include but are not limited to – Cook Islands Māori, Fijian, Niuean, Samoan,
Tokelauan, Tongan, Tuvaluan.

Plan identifies review focus and describes the purpose of the review in terms of
governance, management, and administration of an ECE service with Pasifika
children.
Range
1.2
Plan identifies and discusses the methods and procedures that will be used to
undertake the review.

methods and procedures include – timeline, consultation groups,
resources, documentation;
may include but is not limited to – conversations and interviews,
meetings, questionnaires and surveys, observations, analysis of
reports.
Plan outlines performance indicators that will be used to inform the review.
Range
performance indicators may include but are not limited to –
structures – good employer practices, staff to child ratios, Pasifika
staff appointments, ongoing training for Pasifika staff, performance
appraisal systems, the physical environment, facilities and
resources, commitment to Te Tiriti o Waitangi, philosophy
reflecting Pasifika values and beliefs;
processes – use of culturally appropriate processes and protocols
for consultation and collaboration, use of variety of approaches to
achieve wide consultation and collaboration, the nature and
frequency of interactions between staff and Pasifika parents,
regular meetings, the involvement of Pasifika parents in decisionmaking concerning their children and service’s practices, health
and safety, management and planning systems and practices;
outcomes – clear identification of the needs of the parental
community; regular planning;
evidence of two indicators is required from each of – structures,
processes, outcomes.

Undertake the quality improvement review of one aspect of governance, management,
and administration practice in the ECE service.
Evidence requirements

Review is undertaken according to plan.

Information gathering shows evidence of respect for culturally appropriate
protocols and good practices.

Data is collected according to the plan and aligns with the review focus.

Analyse, report findings, and make recommendations from the quality improvement review

Evidence requirements

Analysis evaluates quality provision of the selected aspect of governance,
management and administration practices in relation to the review focus and
identified performance indicators.
3.2
Analysis summarises and recommends areas for further development of
governance, management, and administration practices in the ECE service with
Pasifika children.
3.3
Recommendations include ways to improve and further develop governance,
management, and administration in the ECE service with Pasifika children.
3.4
Recommendations are made in a culturally acceptable way and are justified by
findings and references to curriculum requirements.
3.5
Findings are summarised in a retrievable format suitable for future use in the
ECE service with Pasifika children.
